Until two weeks ago when I got my apple watch I would carry my iPhone in my front pocket and it tracked my steps pretty well. I haven't tried just carrying my phone while I leave the watch connected to the charger to see if maybe when the phone and watch are paired that the step counting is disabled on the phone for some reason.
