A lot of the problems with LPFMs – people applied for licenses,  thinking “Oh 
boy!   This will be fun… I can play my favorite records, and play DJ,   oh wow!”

Then again – LPFMs had to --

- have engineering studies done
- be tied to a non-profit organization
- to win in the competitive points process,  promise locally originated 
programming
- have the money to keep it running….(meaning = underwriting)
- purchase FCC type-CERTIFIED equipment – (the equipment in those catalogs 
won’t necessarily be OK)
- lest we forget,  music licensing fees.  ASCAP/BMI/SESAC.(typical response 
=“huh?”)
- EAS participation & equipment
- liability insurance – what if a school gets a license,  and JohnnieDJ gets on 
the air and says something slanderous?
- you can’t just re-transmit the BBC or VOA over the air without permission
- last but not least,  if you ever were involved in pirate radio – YOU ARE 
INELIGIBLE TO GET AN LPFM LICENSE!

And the license/ Construction permit itself is technically worth NOTHING 
because only the station’s physical plant can be sold to someone else.
A lot of the above – was entered in NPRM comments,  some of them I mentioned in 
my own comments to the FCC.

If some of the above rules weren’t built into LPFM,  it would fail.And some 
applicants did win construction permits,  but never got on the air because it 
was too complicated.

Otherwise,  LPFMs could end up being amplified Mr. Microphones with dipoles 
strung between trees,  and when the operator’s mother says “shut off the radio 
and do your homework” the LPFM goes off the air for the rest of the day.

We have a solid LPFM station in our hometown = WHAV(LP).It’s run by a 
professional radio operator and there is a lot of locally originated 
programming in morning drive,  and on weekends.   We’re a city of around 60,000 
and there was no local station willing to serve as our community voice until 
‘HAV came along.   It filled a large void.

As I lamented yesterday – I learned I  had free time on Friday and Saturday,  
and went to register yesterday (Friday) but hit a “registration is closed” page.

I would have thought a “day of event” registration option would be available.

If these sessions are  going to be available for later download,  I might 
buy-in so I can hear them.The Friday sessions seemed to be of great 
interest to me.

Now that I'm 70 - and,  I became a dedicated DXer at around  age 22 - I've
become accustomed to losing friends at all points of interest in my life.

The key is - enjoy every phase of life while you're in it.   As Warren Zevon
said when he knew his passing was imminent =

"Enjoy Every Sandwich".  Maybe I'll make it to Kulpsville next year.
Another sandwich to be enjoyed.   Next "sandwich" up is the New England Ham
Expo in around three weeks.

it was a punch in the gut to hear about Ben Hester and George Zeller
passing away. I knew about Tony (someone emailed me on my Gmail
account.) I hear from David Goren and Marie Lamb from time to time. We
are losing too many of our Festers.

I have a guilty conscience,  of a sort.

Back around the time that CBC was starting on plans to dismantle the Sackville 
SW site,   I was going to write a letter to the PM and Opposition Leader 
stating the obvious reasons that shortwave and international broadcasting was 
critical --

1)  It’s very difficult to block radio signals.After all,   radio signals 
do not respect borders.This works to the advantage of anyone that has a 
message that they want to reach a certain audience.  Unlike the Internet – a 
government cannot easily and selectively block an “IP address”   Somehow 
the signal’s going to get through.

2) No wire is needed to receive a radio broadcast.A simple ten buck radio 
with shortwave capability ,   or even medium wave capability (in some corners 
of the world) can receive these signals.

3) MOST OF ALL – there is no way a sinister authority can detect WHO is 
listening,   when it’s a radio signal.The Internet?   IP addresses 
connected to a particular website?   You see what I’m saying.   No one knows 
WHO’S listening in.

Historically – if you consider the VOA,  BBC,  CBC,  etc.  to be “the good 
guys” – we have used our capability to get our message across to those in 
countries where,  some would prefer that the message may not go through.We 
used that during the Second World War – and even had messages to the French 
underground.Reference the movie “The Longest Day”.   

But Germans also listened to the BBC and VOA – and Americans and British,  
conversely,   heard Axis Sally,  Lord Haw Haw,  and various women identified 
collectively as Tokyo Rose.

During the Cold War,  statements and treatises went BOTH ways.   And important 
cultural exchanges as well.

Why do I feel guilty?   I never mailed the letter.

But be careful.

 

When talking gas-powered generators.

 

With the recent power outages here in the Merrimack Valley,  a couple in 
Methuen suffered CO poisoning – the husband died,  wife in critical condition,  
cat died,  dog survived.

 

Long story short = couple had two generators running IN THE HOUSE.
Apparently there was no CO (carbon monoxide) alarm active there.

A few years ago – a family in Plaistow NH died because their CO monitor was 
going off.   What a nuisance,  right?   So they pulled the battery out of it,

Yes,  but there are two things at play here – copyright considerations and 
retention costs– they ARE going to digitize the collection for archival 
purposes.   So the intellectual material will be preserved, and for a longer 
period of time.   But this leads to three problems with the originals =



a.   They  may not be able to distribute them (money or not,  has very 
little to do with copyrights).   So giving them away,  selling them, etc. isn’t 
an option.



b.  They don’t have the time to research every item and confirm copyrights 
and ask for a waiver



c.   Keeping an archive like that costs money.   When you’re talking the 
CBC,  it’s taxpayers’ money.   Just to retain the archives is going to cost 
money.


You’ll note that a great deal of television archival film footage from the 
40s-50s-60s is gone,  because the three major TV networks would have had to use 
their stockholders’ money to retain an archive,   on material that was thought 
to have no or very little commercial value.   Much of it was intentionally 
destroyed.

Fortunately – WSM (AM) still hosts the Grand Ole Opry – which has historically 
made room for bluegrass artists on its roster and they still try to get a 
bluegrass artist on their show most Fridays and Saturdays.

Say it isn't so. Good bluegrass music programming may come to an end in 
Washington unless WAMU can sell its station by year end. I came around to 
bluegrass music through Philadelphia's WIFI-92.5 airing wonderful folk music in
