Unfortunately we cannot fix that in Timer. When we are set new alarm for 9.00 
AM, the alarm will ring at 9.00 AM local time.
Example:
1. Let's say we would like to set Timer for 15 minutes and local time 9.00 AM 
Timezone +0
2. From Timer, we are setting up alarm for 9.15 AM Timezone +0
3. Now we are changing time zone to -1, so the local time will be 8.00 AM 
Timezone -1
4. Alarm will be the same, so 9.15 AM Timezone -1

Current result:
  - Alarm/Timer will start ringing for 1 hour and 15 minutes

Expected result:
  - Alarm/Timer should  start ringing always after 15 minutes, and should not 
be dependent from timezone

For timer we would like to ring in absolute time (UTC), not dependent from time 
zone.
Maybe there is some way to setup alarm in UTC?
If yes, I would love to implement that in Timer.

  I have a UX request when setting the timer. In addition to setting the time 
remaining until it expires (as you'd expect), I'd like to also switch to the 
ability to setting the clock time that I want it to expire. This would be very 
similar to setting an alarm of course, but the alarm setting UI is geared 
towards persistent alarms, not ephemeral ones.
  
  Example use case: there's a one-off thing I need to do at 2pm. I could
  set an alarm for 2pm by adding a new alarm, and then going in and
  deleting the alarm after it has rung but this is tedious. Alternatively
  I could calculate the time until 2pm myself and then quickly set a timer
  for that length of time. This way there is no alarm to delete after it
  has expired. I'd like to just go to the timer section and add a timer to
  ring at 2pm by toggling to an "ETA" display instead of "time remaining"
  and setting it from there.

- I have a UX request when setting the timer. In addition to setting the time 
remaining until it expires (as you'd expect), I'd like to also switch to the 
ability to setting the clock time that I want it to expire. This would be very 
similar to setting an alarm of course, but the alarm setting UI is geared 
towards persistent alarms, not ephemeral ones.
- 
- Example use case: there's a one-off thing I need to do at 2pm. I could
- set an alarm for 2pm by adding a new alarm, and then going in and
- deleting the alarm after it has rung but this is tedious. Alternatively
- I could calculate the time until 2pm myself and then quickly set a timer
- for that length of time. This way there is no alarm to delete after it
- has expired. I'd like to just go to the timer section and add a timer to
- ring at 2pm by toggling to an "ETA" display instead of "time remaining"
- and setting it from there.

Unfortunately still I cannot reproduce this issue. Here is what I'm
trying to do:

1. Go to System Settings -> Languages.
2. The language is US.
3. Select another language and click "Confirm"
4. There is a popup with two options "Reboot" and "Cancel" (there is no "Undo" 
option)
5. After click "Cancel", it returns to main Languages screen.  The previous 
interface is restored. It is possible to change language again.

I will close it as Won't fix. Please reopen this bug if you manage to
reproduce this.

Current approach is to avoid use qmlscene by user, and to use predefined bash 
script instead.
It is already done for Calculator app:

You could just run calculator with command:

 $ ubuntu-calculator-app

or with additional parameters
 $ ubuntu-calculator-app -qt5
