NEW DELHI: A disabled but married daughter of a government employee
cannot be entitled to subsidised medical facilities under the Central
Government Health Scheme (CGHS) unlike the son in the same situation,
the union health ministry has ruled.

 "A daughter once gets married is related to her husband and can no
more be treated as dependent on the principal beneficiary as before.
Therefore, dependency defined for son and daughter cannot be compared
to each other," the ministry of health and family welfare has said in
a communication to the department of pensions and pensioners welfare.

 The latter, which reports to the prime minister, had asked the health
ministry to "examine the suggestion" of pensioner organisations for
extension of CGHS facilities to married disabled/mentally retarded
daughter of a government employee.

 The health ministry rejected the suggestion and its above-mentioned
reasons have been communicated to the pensions department, as per an
action taken report sent on October 8 to all the pensioner
organisations. ETreviewed a copy of the report.

 The health ministry has cited its 2007 order pertaining to CGHS
facilities and ruled out any change.

 As per the 2007 order, a son of a government employee who is
suffering from any disability of any kind is entitled to CGHS
facilities for life till he does not start earning.

 If the son is normal, he can avail CGHS facilities only till he turns
25 or starts earning, whichever is earlier. But a daughter—disabled or
not—can't avail of CGHS facilities by virtue of being a child of a
government employee once she is married or starts earning, whichever
is earlier.

 The daughter can only be eligible for CGHS facilities once married if
she is "divorced/abandoned/separated from her husband or widowed," the
order said. Same goes for the sister of a government employee.

Egyankosh is dead and there are bleak chance that it will get revived. If
you want the materials in etext then get it scanned and post it on internet
or some torrent website so that nobody in future faces this difficulty
again.

HYDERABAD:Visually-challenged people from various parts of the
country, who gathered at a national conference on Right to Education
Act (RTE) here on Sunday, made a unanimous demand for equal
opportunities for blind students in education.




Former chief commissioner PK Pincha delivering a keynote address at
the All India Confederation of the Blind National Conference on Right
to Education Act in Hyderabad on Sunday | A Radhakrishna
 The participants, including noted educationalists, teachers and
government employees, felt that education of blind students was being
ignored by the central and state governments.

The All India Confederation of the Blind (AICB) organised the
conference to discuss the problems faced by the visually challenged in
the education sector. Experts from various states participated in it.
Most of the participants demanded that RTE  be implemented for
visually-challenged students.

Delivering the keynote address, former chief commissioner for the
disabled PK Pincha suggested that the government focus on three key
solutions to improve education facilities for the visually challenged.
He said the present welfare schemes for the disabled should be
strictly implemented and new initiatives taken by governments. He also
advised the government to supply advanced disabled-friendly gadgets to
students in special schools to enable them to learn easily.

AICB general secretary and social worker JL Kaul appealed to the state
government to improve the facilities at special schools, most which
still depended on donations from philanthropists. He urged the
government to sanction adequate funds to these schools.

Development and Welfare Association of the Blind (DWAB), which
collaborated with AICB in organising the conference, sought support
from the Telangana government to establish more special schools in the
state under the ‘KG to PG Free Education Scheme’. P Chokka Rao, DWAB
general secretary, asked the government to set up a special school in
each district so that students from rural areas can benefit.

The recommendations made at the three-day national conference will be
compiled into a report and submitted to the central government to
frame new education policies for the disabled.

DyCM, Officials Give Event a Miss

All India Confederation of the Blind (AICB) members, who came from 13
states to participate in the national conference on RTE in Hyderabad,
received a hurtful welcome as none of the chief guests including
deputy chief minister Kadiyam Srihari and other top officials attended
the event as they promised. Srihari was to be the chief guest on the
inaugural day but he gave it a miss, citing ill health. Officials from
the education and disabled welfare department also did not turn up.

This prompted JL Kaul to remark, “If they don’t even want to know our
views, how can we expect them to solve our problems?” But the
Development and Welfare Association of the Blind said the DyCm could
not attend because of health problems and he sent MLC Sudhakar Reddy
on his behalf.

CREATING THE LABEL:

List of 9 items.

?   Open your gmail account,
?   Create link list by pressing insert +F 7.
?   Go to settings by pressing [ S ].
?   Again create link list by pressing insert + F7.
?   Now press [ L ] and find the label, and hit enter on it.
?   Go to top of page by pressing control + home key.
?   Now press shift + [ E ] and you will get the last edit box which is
call, create a new label: edit.
?   Hear you have to give any name of label, for example, for
accessindia mailing list you can write, accessindia.
?   Now press tab and you will get create button, hit spacebar or enter
on it and label will be created.
List end.

List of 15 item.

?   Create a link list by pressing insert + F7 on setting page.
?   Press ( C ) and findout, “create a filter” and hit enter.
?   Go to top of the page by pressing control + home key.
?   Now press [ E ] four times, and find out the edit box which is call,
subject: edit.
?   There you have to type mailing list word, for example, accessindia,
[AI, for keyboard user, KB.
Make sure that the subject “word” should be same.


?   Now press tab tab until jaws announce, Test search button, hit
spacebar or enter on it.
?   Go to top of page by pressing control + home key.
?   Now press shift + [ B ] and you will get next step button, hit
spacebar or enter on it.
?   Now go to top of page by pressing control + home key.
?   Press [ X ] for checkbox, you will get the first checkbox which is,
skip inbox, press spacebar to check.
?   Now press [ X ] for checkbox and find out apply the label: checkbox,
press spacebar to check.
?   Now press down arrow and you will get combo box, press spacebar to
open a combo box and chose the label by pressing up or down arrow and
find out   the label name.
?   As you select the label name, press escape to close the combo box,

apply filter to 20 conversation below, press spacebar to check.
?   Now press [ B ] for button and find out create filter button, hit

With the passing away of Sadhan Gupta, eminent lawyer and
parliamentarian of the Communist Party of India (Marxist), on
September 19, the Left Front lost one of its most respected figures,
who, in spite of being visually challenged, rose to be a stalwart of
the communist movement and an inspiration to his comrades. He was 98
and had been suffering from age-related ailments. Gupta was the first
visually challenged person in the country to be elected to the Lok
Sabha and to hold the post of Advocate General.

Born in Dhaka on November 7, 1917—the day the Provisional Government
of Alexander Kerensky was overthrown by the Bolshevik Revolution in
Russia—Gupta’s long connection with the communist movement appears to
have been right from the time of his birth. His father, Jogesh Chandra
Gupta, was a well-known barrister practising in the Calcutta High
Court and an eminent Congress leader. When he was just one and a half
years old, an attack of small pox rendered Sadhan Gupta blind forever.
Educated at the Calcutta Blind School, Gupta distinguished himself
academically right from the start. He ranked among the top 10 in the
school final examinations and excelled in Presidency College from
where he graduated with honours

in economics. He did his postgraduation in economics from the same
institution. It was while in college that he got involved with the
leftist movement, and in 1939 he became a member of the undivided
Communist Party of India.

In 1942, he enrolled as an advocate in the Calcutta High Court after
getting a bachelor’s degree in law from Calcutta University. In 1947,
he was called to the Bar from Middle Temple, United Kingdom. In
India’s first general elections, Gupta contested the Calcutta
South-east Lok Sabha seat against Syama Prasad Mookerjee and lost.
However, after Syama Prasad’s death in 1953, he contested the same
seat in the byelection and won against the internationally renowned
jurist Radha Binode Pal. In 1957, he won from the Calcutta East Lok
Sabha constituency. In 1969, he was elected to the West Bengal
Assembly from Kalighat, and in 1986 he was appointed Advocate General
of West Bengal.

Sadhan Gupta’s legal career was outstanding. Right at the beginning,
he gained distinction with his argument in “Emperor vs Shibnath
Banerjee” (1945). The case caught the attention of Mahatma Gandhi, who
complimented Jogesh Chandra Gupta on his son’s legal acumen.
Throughout his career Gupta, took up the cause of the downtrodden and
the oppressed, particularly workers and peasants, all over India.
During the CPI(M)-led Left Front government’s massive land reforms
programme in 1977, Gupta’s efforts in courts against the challenge of
large landowners, was an important factor in the success of the
programme. He was an active trade unionist and president of different
unions in various sectors. He also worked indefatigably for the rights
of the disabled.

Similarly, I have heard that the NHIS in TN is not eligible for the
parents of the employee after the employee getting married and the
mediclaim favours only to the employee's family ie, spouse and
children excluding the employee's parents. How about this situation in
other states?
don't parents need more care at their old age when infact their
mediclaims are heavy and if Govt itself is going to do so then isn't
it like promoting nuclear family.
We can't expect all govt employees to be wealthy enough to encounter
the medical expenses of today...

Sorry for my mail may look off-topic but think in a long run of our
own oldage . And also becoming old also is like becoming disabled as
they loose their phiscal and mental strength and dependent on others
especially on their grown up children.

Dear Rishi Bhaiya,

There is no straight forward answer to this question. What is your
work profile like, what kind of applications do you use and are they
available for Mac?

What kind of screen reader user you are, what is the complexity of the
web apps or other apps do you have to deal on a daily basis, do you
extensively use office apps and is content editing or proof reading
something you have to deeply go into, are couple of questions you
should consider.

While I agree that IPhones have a great  accessibility, Mac
accessibility and especially the advance features which you may expect
to get on Jaws may not be available with Voiceover on Mac. Is your
organization running on Mac?

Even during the transitional stage, be aware that voiceover requires
usage of 3-4 keys for commands,  unlike screen readers like Jaws and
NVDA.

A friendly advice would be to not to jump to Mac if your organization
users are on Windows, you will run into issues which could start from
something as simple as fonts compatibility.

While I love trying out things, but I would still say that Mac is not
the best recommendation at the moment.  Although there are many good
users of Mac on this and other lists.

When the government dols out glittering priveleges to the minions
sitting in the higher echelons then nobody fumes? but when the
disabled married woman claims for the subsidized basic healthcare for
her survival is denied. Its sheer stupidity. My question is, How many
disabled women have married to men whose family are covered under the
CGHS? The health Ministry instead of taking  a holistic view of the
matter has hastely cited the rule of 2007 which reflects the Present
dispensation's short-sightedness and raises questions about its
hyperbole claims about 'sabka sath and sabka vikas'.

My height is 5.8.  Which cane should I buy?  I don't know of anyone
who sells these canes in the place I live.  I should get it from some
NGOs.  Can someone suggest the exact specification I need to mention?
I hear choices like five fold, four fold, etc.

Hi Rishi,

Today while typing this email, I feel that McBook wouldn’t have been
worse than dell windows I’ve just purchased a month back.

The biggest problem is, I don’t know for what logic, windows has
changed the complete line of function keys and instead has introduced
media commands on those keys. So even for simple I have to press 3 key
commands as to to use the most top line as f keys I have to press
function/fn key for various useful jaws commands.

McBook was smooth, but I hope one doesn’t have to go through same
compatibility problems as one does with phones. But I used for couple
of hours. It was smooth.

I bought Dell Inspiron 5558, it has one of the best config but it’s
running very slow. I don’t know what’s wrong win. They are putting me
off.

This happened even after me checking the keyboard layout in the shop )

PDF is fully accessible with the NVDA.

Use adobe reader for reading PDF with NVDA.

or else you can use WebbIE pdf reader.  It sometimes solves the problem.

Note: NVDA will not read scanned image PDF

There is a way to start program automatically in win7 or win8.1. find 
the startup folder in c: and paste your NVDA application shortcut  file, 
thats all restart your system the NVDA will start while system starts,

Dear  Ekinath,
In all probability you can restore the use of function keys. Go into the BIOS 
and disable Active keys. You may need sighted assistance to do this.
Then you will not be required to press the FN key to use the function keys.

Hi Rishi,

Today while typing this email, I feel that McBook wouldn’t have been worse than 
dell windows I’ve just purchased a month back.

The biggest problem is, I don’t know for what logic, windows has changed the 
complete line of function keys and instead has introduced media commands on 
those keys. So even for simple I have to press 3 key commands as to to use the 
most top line as f keys I have to press function/fn key for various useful jaws 
commands.

McBook was smooth, but I hope one doesn’t have to go through same compatibility 
problems as one does with phones. But I used for couple of hours. It was smooth.

I bought Dell Inspiron 5558, it has one of the best config but it’s running 
very slow. I don’t know what’s wrong win. They are putting me off.

This happened even after me checking the keyboard layout in the shop J)

Hello Renuka and Kiran,
I am also using Lenovo laptop on windows 8.1 OS.

I find no problem in using or starting up NVDA. It automatically
starts without any problem right from I started using this system six
months ago...

Kiran, I gave a detailed reply on the list regarding switching away
from the HOT-KEY option in the llenovo laptop. You might have a look
at it...

Hi,

I am also facing the same problem in my new Lenovo laptop.  In my
case, NVDA is speaking in login screen and  but after logging in i
have to manually start the NVDA after checking the automatically start
NVDA.

I am also not able to bring up heading list and link list by pressing
it NVDA combination keys instead some lenovo function is getting
started.

kindly help me out too.

You can change the default behaviour of the Function keys row from the BIOS 
setup. This is normally the setting for all win based notebooks now days.
