It looks like the info JC posted should be a great deal of help for your diag. 
The plastic elbow at the brake booster is indeed a check valve. One symptom of 
a bad check valve is the immediate loss of brake assist when you shut down the 
engine. There should be 2-3 brake applications before you loose the assist and 
the pedal goes hard.

Hi All
When running the A/C on my 1987 Shelby Lancer the  duct work flap goes  
from 
panel blowing, to blowing air to the floor  when I go from vacuum to  
boost, 
if let off the gas and start pulling  vacuum again it goes back to  blowing 
out of the panel, back and  force, back and force its getting annoying,  
there's gota be  something wrong.
