Those cycling is somewhat connected to the symmetrized polygons, or the turn 
internal edge function. However, in SI2013 it is resolved.

I've made my feature request of FBX improvement, and the funny thing that there 
is no consistency in the plugins in Max Maya and Softimage. Neither of them is 
perfect, but the funny thing is that after numerous tests I think that the best 
would be if they would merge the three plugins into one. In my opinion the 
feature list would be:

1. Triangulation
2. Convert to null
3. Scale based on either unit, or scale number
4. FPS setting (IMO the best if it's exported from DCC and imported from the 
FBX)
5. etc.

If Autodesk want to make FBX a intermediate format they should make more effort 
on uniforming the plugins.

Yes that has bitten me pretty bad on one project.  The UV's on some
individual polygons rotate when exporting with FBX.  Crosswalk is much
better for going to maya with UV's intact.

Hello Ben,

The same problem I face few days back..

In SI 2011, FPS option was there but  they removed it with newer
version..If you will import your file through SI 2011 it will import
properly but i know ,it will not be wise thing to do every time...i know
how painful when you work on crowdfx and import files from different
sources..

any way if you are using 2013 try to install SI2013 SP1.. that may fix your
problem...

Might not apply but just in case, FYI after using Alembic crate, I'm never 
looking back. Nothing prior even comes close. Cameras, geo, point clouds, 
transforms on nulls etc, back and forth between applications, easily and 
without a hitch. Worth every penny IMHO... Might be a solution, if you have a 
lot of FBX data to go into soft perhaps it is worth your time to use the python 
API to convert it all to .abc
