Look in Privacy and Security settings. There is a “Motion and and Fitness” button in this First the checkbox at the top has to be on or else no apps can track your steps. Until two weeks ago when I got my apple watch I would carry my iPhone in my front pocket and it tracked my steps pretty well. I haven't tried just carrying my phone while I leave the watch connected to the charger to see if maybe when the phone and watch are paired that the step counting is disabled on the phone for some reason. I use my wife’s old Fitbit charge as she’s now an Apple watch user. I strap it to my ankle and forget about it. The ankle thing is actually pretty accurate, but the heart rate monitor feature isn’t reliable when you put it down there. The Fitbit unit itself isn’t accessible, but the iOS app is completely VO accessible. Very handy as I have a treadmill as well as an exercise bike. BlindSquare is supposed to do that, but some folks have found it a little inconsistent. I use a free app called Pedometer++ that seems to work well.
