[Wikimedia-l] [Wikimedia Announcements] Wikimedia Foundation's final Medium Term Plan and FY2019-2020 Annual Plan

Hello everyone,

After opening a community comment period in early April this year,
collecting and incorporating that feedback, we are happy to announce that
the Wikimedia Foundation Board of Trustees has approved our Medium Term
Plan for 2019-2023! You can view the final version here:

This process wouldn’t have been possible without communities’
participation, and we want to thank each of you for taking the time away
from doing your favorite thing on the wikis to comment on our
organization’s plan for the next 5 years. This new process, which we
implemented for the first time this year, allows us to plan for a longer
time frame  It also gives us a more flexible structure for annual planning
that allows us to incorporate recommendations from the movement strategy.

Today, we are publishing both the Wikimedia Foundation’s Medium-term Plan
and our annual budget and plan for the fiscal year 2019-20. This 2019-20
plan is the first instance in this new planning process, and over the next
5 years, we will continue to create plans that focus on the priorities we
identified. We will review the progress towards our annual goals on a
quarterly basis, and continue to share these reports publicly.

We hope to continue these conversations and collaboration as we work
towards our strategic direction.

[Wikimedia-l] Introducing Wikimedia Space: A space for movement news and conversations

Hello everyone,

Today, the Wikimedia Foundation's Community Engagement department is
launching Wikimedia Space *[1]*, a platform for movement *[2]* organizers,
affiliates, contributors, partners, and the Foundation to share news,
questions, and conversations.

Learning from others has been the bedrock for development and growth in our
movement. With this platform, we want to promote these sorts of enriching
exchanges by welcoming people from every background to build strong and
diverse communities, breaking down the barriers for entry to our movement,
and focusing our efforts on facilitating collaboration, including from
communities that are new to our movement.

Wikimedia Space is a single place for collaboration, comprising Blog *[1]*
and Discuss *[3]* hubs. The Blog section provides a movement-wide platform
for project updates, recent events, and shared learnings. We have designed
editorial guidelines that allow everyone to share their news with others.
Wikimedia Space also allows anybody to add an event, which can be
discovered in a calendar *[4]* or a map *[5] *of the movement. We want this
new space to be safe and welcoming, especially for newcomers, and this is
why it is governed by a code of conduct *[6]*, and relies on active
community moderation.

Wikimedia Space is currently a prototype, built on WordPress *[7]* and
Discourse *[8]*. While at present it only operates in English, it will
evolve to include multiple languages in the near future. This project is
only possible with your participation. Spread the news and join Wikimedia
Space *[9]*!

[Wikimedia-l] Women in the Wikimedia movement: Conversations with communities

*Hi all, In honour of Women’s History Month, the Community Engagement
department is hosting a series of conversations with community members
about Women in the Wikimedia movement
,
and what their experience is like contributing to our projects. Our
conversations will focus on women within three strategic areas of our work:
Programs, Technical Spaces, and Leadership positions. Each conversation
will have two community members presenting on their work, and 15-20 minutes
at the end for conversation, follow up questions, and discussion. The goal
of these discussions is to foster understanding of challenges and
inequalities that women face throughout our movement, and to engage with
our communities to help better address them.These conversations will be
online events, streamed on YouTube, and hosted on BlueJeans. If you would

Hi all!

Since July 2016 [1], the Learning and Evaluation team has been invested in
understanding what leadership means in our movement, and how we can best
support it. On Thursday, November 16 at 9 am PST (1700 UTC), we will host a
public meeting to share what we have learned so far, and how we have been
working to support community leaders. Follow the stream here:

The first step was the Leadership Development Dialogue, a conversation
about what leadership means for our communities, and how the Wikimedia
Foundation can best support it. It was hosted by the Learning and
Evaluation team, part of the Community Engagement department.

The conversation touched on topics like what words best suited this area of
work, and also what skills identified a good leader, and how we could best
collaborate across the movement to provide support within our existing
infrastructures (e.g., Learning Days [2] and the Wikimedia Resource Center
[3]) and beyond.

What does this mean to your local community and your work? How can you join
these efforts?

Join us to learn more about what we have learned from community members
about leadership in the movement, and where we want to go next.

learned and what's next. On Tuesday, October 10, at 10 am PST, we will hold
a public meeting, where we will present some of the data we found and how
different teams might use it, offer guidance on how to navigate the report,

Hi all,

Last January we announced the roll out of the Wikimedia Resource Center,
[1] a hub intended as a single point of entry for Wikimedians all over the
world to the variety of resources and types of Wikimedia Foundation staff
support they may need to develop new initiatives or expand existing ones.
The Wikimedia Resource Center’s beta version is now live on Meta Wikimedia:

The redesign of the hub was informed by user-testing sessions at the
Wikimedia Conference 2017 in Berlin and feedback gathered on the talk page
of the hub. We have ordered resources by user types to make them easier to
navigate, and now all Wikimedians can add resources developed by
themselves, other individuals or organizations to the hub. The next step
for the Wikimedia Resource Center is to include features that will enable
Wikimedians to better connect with other Wikimedians that can support them.


We are currently performing more testing and working to incorporate a link
to the Wikimedia Resource Center from different community spaces, and it
will be presented at Wikimania 2017 in Montréal. If you are interested in
taking part in this conversation, please contact me, and if you are coming
to Wikimania, join our session [2] to discuss how we best learn from each
other in the Wikimedia movement.

We want to hear what you think about this new version and would like to
also invite you to submit your comments about it privately, via direct
email to me, or publicly on the talk page.

We’d like to thank Nirzar Pangarkar, Carolyn Li-Madeo and Volker Eckl,key
allies in bringing the new design to life, for all their support in this
project! Also a shout-out goes to James Hare, our technical design intern,
who has done great work of processing all the documentation on the WRC,
understanding its history and goal, and creating amicable interfaces for
contributors.

must search many pages and places to stay informed about Foundation
activities and resources.” We have worked in the past two quarters to
create a single point of entry. We call it the Wikimedia Resource Center,
and its alpha version is now live on Meta Wikimedia:

As the movement expands to include more affiliates and more programmatic
activities every year, newer Wikimedians are faced with lack of experience
in the movement and its various channels for requesting support. In order

intended to evolve into a single point of entry for Wikimedians all over

The Technical Design Intern should have the following experience and

- Experience in MediaWiki mark-up and technical communications experience
in designing for web content curation and user flow
- Proficiency in at least three of the following programming languages:
Javascript, Lua, Python, MySQL
- Experience developing or administrating MediaWiki websites
- A strong interest in archival systems, searchability and usable portals
on wiki.
- High energy for, and commitment to, the Wikimedia Foundation’s free

for collaborative projects

The Evaluation portal [1] and the Communications Resource Center [2] are
two different portals on Meta Wikimedia that serve different needs and
audiences. The resources on Outreach Wikimedia are, in turn, organized in
different portals as well, on a different Wikimedia project. All of these
are known issues, and this is why we proposed to develop the Wikimedia
Resource Center, a hub that can improve findability of resources.

To read more about the goals of the Wikimedia Resource Center, please go to
the Wikimedia Foundation Annual Plan [3]. To learn more about the goals of
the Evaluation portal, please visit the section "Introduction to
Evaluation" in said portal [4].

department for a Technical Design Intern. We are looking for a candidate
who works and/or studies in the field of computer science and information
systems, has experience in advanced wiki markup and design skills for web,
and the ability to excel in a fast-paced, multitasking environment, among
other qualifications.  Knowledge and or experience with Wikimedia Projects
a plus!

The Technical Design Intern will work closely with the Communications and
Outreach Coordinator (that would be me!) on the Wikimedia Resource Center,

One of the really valuable parts of our community, is the growing number of
volunteers who step beyond their comfort zone, and become guides, mentors,
and leaders for other parts of the volunteer community. This act of
emerging, to take on responsibilities that strengthen our community is
widespread, but also something that we need to embrace, refine and improve,
so that we have the capacity to meet our broader mission.

Hi all,
to follow up on Maggie's email, I wanted to share that Program Capacity and
Learning team is reaching out to community members to comment on our draft
roadmap [1]. In this coming year, we look forward to our shared learning
and support to leaders across the movement.

Importantly, we could use some help in defining what that year looks like!
Between now and February 19th, we are asking for your input in prioritizing
support to program leaders and affiliates through our newly integrated
Program Capacity and Learning Team. Our new team, in addition to supporting
 education programs, libraries, and learning and evaluation, will also
support GLAM and Affiliate Partnerships. We have been consulting with
different program and community leaders and have developed a few ideas for
which we would like your input [1].  Please share your views on our
criteria for resources as well as concepts for support. Your input will
help guide our 2016-2017 Annual Plan submission. We will host office hours
on IRC on Tuesday, February 16, at 8 am PST. Sign up to the event via
Google [2] or Facebook [3].

Hi Pine,
Thanks for bringing this up.
 We have actually talked with Asaf and Sati about possible ways in which
the CCD initiative could inform toolkit development, in order to make sure
to keep them relevant, specially for emerging communities. One of the
things we want to do is user testing of the current toolkits, and also
develop new ones, based on what emerges as a high demand.

It is important, though, to give CCD initiative time, and room to generate
consensus around what are high demand capacities. We can certainly link to
the CCD initiative from the L portal.

The workshop kits that Rosemary is referring to are resources to be able to
host L workshops anywhere in the Wikimedia movement. You can see the
draft on my Sandbox
.
This addresses the need for extending training across the movement, without
this being dependent only on L staff. Once we have them published, we can
see how we could incorporate them to the CCD pages, as they also serve to
develop capacity.

The Evaluation portal on Meta [1] has all the resources we use, open to

under CC license. The Learning and Evaluation team is open to have
conversations one on one as well! =)

We are always encouraging program leaders to engage in this conversation:
what metrics matter to this program, what is relevant to measure. Happily,
this is the conversation we had with some WLM organizers yesterday [4],
which is also taking place on WLM Report talk page [5].



 All in all it is good to have something 'to shoot at' but I would prefer
 that these reports are produces more in concert with the stakeholders
 involved and affected, rather than 'announced' and 'presented' to the wide
 community.


This isn't true. We always reach out to program leaders to engage in data
collection. Further, had you taken part of the event, or even watched it,
or read the blog we wrote [6], you would have seen nothing is presented or
announced, rather, open for discussion and conversation.

Hi all,

Thanks for the comments on the first two program evaluation reports. This
is the kind of feedback we are looking for coming from the community, and
for that reason, we want to continue this conversation and learn more about
what goals and metrics make more sense to program leaders.

As many of you know, today we held an open virtual event to introduce the
first Wikimedia Programs Evaluation Reports 2015. You can now watch the
recorded event online [1].

We have also captured some of the conversation that started on Wiki Loves
Monuments list on the report's Talk Page [2]. Many community members have
already contributed their views there. We want to encourage everyone to
keep the conversation on the talk page, which will allow us to document all
the feedback and keep track of it.

[Wikimedia-l] Show Wikimedia some love: Let's Talk Diversity

Starting today, we want to show Wikimedia some love in a very special way:
talking about diversity! [1]

Diversity in Wikimedia projects is key to achieve our shared vision: that
anyone can contribute in the sum of all knowledge. We know many efforts
have been made to bridge many gaps.

Have you:

* preserved your cultural or national history through photo contests and
editing events?

* worked to enrich a particular language or cultural group on Wikimedia?

* studied diversity issues in online communities?

_What have you learned when trying to encourage diversity on Wikimedia?_

The Learning and Evaluation team invites all community members to share
what they know about bringing diversity on Wikimedia projects. This
initiative seeks to create a body of knowledge around diversity outcomes
for events, projects and programs, in a way to give support to
Grantmaking’s Inspire Campaign  (coming up the first week of March). If you
worked to make Wikimedia projects more diverse, in content or community, what
has worked for you? what has not worked? Share what you know with the world!

There are multiple ways to engage:

1. Share a problem

2. Share a solution

3. Endorse problems and solutions to vote them up in importance

4. Writing a Learning Pattern (that addresses any of the problems/solutions
shared)

We will be awarding our brand new LE Barnstars[2] to contributors during
this special campaign =)

Today we posted a slide deck summarizing data from the Wikimania evaluation
survey from this year’s event in London. The survey was a collaborative
effort of the Wikimania Conference and Hackathon organizers and the WMF
Learning and Evaluation team. Conferences and hackathons had been
identified as key programs to develop evaluation insight.   Given the
opportunity to collaborate on an evaluation survey,  WMF team members
partnered with conference and hackathon organizers to provide the technical
support to complete the survey project.

This first survey offers a look into the processes and outcomes of the
conference. It is intended as a means for  participants to share what they
got out of the conference and a platform to collect information on how we
can improve future conferences and their evaluation. We have released  a
basic data summary and meta page with brief highlights of the survey and
link to a pdf slide deck published to Commons *[1]*.

second round of Program Evaluation reports currently in progress. The
conference financial report is also underway, however, it will also be
available sometime in the new year. Keep an eye out for these additional
points of reporting to become available in early 2015!

A few months ago, the Learning and Evaluation team started a new
communication outlet to reach out to the Wikimedia community: Learning
Quarterly, a newsletter that has recently launched its second issue.

Yes, they are. Open-ended text responses may be answered in different
languages, as well. Text boxes are dominant in the survey to make the

Actually, the fields are open text, because, if we add validation, it

through the rest of the reporting form. Instead, we do offer an open box,
optional to complete, and instruct responses to be in the MM/DD/YY:00:00
(UTC) format.  We will clean up the data along with the rest of the
analysis.



 * What is the definition of quality content?


There are many definitions of quality content, many of which have no easy
measure. In this question set , we expect the indicators listed to assess
how much content was affected: Number of bytes added (Bytes added, positive
sum in Wikimetrics), Number of bytes removed (Bytes added, negative sum in
Wikimetics), Number of new articles that were created (Pages created,
namespace 0 in Wikimetrics), Number of photos/media uploaded to Wikimedia
Commons, and Number of Wikimedia pages improved.

Later on in the survey, along with other outcomes rather than outputs, we
also ask for metrics indicating “quality”. For images, these metrics
include number of uniques images used, number of Wikimedia projects using
images, and the number of images which are awarded “quality image,” “valued
image,” or “featured picture” status. For article content, these metrics
include number of articles which are awarded  “featured article” or
“quality article” status.



 * The statement Please upload your txt or csv file of your participant
 usernames. raises an interesting privacy question. Should program leaders
 be uploading those usernames if consent forms were not obtained? Also, do
 different standards apply if, at the end of the Qualtrics report, the
 program leader who is completing the survey selects the option to allow all
 data from the survey form to be public?


Yes, that is an important clarification we can make. Importantly, opt-in
procedures should be followed in order to collect usernames at in-person
events for use in Wikimetrics. The use of this tool, housed on servers in
the US, automatically transfers data internationally (for anyone outside of
the U.S.) [1].  If usernames for a program exist publically (eg,on an event
page, or online elsewhere) we suggest an opt-out procedure for Wikimetrics
as well, but it is as a courtesy as the data have already been exchanged
internationally and publically via the internet in such a case. Regardless,
no individual usernames will appear in any level of reporting. However, we
need to have username list used for reporting. This will allow us to
validate the data, as well as have the ability to pull additional metrics,
if needed, as we proceed with analysis and reporting.

 * I am confused by the question that ends with the report. It starts with
 the statement that Although we will not share reporting data in an
 identifiable way... and then proceeds to ask if the person completing the
 report will allow WMF to share the name of my program along with my
 reported data so that people can see how we did. Can you clarify this

Last round of reporting we used the standard privacy language to assure
complete anonymity of direct reporters as a general privacy decision to
maximize comfort and accuracy in reporting. When we published our first
round of reports with such a high level of anonymity, a number of community

anyone knows if this MET initiative[1] is viable to have a reverberation in
Commons, or if it is already a project in the community?

I see this is very similar to the British Library donation, on December
2013[2], that quickly started to spread on to Commons[3].

Any knowledge about this would be much appreciated!
