I turned on logging and then tried to add the repository but it logged nothing. Maybe I need to kick apache or something, I'll do that a little later (since people are still using the server) and then see if I get any better logging. They are using the actual ip address of the GitLab server, I remember that we have some issues with the DNS and it is not able to resolve the address. This may be the same issue in your case.
