The bug has appeared again some days ago. The bug seems to have come over night. I had normally shutdown the system and the next day after booting the panels were missing. As I don't know how to fix it, I must launch xfce4-panel every time I start Xubuntu. Have you ever tried to check the checkbox to save the last session in the shut down window?
