Sorry to all, but this report has become a terrible mix of different issues, so 
I can only close it. Please individually  file new reports if you are still 
able to experience you issues with recent versions of Ubuntu. A few 
explanations, though:
- Anton: 8.10 is no longer supported, so I won't waste time debugging issues on 
it. If you can reproduce the bug with a more recent release, please reopen the 
bug.
- others: logging using SSH, VNC or other remote protocols isn't supported by 
PolicyKit currently, this is a known limitation. So you're not experiencing the 
same issue at all.

I had this problem on Ubuntu-8.04 32bit. 
After Upgrade it is still there in 8.10 32bit.
The same holds for 9.04 64bit with a fresh install.

After having remotely logged in by a ssh-connection with X11-forwarding, either 
as user or as root:
 users-admin
The User Settings dialog appears but the Unlock-button is disabled.

While being logged in locally all works fine.

Confirming behavior under Jaunty 64-bit.  Logged in to server remotely
via NX (ssh) and cannot unlock the panel in users-admin.  Is this a
policy setting?

My situation is similar if not identical to comment #6. I have seen it
work before, but perhaps that was when I was working directly on that
machine (not remotely).

I see this problem on fresh installs of two different machines, both on
8.04 Hardy and 9.04 Jaunty. Upon remote login through XDMCP and NX the
administrator cannot unlock System-Administration-Users and Groups.

PS: This bug is very serious for us since it stops the possibility to use 
Ubuntu for Thin Clients  Remote Desktops in our business enterprise 
envinronments. If I recall correctly this worked on 6.06 Dapper.
I hope there will be a solution for this problem. Purging policykit and 
reinstalling the ubuntu-desktop doesn't sound as a convincing solution since I 
have experienced this on fresh installations.

(Almost Off Topic: the bug probably has been around for quite some time.
Is it possible that very few people are using Ubuntu with remote
desktops such as XDMCP and NX?)

What solved the issue for me has been:

1. Purge policykit (please note that this will remove ubuntu-desktop as well) 
from Synaptics
2. As Ubuntu-desktop has been removed I had to manually reconnect to the LAN 
(the network manager applet has been removed as well) 
3. Reinstall ubuntu-desktop
4. Reboot the machine

I installed Ubuntu 8.10 32bit the day before yesterday and it seems to
work here, so may be the problem is related to the 64bit, but of course
I can't really tell.

Same problem here, try to run 'sudo pam-auth-update' and let to be
enabled only  Unix authentication, it works for me.
