If you have a router separating segments, then you are routed.  You can
still reach any IP on the network if you are routed.

First, you are not required to be HIPAA compliant.  That requirement
is on the Doctor's office.  As for security of his data, you can offer
him an encrypted tunnel (take your pick for what type) that extends from
HIS router to YOUR border router.  This does not improve his security,
but is a feel good attempt to show that you are doing all you can to
help.  As for HIPAA requirements, even if you encrypt 100% of his
traffic from your demarc all the way to your border using mil-spec
quality encryption, it will STILL be clear from the endpoint of the
tunnel toward the internet.  Once you explain this reality, then even
the most difficult clients (I have done a lot of work in the pharmacy
industry) will either choose to pay the extra $$ for the added security
or they will see the light and save their $$ for something nice for
themselves.

If the cable is stretched too, it's probably roofers.

scratch evidence.

Concrete cures fast. Manufacturer and engineers will tell you 30 days. We have 
done towers in less than 10. 

Concrete cures to like 90% of its rated strength in 5 days under normal 
conditions.

If you are pouring in a cold area I would wait

We waited 3 days for one yard.  Put in a 60 ft tv tower (used brackets
at the first second floors) on a cold day.

What companies are the operators here using for domain registration? I 
am looking to transfer my customers' domains to a new registrar. I am 
looking for a credible US-based company that does not have a huge setup 
fee and that does not employ any shady practices such as holding domain 
names for ransom when they expire.

Here is my current assessment:

The cable going down was ripped out of its holders and at one place was 
ripped in half.

I'm thinking that the ice gave way (this was after an ice storm) and the 
weight of the ice on the cable flexed the back of the case.

I secured the new cable in more locations this time.

place of Godaddy or whoever gave up hs domain at the first sight of

If you are in freezing temps, 28 days.  If you are above freezing, 14 days.

For a standard 4000psi mix.

Under normal conditions is a key phrase.  Colder takes longer.  Drier 
takes longer, if it ever sets up.  Also depends on the mix.  I would 
suggest asking the concrete company what the cure time is.  I have done 
a 100' and a 140' freestanding.  I waited the full 30 days because 
multiple contractors reminded me that it is hard in 5 days when it is 8 
thick like a basement wall.  At 3'x3'x8', I doubt the middle will be 
hard in 10 days, let alone cured.  I go for safety first, I would let it 
sit for 30 days.

We have been affiliated with this group for many years. They basically allow
you to be your own registrar. They do not compete with you and give you full
control over your customer's domain registration processes. I am very
satisfied with this company on all levels.
