Yes Gordon that's right it depends on your carriers services and not on the 
iphone hardware.

I think this is more of a carrier specific software issue. For example:
my daughter has a Metro PCS branded phone and I'm on T-mobile. The HD
voice works well when we talk. Last year she cracked her screen so I
gave her one of my unlocked phones I had laying around and it didn't
offer HD voice quality when we talked, yet the phone does support HD
voice. So I believe that for HD voice to work you would need software
from the carrier that you're attempting to use it on.

The iphone 5S does not support voice over LTE which is usually what is

I have an IPhone 5S with Verizon & am having the same problem.  Some people 
just sound fuzzy & it is hard to understand them.  One person is calling me wih 
an IPhone 6 & another has some cheap phone, not sure what it is.  Both are very 
hard to understand.  There are other fuzzy calls too but I’m not sure what 
phone those people have.  This has just started happening in the last 6 months 
or so.  Are there any tone settings I can check?  I looked around in settings 
but didn’t see anything.

I might be wrong on this, but I think that phone only supports data over LTE, 
only and that’s it as far as LTE goes so no WiFi calling or anything like that.

I'd suggest a quick phone call to Apple Accessibility 1-877-204-3930 and ask 
them about using the SIM card from your Android in the 5S

I think this is more of a carrier specific software issue. For example: 
my daughter has a Metro PCS branded phone and I'm on T-mobile. The HD 
voice works well when we talk. Last year she cracked her screen so I 
gave her one of my unlocked phones I had laying around and it didn't 
offer HD voice quality when we talked, yet the phone does support HD 
voice. So I believe that for HD voice to work you would need software 
from the carrier that you're attempting to use it on.
