After an upgrade to 20.04, Skype could not detect video and sound devices 
anymore on my computer. Other software such as cheese or VLC worked fine.
As suggested by karl875180, loading uvcvideo module is the way to go.
I guess this module was automatically loaded before 20.04.
Add this module to /etc/modules so that it's loaded at boot time.

Something similar happens to me.
I have a new computer where I installed Ubuntu (with xfce) 20.04
Skye and Microsoft Teams, work perfectly after fresh install or for new users,
but not for my user for which I copied all the data and configuration from 
another computer with ubuntu 18.04.
I have tried to remove the .confg folder and then Skype and Teams detect the 
microphone, 
I logout/in again and it works

But when I copy the the previous configuration of other programs it fails. 
It took me a long time to get out, add some configuration files, in again and 
test what was the error
and... I found that starting the owncloud desktop client at startup was 
blocking sound...
Why?  I could not get an answer to this

 but If I put owncloud at startup , then  they don't detect any
device!!!

in my case, audio was working fine but no camera was detected by the skype snap 
installed via ubuntu.
Based on a hint I found elsewhere in the net, I did 
sudo modprobe uvcvideo
a subsequent restart of the skype process was required and the camera was 
detected.
Even if not directly applicable to the original poster's situation, maybe some 
readers may find this helpful.

I ran into this problem with skype and ms teams preview (both deb
installs) when I upgraded Ubuntu 19.10 to 20.04. I reproduced the
screenshot attached earlier, both skype and ms teams won't allow to
select a webcam, microphone or output speaker.

I fixed this issue on my system, by removing the pulseaudio config
folder and rebooting like so

$ rm ~/.config/pulse
# sudo reboot
