someone may be able to provide an answer. I have uppgraded to iOS 9.3.2. Can 
I use iTunes 12.3.x to backup to my PC? Or, am I stuck having to upgrade to 
iTunes 12.4 and having to deal with the accessibility challenges therein? I 
prefer to do encrypted backups which I understand are not possible with 
iCloud backups.

While one can use iPhone without ever connecting it to a computer, generally 
speaking, I would argue that it is better to use iPhone in conjunction with 
a computer for a host of reasons not the least of which being that a 
computer allows one to preserve apps that may no longer be offered in the 
App Store.

Again, it's a matter of opinion.

One thing I can definitely tell you, however, is that for the best iTunes 
experience, one needs a Macintosh computer.  On this point, there can be no 
argument if for no other reason than the fact that VoiceOver is built 
directly into the operating system.

Ah, I understand your question.

My suggestion is to just attach your iOS device to your iTunes 12.3 computer 
and see what happens.  This is to say, attach your phone and attempt to make a 
backup.  If you do not receive an error message, then you're in business.  If 
you do receive an error message or a dialog box informing you that you must 
upgrade to the latest version of iTunes in order to complete the intended 
action, simply cancel the operation; no harm, no fowl, as they say.
