Yes, that makes sense. You activate Siri by pressing and holding the home 
button. You activate the app switcher by double-tapping the home button. This 
is just as easy as pressing and holding the home button.

That response is the default position, you have to flick left or right to 
the apps you want to delete, then double tap them in turn once you're in 
this editing mode.  when they're all gone,   the dismiss app switcher will 
be the only thing left, though pressing the Home button will close it when 
you're done anyway.

After you have double tapped and held, and it has made that noise, when it 
says double tap to dismiss the app switcher, you should be able to flick to 
the right and get to apps to delete.  I don't know why it should get to the 
dismiss the app switcher prompt right away, though.  Have you tried 
rebooting it?  Also, don't forget that there are usually several pages of 
apps one can delete.  You get to these extra pages by a three-finger flick 
left or right.

 selections.   It helps to wait a bit to make sure focus is on the first app 
 (in the bottom left corner) before deleting, or else trying to touch that 
 bottom left corner app.  Once your focus is solidly there, you can delete as 
 fast you like via gestures.
