You need to select the enhanced version of Ava. To do this, go into
VoiceOver and Speech, Double tap on the default voice or the voice in the
language slot you want to change. Next, flick right through the voice
choices to get to the Ava voice. Double tap this and you'll be in that
particular voice's area. Flick right and you should find the Ava enhanced"
option and double tap that. Enhanced voices are larger files so you need to
intentionally choose this varient of the voice. It will then download if it
hasn't already and you'll start hearing it once it installs. Some voices
like Siri voices don't have an enhanced version since those are only
offered in the highest possible quality. Hope that helps.

Are you sure the high quality voice had time to download? I don't know if you 
have a fiber connection in which case it should be very quick, but if you have 
a slower internet connection it can take a bit of time.

I realize that I probably didn't explain my question very well.
When I reset my phone to factory settings, I went back into VoiceOver
and chose the Ava voice, which is one I'd used for a while.  However,
she sounds kind of muffled or maybe compact instead of as clear as she

Has the phone been deactivated?  For example, I kept my old iPhone 4 instead 
of trading it in.  It has been deactivated but can still be used with WI-FI. 
It's a 32 GB iPhone 4 and I have the bard reading app on it so it makes a 
great Talking book portable book player.
