Yes, that is the new iOS 11 way of moving apps.  It actually ends up working 
the same as in iOS 10, just new terminology.
The one big change is you can add multiple apps to the drag session in case you 
want to move several at once to a different page, or create a folder with all 
those apps in it, etc.

They changed the method a little to acommodate dragging and dropping multiple 
objects. The first step is to go into edit mode by double-tapping on an app and

mode, make a move within 30 seconds or you'll be kicked out of edit mode.

Hello, sorry, that is no longer the case. You now double tap and hold on the 
app, just like you did pre-iOS 10, but this is where things are all changed or 
new. When you hear "started editing", release your finger. To start moving 
apps, flick up with one finger till you hear "drag" followed by the app name. 
Then perform a one finger double tap. Now the rest should feel familiar to you, 
except there is one more. You can now move multiple apps at once, and yes this 
includes folders. Simply double tap with one finger to add the app to the 
current drag session.

You can't do that anymore since IOS 11 came out. It's a real bummer. Hope 
they bring it back some day. I wish I knew it was going away before i

Latest is 10.3.2.
I can still use the double tap and hold method and then drag apps, but the 
other method is so much easier and more reliable that I don't bother. But I did 
just try it and it still works just fine since it is the way sighted users move 
apps. The thing is that if you have a 3D Touch capablephone (6S/6S Plus or 7/7 
Plus) you have to double tap and hold very lighttly to do this, if you press 
down too hard you simply invoke the 3D Touch menu.

I am not, I'm using IOS 10.2.3. What is the latest version of IOS for the 
general public. What I was referring to, is that some of the gestures to move 
Apps are still kind of the same like they were in nine and below. But not

In case no one replied yet, here is my summary of how it works.
Touch the app you want to move. Flick up once and you should hear, Arrange apps.
double tap.
Then, do a two finger double tap and it should say something like choose a 
destination for the app.
Now, use your normal method to get to where you want the app.
If a different page, just do the three finger swipe to get there.
Touch where you want the app. Even if you want it in a folder, just touch the 
folder, don't open it.
Flick up with 1 finger and you will hear options like, place after x app, or 
before x app, or put in x folder, whatever you want to do, just double tap with 
one finger and wala, it is done.

When you have IOS 10, you will be able to do the following:
Make sure Quick Nav is on by hitting left and right arrow together.
Find the app you want to move.
Down arrow until you hear arrange apps then hit Up and Down arrow together.
Down arrow until you hear Move then the name of the app.
Left or Right arrow to get to where you want to move the app to.
If you start Down Arrowing, you will get a choice to put it before or after the 
app that your cursor is on. Hit up and down arrow together to make the choice.

Ray, do you still feel this way even after trying the new way of moving apps in 
iOS 10? Or have you not upgraded yet? The new way looks like it's an absolute 
delight to use, from what I've seen in a few podcasts that have demonstrated 
the feature!

vo shift m will allow you to move a folder from 1 page to another and create 
folders. Hitting the up/down arrows together releases the app you are moving.

No, you can't arrange apps with a Blue Tooth keyboard. There is no way of doing 
the double tap and hold gesture on a keyboard.
