Can someone tell me what this means?

It says that the issue is fixed but the status is verify wait.
Since I am *NOT* running the latest and greatest version of TB! does
this mean that at some point I'll have to upgrade to see the results
of this fix?

Yes. Bug fixes are never implemented in abandoned versions.

never could get it to work either.

I may be old and senile but I'm not senile enough to expect my current
version to be magically upgraded.  I more or less knew the answer to my
question before I asked it but I was hoping against hope that there
might be a way to get the fix without paying for an upgrade.

This feature works for the photos and handles that are already in the
database but there seems to be an issue with submitting new ones. I
have received three emails notifying me you have joined but the
rogues.zip does not include your image, nor is it referenced in the
rogues.msl file. Your name is on the rogues gallery at 
http://www.pcwize.com/thebat/rogues.php but your picture cannot be 
displayed.

I have seen several notifications indicating that several people have
tried to update or join - repeated, familiar names. The last
successful additions were Francis Dhumes and Cees Schouten; both
notified as an addition in the same email on 3rd April 2009, although
one of their images says it was last updated on 9th January.

As the rogues are moderated, it seems odd that the notification is
sent without the update happening. Maybe a script is failing to work
properly, or something?

looking for someone else to host the service. No one, including
Ritlabs has been jumping up and down to do it.

 I more or less knew the answer to my question before I
 asked it but I was hoping against hope that there might
 be a way to get the fix without paying for an upgrade.

I had not spotted you are on version 4.0.38 like me, and would need to
pay for any upgrade. I rarely view messages in HTML so this one
doesn't affect me, but there are a couple of bugs reportedly fixed
since 4.0.38 that I'm looking forward to seeing the back of when I can
upgrade.

I thought it was just that Rick suggested hosting it elsewhere, so 
Thomas contacted Leif, who is happy to pass the code and everything 
over if there are any volunteers.
