The motherboard of the computer is now fried, and might have been for quite some time (I have not been using it very much over the last two months). Since the time of posting, I have added a windowsXP partition to my computer, and am currently dual-booting. The problem is present in windows as well, even moreso. Because of this, I am thinking it is more of a hardware configuration problem than a software bug. I plan on testing the dell-specific package upgrades, even though my problem is not listed on the fixes page. Besides this, I plan on trying to contact dell about the problem to see if they can offer me a solution, but I simply do not have the free time right now.
