I've submitted reports to the beta program, both under Bluetooth, and
under Accessibility. Hopefully that will get someone's
attention.

I don't use a bluetooth keyboard, so I can't test it. I posted these hints in

This is truly an off the wall suggestion, but try toggling the onscreen 
keyboard so it is visible then type and see what happens.

 

That was part of the crazy sequence that got my AmazonBasics keyboard back to 
working.

Makes no sense, but I’m not going to question it since it seemed to work in my 
case.

 

This has got to be one of the more random bugs Apple has come up with.

What Apple Accessibility told me was to toggle the screen curtain, as odd a 
suggestion at it sounds. If that doesn't help, lock then unlock the phone.
