Hi, Stuart. Thanks for this note. To show you where you can see help tips not being read, access one of the pull-down menus, such as the Edit menu or the View menu. Once you're in that menu, arrow down through the items. NVDA will read the item but not a help tip, which I thought I remember from previous LO versions.
