If you recently accessed your account while traveling, the unusual login attempts may have been initiated by you The login attempt was made from: IP address: 172.25.210.66 ISP Host: cache-66.proxy.aol.com By now, we used many techniques to verify the accuracy of the information our users provide us when they register on the Site. However, because user verification on the Internet is difficult, eBay cannot and does not confirm each user's purported identity. Thus, we have established an offline verification system o help you evaluate with who you are dealing with. below: https://arribada.ebay.com/saw-cgi/eBayISAPI.dll?PlaceCCInfo If your account information is not updated within 48 hours then your ability to sell or bid on eBay will become restricted. I had this one too, and I do not have an eBay account! I just trashed it. I had a similar email from an investment company, E*TRADE Australia, to someone with my surname but different Christian names notifying them of changing their email address - to mine! I did send a reply to that one telling them to amend their records, they do seem to be legitimate . Actually it's phishing If you examine the URL you will notice it points to an IP address rather than a qualified domain name. I had one last night that was pointing at a university server in Honk Kong so I I guess they're trying to make some pocket money for the holidays. When you log in they record your account details and then go use them to sell bogus stuff. The one I had was pretending to be from PayPal. Golden Rule No 1: For something like this NEVER click on the supplied link. Golden Rule No 2: If you really want to verify something Type into your browser yourself the USUAL web address of the body you want to communicate with. It's not just eBay they try this with ... all the banks suffer the same attacks from people trying to get YOUR Login and Password. I had one for the Barclay Bank during the week . Do *not* use the URL sent to you in the email (as it may take you to a phishing site where they'll capture your login/password information). If the matter's important, your account will warn you that you need to read new terms and conditions, or contact eBay management or whatever. Definitely SPAM. eBay don't have a Billing Department as they aren't involved in transactions. Also you can bid on different machines in different locations so of course the IP wanders and bids are made from different ones. 'Offline', yet online verification...hmm Says it all for me :P.
