sir, I found the entire captcha system is impractical. there is no need of
captcha, can easily be replace with OTP.

my suggestion is that, instead of audio capture, solving some
questions will help the screen reader user to complete there task
without any issues.
I have seen this practice in one of the kerala site and, really I
like that approach.

After getting fed up in telling Mr. Rao that the portal had a captcha, I had
filed RTI. Seems they have addressed the issue by providing audio captcha
which still leaves deaf-blind people behind.
