Re: [Ql-Users] QUORUM

The quorum refers to the number present, not to the number voting.

Actually not just the number present but the roles of the individuals as well.
For example a quorum may specify an number of office holders and specifically
which offices as well as the total number of members present to make the
meeting valid and authorised to make decisions on behalf of an organisation.

That really does need to be revised.

Yes. This revision is the one essential change needed.

The is a great danger here though of getting bogged down in trivia.
I would leave the whole exercise to Geoff who has a clear understanding of
what is required and hopefully, will not be pulled hither and thither by

A good idea. I hope that enough other people will record their agreement to
this. It might then actually happen.

If Quanta is achieving 10 to 15 members representative present, at an AGM,
from an overall membership of between 130 to 150. Then it is doing well.

Well said! Quanta has a membership of 172, scattered all over the UK and
abroad, and an AGM attendance under 20 is quite usual for an organisation of
this size.

For the record the attendances over the past 5 years have been:

200615
200714
200820
200922
201016

There has been a slight improvement, but still a good reason to explore the
possibility of electronic participation.

Without giving away too many secrets the committee have now been sent a
concept revised constitution largely drafted by a member who is a solicitor.
This provides for the possibility of electronic participation in meetings.

The thinking behind this constitution was to give the present one a good
spring clean with some weak spots tidied up, ambiguities removed and updated
for modern circumstances. (The present constitution recognises just two QL
systems, the black box and the Thor!) Very few political decisions have
been made. In other words things like whether or not to end the six year
rule is a decision for the members. We need a mandate on various matters
and that is why feedback is still important. If you can't make it to the AGM
the committee still wants your views.

Electronic participation would be new for Quanta and we would have to
investigate how feasible it would be. We have never had an internet link at
UK shows although other countries have done this. In Italy a few years ago
there was a presentation from America via video link. Perhaps we need some
help from abroad.

Most committee business is now done electronically. The aim to is have only
two face to face meetings a year. One is immediately after the AGM and the
other at the beginning of February to plan the business for the AGM. One of
the unseen things that Sarah achieved as secretary was to structure the
record keeping of email and telephone business,

Best Wishes,

Geoff
