From a victims vantage point, a thorough fare of Rt. Rev. Bishop Ocholas recent War in the north is not genocide and Olara Otunos does not appear any pleasant reading to some of the victims who gearn for justice. To me, both arguments seem abstract and generally sweeping with gravity on the now over hauled lukewarm neutral position without concretely isolating legally tenable cases of government atrocity apart from the usual Governmente rac Kony bene rac. . To some of us, this renders their concept extra logical. I miss concrete position in their arguments. Thus my argument is not on the RIGHT or WRONG of their arguments which I have respect for, but on the ICC concept.. Further more, I am of the conviction that there are separate cases being embroiled: THE ONE IS THE LRAS WAR AGAINST THE UPDF. The other is LRA ATROCITY INFLICTED ON THE CIVIL SOCIETIES OF NORTH AND EASTERN UGANDA. THE LATTER IS WHAT THE ICC PROSECUTION IS ABOUT: THE PEACE NEGOTIATION IN SUDAN IS PRIMARILY ABOUT THE CONFLICT BETWEEN THE LRA AND THE GOVERNMENT OF UGANDA. The Rt. Rev. Bishop Ochola foe example writes: ..Terrible crimes against humanity have been committed with impunity in Northern Uganda by both the so called Lords Resistance Army (LRA) and the Uganda Peoples Defense Forces (UPDF) ..Many people have suffered mutilation of linbs, noses and lips at the hands of the waring factions, ESPECIALLY THE LRA . So, if the Ugandan government is not being tried (just now) by the ICC, then the LRA should not either be tried?! The way I see it, the one does not exclude the other. The Ugandan Government filed a case against the LRA for the atrocity committed. That to me, is what the ICC is acting on . OR IS THE GOVERNMENT EXPECTED TO FILE A CASE AGAINST ITSELF?! Whose fault is it that there is no legal case filed against the Government of Uganda at the ICC? My point is that, with all due respect, poles / actors who propergate for ICC prosecution against the UPDF / Govnt. Of Uganda as well, should extract legally tenable and well documented cases and file charges. In the mean time, the ICC should go ahead with the case at hand. Some local NGOs even want m7 to champion it's use, irrespective of effects predicted byscience. The more evidence to counter them the better !! The pesticide was banned in the US and UK in the 1970s, but it is still used in some countries to kill malaria-carrying mosquitoes. It was already known DDT was linked to premature births and low birthweight. The University of California Berkeley researchers say their findings, published in Pediatrics, should be borne in mind when addressing malaria. DDT, an organochlorine, persists in the environment long after use, accumulating in the food chain and in fatty tissues of animals and humans. Over time, it degrades into DDE and DDD, which have similar chemical and physical properties. Thirty-three years after its use was banned in the US, DDT is still detectable in about five to 10% of people, while DDE is detectable in nearly everyone. Breastfeeding protection The UC Berkeley researchers measured blood levels of DDT and one of its breakdown products, DDE, in 360 pregnant women, the majority of whom were born in Mexico, where agricultural use of the chemical was only banned in 2000. We need to think of ways to protect women and children Dr Brenda Eskenazi, UC Berkeley Factors including age, income, education, marital and work status, the child's gender, duration of breastfeeding and the quality of the home environment for young children were considered. The researchers tested the mental and physical skills of the women's babies at six, 12 and 24 months using established tests to measure the children's development. For each tenfold increase in DDT levels measured in the mother, the team found a corresponding two to three-point decrease in the children's mental development scores at 12 and 24 months. Children with the highest DDT exposures in the womb were associated with a seven to 10-point decrease in test scores, compared to the lowest exposures. When the children's physical skills were measured, there were two-point decreases in children's scores at six and 12 months for each tenfold increase in DDT levels in the mothers. Similar, but weaker effects, were linked to DDE exposure. The team also found that the longer babies were breastfed for, the better they scored on the developmental tests - even though they would have been exposed to DDT through the milk. Chemical delivery Dr Brenda Eskenazi, who led the research, said: "People need to consider these data if they are going to continue using DDT or reintroduce it in countries where it's been banned. "Given the impact of malaria on child health, I'm not saying that we shouldn't use it. "But if we do, we need to think of ways to protect women and children." The researchers plan to continue to follow the children as they develop. Last week, on June 26th, as Uganda joined the rest of the world to mark the International Day in Support of Torture victims, new evidence emerged to show that the practice continues. In Fort Portal, some 360 kilometers from Kampala, a man brought guests to tears when he narrated his ordeal at the hands of state security agencies. Francis Opio, 35 of Liyala village in Gulu district had to have his hands amputated as a result of the torture he went through. In Kampala, another man appeared at a press conference to show off serious torture marks he claimed were inflicted on him in a safe house. But the army and defence spokesman, Maj. Felix Kulaiygye insists the army neither has will nor reason to torture people. "We have no reason to torture people," Kulayigye says, "as a policy torture is outlawed." But his words are sharply disputed by new testimonies and reports by numerous human rights bodies including the government's Human Rights Commission. In its report on the state of human rights in Uganda released in May, Amnesty International noted that the situation has not improved. "Torture by state security agents persisted." it said. The local Foundation for Human Rights Initiative (FHRI) also says torture is still with us. "Our findings from research suggest that a wide variety of government agents continued using torture as a method of imposing their will on citizens," the FHRI report says. FHRI executive Director Mr Livingstone Sewanyana says, "generally speaking the practice of torture persists; of course the army is doing something about it but the practice is there." New methods used According to the victims, the army has devised new and more gruesome means of torture. The latest is alleged to be the heating of beer and soda bottle tops in a fire and them making the victim kneel on them. Two other officials are missing. It is suspected that they are in hiding.The Deputy Passport Control Officer, Mr Chris Onyero, and Ms Edith Manyire, an immigration officer, are being held at Jinja Road Police Station. They face two charges of abuse of office and irregular conduct. Mr Herman Owomugisha, the personal assistant to the Inspector General of Police, Maj. Gen. Kale Kayihura, said the arrests are part of a wide operation in line with the "zero tolerance to corruption policy."The two officials under detention allegedly gave genuine Ugandan passports and visas to suspected Congolese rebels who had been arrested in Belgium with forged Congolese passports.In February, 10 Congolese nationals transited through Uganda to Brussels with forged Congolese passports after the then head of the Uganda immigration department's investigations office Room 3, Onyero and his deputy Manyire allegedly cleared them, as businessmen. However, on arrival at Brussels Airport, security detained them on suspicion that they were Congolese rebels, traced their origin and deported them.On arrival at Entebbe Airport, police took them to Jinja Road Police Station where they were briefly held before being released under unclear circumstances. Linked themSecurity sources told Daily Monitor that Moses, an immigration officer, who had earlier connected the men to Onyero and Manyire, stood surety for them.The source said upon release, Onyero and Manyire allegedly gave them genuine Ugandan passports letting them 'melt' away in the Ugandan society in exchange for an undisclosed amount of money.Security agencies were tipped off of the Congolese's presence in the country and they were re-arrested. “After interrogation, they told us those in the racket in immigration of issuing other nation's dissidents with genuine Ugandan passports and visas,” the source said.After Wednesday's arrests, top officials at the department have stayed away from office. Some of them allegedly fear arrest.Ms Pearl Mutiibwa, the Immigration Commissioner, has not stepped in her office since Wednesday. She not been at her home either. Her mobile phones are also off. MR Wilberforce Ngonde, the passport control officer, has not worked since Wednesday. He reportedly showed up briefly at the office yesterday at midday, but left shortly after. Efforts by Daily Monitor to reach him by telephone were futile as his phone was switched off. Work at standstillThe atmosphere at the immigration headquarters was reported to be tense with most staff speaking in hushed tones about the developments.Those who talked to Daily Monitor on condition of anonymity confirmed the absence of the commissioner and the passport control officer. They claimed the absence of top officials could cost the government millions of shillings in uncollected revenue.“For two days now, no single passport or work permit has been issued,” said one officer who preferred anonymity. On average, passport issues and work permits collect Shs50 million daily. The immigration and passport control office has been in the spotlight on matters of fraud, including the alleged illegal issuance of passports to five Rwandans dissidents.
