From Brion's revert comments in r35958, I think it is clear that this so-called
drastic change in behaviour is actually quite expected:

there's no display of expiry or blocker on Special:CentralAuth implies that
expiries should be a feature

no overall block list that i can find implies that there should be such a
list

how does this integrate or compete with GlobalBlocking extension? implies
either
  a) it should integrate, for example with autoblocks at the global level; or
  b) should compete, for example blocking accounts should be part of the global
blocking extension rather than in centralauth.
  Neither of those indicates that this change shouldn't be made, and likely
implies the opposite - rather strongly, I'd argue. Let's not bother waiting on
Brion to confirm the obvious.

You seem to have misunderstood to what I was referring. I'm referring
specifically to the suggestion in comment #7.

Thanks for the info. The problem is that the PDF toolkit we are using
(reportlab.org) does not support ligatures. I need to check how ligature
handling could be supported by reportlab. I expect this to be rather hard,
therefore a solution will take a while. But I'll try to resolve this since
other languages are also affected.

There is already [[MediaWiki:Talkpageheader]] which is displayed at the top of
each talk pages, but without JavaScript to dismiss it (which is easy to do in
MediaWiki:Common.js).

That's probably not the most graceful way to handle a bad feed. :)

Have commented it out; running updates now... then got some mystery errors
which may have been due to wrong permissions on the feed cache files. Fixed
those and rerunning... Still something else funky. Poking some more. :D

Ok, it's not the 404 that killed it, it's the cache buggage. Blanked out the
cache and rerunning from scratch.

Philip, what's the status of it?

I've asked around, and the most straightforward and the best way to address
this seems to use ICU library at http://icu-project.org/. It will
auto-magically give correct sorting for all (or most) of the world languages.

It would be nice to know what are the hurdles or obstacles or where I can help
with getting this implemented.

Confirmed with $wgLocalisationCacheConf['manualRecache'] = true;
A simple way to fix this is to add $this-manualRecache = false; in
LocalisationCache::disableBackend().

Currently, if a user who cannot modify abuse filters goes to
[[Special:AbuseFilter/new]] they see the filter creation form but with all the
fields disabled. If they go to [[Special:AbuseFilter/import]], they see a
working import form that, when used, takes them to [[Special:AbuseFilter/new]]
with the fields populated with the values from the filter they tried to import,
but again all disabled. It would be clearer to show an error message in each
case.

Then I'll write here: I understand that formatnum is not meant to handle
complex situations (see bug 17659#c2)  and it is used primarily in user
messages where numbers are integers, but I can't understand why where it's
configured to use the non-breaking space as separator of groups of digit (e.g.
fr.wiki, which obviously follows what the Bureau international des poids et
mesures states:

inconsistent output (as reported in bug 18957#c15): {{formatnum:1234.5678}}
currently gives 1nbsp;234,5678 instead of 1nbsp;234,567nbsp;8.

 Formatnum is intended for simple number formatting for interface messages, not
 for complex number formatting in articles etc. and currently there is no need
 to handle grouping of decimals there. For more complex number formatting you
 might be better off requesting an extension do this.

Reverting r51209 in r52300.

Apparently there is wild disagreement on what the proper formatting is; since
no one complained in the previous 8 years I'm returning it to the status quo.

Reverted and resolving INVALID based on unclear request.

The rules for german formatting are clear, there are just an bunch of people
that have problem with this in german wikipedia, but because of the fact that
this is not only wikipedia software there should be a solution for this

widely and thus lacking of concensus. Please also realize, that these norms are
almost never applied in electronic media because it has a very simple reason:
DIN recommends using a *small* space, not the usual standard space. But lots of
programs have problems displaying the small space character defined in UTF8
correctly. Due to this, in the de-DE cultural settings the dot is used as
delimiter for thousands. Even Microsoft uses the point as delimiter for German
regional settings in their latest OS Windows Vista. So German Wikipedia advised
to use the point as delimiter due to the technical difficulties.

By implementing this format setting, you would all in a sudden create a massive
inconsistency between the formatting applied by this template and the
formatting used in the more than 920,000 articles created so far. Evenmore, you
would not solve the problem but even replace a valid alternative formatting
(dot) with a completely wrong formatting (standard space). I consider this as a
non desired behavior.

As I already recommended in the marked as duplicate bug 19857, it may be a good
idea to make the formatting rule configureable via an option in the config file
or via mediawiki system message.

For use on en.Wikipedia, this bug request (“formatnum”) became
template:delimitnum and later to the product currently used on en.Wikipedia,
which is template:val. {Val} follows the practice widely recognized in the
English-speaking world of delimiting numbers to the left of the decimal point

I'm from it.wiki, and for complex values we use [[w:it:template:M]] which is
the counterpart of [[template:Val]]. I don't think that the original request of
this bug is desirable, and I don't want en.wiki to follow international
conventions, but I think that we should resolve the inconsistencies of the
output of formatnum as it is used currently (i.e. in articles, not only in
system messages). Since the requests to correct formatnum itself have been
redirected here, I'm requesting that here.

While there is no need to use, say en: on en. _at all_, in the case of
interwiki links it often happens that

a. An en: link gets pasted by accident
b. Someone copying an interwiki list elsewhere forgets to re-add the en:

supressed. The interwiki list would be the same on all pages of a cluster.

Further this would be a paving stone on the path to bug 708.

To summarise:
The feature required was provided under bug 1126, but not well enough so bug
9890 (making it good) need to be resolved first.
However do we know exactly how poor the fix at 1126 is?

Since we can do commons images it seems not a leap of faith to allow flat text
transclusions without grinding the servers.

When an edit has the username/IP field suppressed or deleted, it's (correctly)
not shown to most users looking at the author's contributions, to avoid making
the redaction futile. It is still visible in contributions to oversighters, but
there's no obvious indication that the edit won't be shown to other people. 

I'm not sure what happens in contribs, when the user/IP is deleted (as opposed
to suppressed) with RevDel; that might need checking.

This is important because an oversighter needs to be aware when an edit has the
user/IP redacted, to avoid accidentally breaching the privacy issue that led to
suppression.

Requested enhancement: Entries within [[Special:Contributions]] that have the
username/IP is suppressed or deleted, should be clearly visible as such, so a
reviewing oversighter or (later on) admin can clearly see and knows those edits
aren't visible to most users.

The algorithm might not always guess what exactly you meant, but to keep the
interface clean, we show only one most common (most linked to if an article)
suggestion. To search for more similar words, you might want to use a query
like:

Just indexing the parameters passed to templates would be a big step forward.

For example in our wiki (http://cameronedge.com/fixwiki), descriptive text
contained in pages is passed to a common template which ensures a standard
formatting. For example:

| EnumName=HomeCompetentAuthority
| Sort=69
| Group=
| Enum=69
| Tag=452
| FromVersion=FIX.5.0
| Desc=Home Competent Authority (Home CA)

Unfortunately, with the current search capabilities, none of this text shows up
in searches.

On mediawiki 1.16alpha-svn, which could be successfully updated to svn -r52502
(after running update.php successfully all seemed to work), updating further to
newest revision 55744 of today, running upgrade.php produces the following
error message:

A database error has occurred
Query: SELECT  lc_value  FROM `l10n_cache`  WHERE lc_lang = 'en' AND lc_key =
'deps'  LIMIT 1
Function: LCStore_DB::get
Error: 1146 Table 'testwiki.l10n_cache' doesn't exist

The mediawiki installation then no longer works since update is unable to run.

Note that the mediawiki in question was setup for English-language (bug19447,
also related to I10n_cache that is supposed to be fixed was limited to
non-english wiki setups).
