so don't try to be normal

Christopher Krentz's _Elusive Kinship: Disability and Human Rights in
Postcolonial Literature_ (2022) is a thorough interdisciplinary
examination of the importance of highlighting disabled fictional
characters in the postcolonial Global South through the use of three
interdisciplinary fields: postcolonial studies, studies of human
rights and literature, and literary disability studies. In his
detailed yet concise monograph, Krentz argues that "dynamic
postcolonial literature often helps to create the imaginative
connection required to implement meaningful human rights and justice
for disabled people" (p. 10).

The highpoint of Krentz's book is his use of literary characters to
convey his argument. He draws upon the three aforementioned
interdisciplinary fields to historicize and discuss how the
characters and their situations are conveyed by the writer and
reader. After a detailed introduction, meticulously presented, and
the study's overall presentism in drawing parallels between the state
of disabled people in larger twentieth-century postcolonial Global
South and the present day, Krentz presents the reality of disabled
peoples' health and medical, social, and cultural fate through
several stories in their behind-and-forward histories by using
postcolonial literature.

Krentz then jumps right into literary works and subjects that voice
detailed, and at times harrowing, depictions of life as a disabled
person in the postcolonial Global South. He introduces us to _Things
Fall Apart_ (1958) by Nigerian native and author Chinua Achebe
(1930-2013). Following a discussion about the impact of Northern
colonialism, Krentz sets up his exploration of the novel and its
characters by connecting colonialism to the state of disabled people
in the postcolonial Global South--abandoned, ignored, reduced to
begging, living one day at a time, and burdened by the fear of death.
While discussing cultural views cast upon disabled people and the
role of late-nineteenth-century Northern colonization on Igbo society
during a time of change, Krentz establishes his theoretical framework
for the remainder of the book.

Historical realities surrounding the transition from the colonial
world come through in the book. Themes of traditionalism are pitted
against the unknown future and the day-to-day realities of living in
the postcolonial Global South, especially as a disabled person.
Through the lens of disability justice and disabled people, Achebe
highlights this sense of uncertainty even in a possibly positively
changing period. This is also seen in Salman Rushdie's _Midnight's
Children_ (1981), in the discussion of which Krentz introduces
readers to the protagonist of the novel, Saleem, one of many children
left to a life of impoverishment and begging as a disabled person.
Saleem is viewed as being special for having supernatural telepathic
powers, which makes him, among other disabled people in the novel,
what I term "characters with privileges" due to their disabilities.
Krentz explains that this trope is seen throughout literature and
history concerning powers possessed by disabled people, often those
with physical impairments, to compensate for their permanent frailty.
He concludes that such tropes, especially in literature, further
stereotypes.

The fourth and fifth chapters of the book center on the ways in which
disabled people are often disregarded and discounted in both
literature and reality, and the role of empathy on the parts of the
author and the reader in the presentation of disabled literary
figures. In the fourth chapter, readers are introduced to the
"frequent metaphorical significance" of literature when examining
disabled people in the postcolonial Global South (p. 85). While this
idea is detailed in the first two chapters of the book, Krentz
emphasizes that "this metaphorical aspect has often caused critics
outside of disability studies to skip over the realistic, material
side of disability representation" while explaining and using Clare
Barker's theoretical framework to note that "the two often happen
simultaneously" (p. 85). Whilee xamining the work of psychiatrist,
social philosopher, and Marxist theorist Frantz Fanon (1925-61) in
_Black Skin, White Masks_ (1952), Krentz uses several disability
studies scholars' works and words to explain the significance of

every blind person misses thousands of opportunities due to blindness.
what can I write in answer to your question?

Do you think ATM's are completely accessible for visually impaired? *
what difference does my thinking make to accessibility of ATMs?
even so called accessible ATMs are not really accessible

How does it make you feel that you are visually impaired?
everyday my feelings about my blindness are different.

I suggest that you should directly interview some visually impaired
persons to increase your knowledge of their life.

I also have the same experiences in my life and I know several
disabled persons who have to compromise on account of their disability
and operate in a culture of Mediocrity.

  In the initial years of my schooling, I studied in a blind school.

 responsibility of teaching a blind student. Finally, I took admission
 in Campion school, but coming from a Hindi medium background, I was
 faced with the challenge of studying in a completely English-driven
 environment, added Trivedi.

 After completing his MA in English, Rohit went on to fulfill his dream
 of becoming a teacher, but it was no cakewalk for him.

  A number of applications went to dustbins and nobody believed in the
 blind man's dreams. Everybody doubted whether I would be able to teach
 students. Then one day, I decided to send an application without
 mentioning my disability and got an audience with the jury. There was
 dissidence amongst the jury to take me in, but there was a retired IAS
 officer, who vouched for me and gave me a chance to teach, said
 Rohit.

  If you have desire to do something, no one can stop you from
 achieving your goal, he added.

Scholars of disability have produced numerous studies demonstrating
their understanding of disability as embodied subjectivity, and the
ways in which notions of disability, race, class, and gender interact
to shape social identity. _Disability and Passing: Blurring the Lines
of Identity_, a collection of interdisciplinary essays, provides one
of the first major interventions into the subject of passing with
regard to disability. Passing, as editors Jeffrey A. Brune and Daniel
J. Wilson describe it, is multidirectional, with individuals acting
to enhance or decrease signs of disability when others apply a
disabled/nondisabled identity to a person. Further, they stress that
rather than assume a dichotomy between disability and normality, an
examination of passing from a disability perspective reveals how the
social construction of disability remains fluid. It also informs our
understanding of what constitutes normal, since passing expresses,
reifies, and helps create concepts of normality (p. 2). These
understandings of disability and normality are uniformly presented in
the essays as historically contingent, deeply rooted in the specific
times and places in which they occur.

Taken together, the collected essays make three substantial
historiographical corrections to Erving Goffman's seminal work
_Stigma: Notes on the Management of Spoiled Identity_ (1963). First,
they argue that passing occurs at both the interpersonal level and
within larger social, political, and economic contexts. Second, they
center rather than offer the disabled perspective. And third, they
demonstrate that passing, and by extension stigma, is always rooted
in a particular historical context. The diversity of topics further
demonstrates the futility of any attempts to essentialize. Tobin
Sieber's article Disability as Masquerade provides the common
thread throughout the book, with the scholars expanding on his
articulation of an analytical framework for passing.[1]

The diverse range of topics covered in this book is impressive. The
eight essays together argue for the need to deeply contextualize and
historicize passing through examinations of a range of disabilities
and situations of passing. Two general groupings come out of the
essays: conceptual and discursive examinations of passing, and case
studies of particular forms of physical passing. Brune's essay on the
discourse of disability passing in literature, David Linton's piece
on advertising and menstruation, Peta Cox's examination of
performativity and sanity, and Allison C. Carey's essay on the
shifting sociopolitical contexts for passing in twentieth-century
America all fall into the first category. This group of essays
highlights the range of analytical frameworks leveraged in this
volume. Cox engages more theoretically, taking Judith Butler's
notions of performativity and gender and tracing how performances of
sanity cannot be simply explained through other existing frameworks.
Brune focuses on the intellectual and cultural constructions of
disability, particularly tracing through John Howard Griffin's _Black
Like Me_ (1961) how the erasure of disability on the body can link to
erasures of disability in literature and public discourse. Linton
carries the theme of erasure of disability into the realm of
advertising, effectively demonstrating how twentieth-century
marketing reinforced and shaped menstruation as a known, treated,
and hidden condition.

The other essays in the volume center on historical case studies of
passing. Wilson examines the complicated issues for polio survivors
and their families raised in relation to Franklin Delano Roosevelt's
highly public efforts and success at passing as able-bodied. He
highlights the physical and psychological stresses of efforts to
pass/perform as normal over time, showing how post-polio symptoms
forced polio survivors to renegotiate their identities with respect
to FDR. Dea H. Boster examines the complex interactions of race,
class, and gender in accounts of enslaved African Americans' varied
uses of passing, along with others' assumptions, to assert themselves
and subvert slavery. Hers is the only essay to foreground nonwhite
actors, while adding a rich layer to studies of slavery. Michael A.
Rembis's essay considers the experiences of elite disabled athletes
from paralympians to baseball

What sources are available for understanding the experience of
physical impairment and disability in the Middle Ages? How do we
contextualize those sources and interpret changes in them over time?
These are the questions guiding Irina Metzler's second book, _A
Social History of Disability in the Middle Ages_, which serves in
many ways as a companion to her first monograph, _Disability in
Medieval Europe: __Thinking about Physical Impairment in the High
Middle Ages, c. 1100-c. 1400_ (2006). In her first book Metzler
established a clear vocabulary and a flexible theoretical model for
the historical investigation of impairment and disability in the
Middle Ages (defined, respectively, as a biological reality and a
cultural construct), and in this second book she brings that model to
bear on a set of historical themes in four chapters, titled with bold
simplicity as Law, Work, Ageing, and Charity.

Metzler employed scientific, theological, and hagiographic sources in
her first book to trace the construction of disability in the Middle
Ages. In her second she follows primarily economic, literary, and
legal texts to sketch the lived experience of disability (p. 1).
Metzler admits that this lived experience is nearly invisible, for
the history of medieval disability suffers from the same lack of
sources--or a belief in the lack of sources--that has hindered the
study of similarly marginalized historical groups such as women,
children, and peasants. Because of the almost total absence of
autobiographical sources for medieval disability, Metzler calls her
approach a study of mentalities (with frequent reference to Jacques
Le Goff [1924-2014], that most famous practitioner of such a method),
by applying both synchronic and diachronic approaches to a vast array
of sources.

In her brief introduction, Metzler highlights the importance of the
structuralist-anthropological theories of liminality and marginality
for the study of medieval disability. Permanently physically impaired
people in the Middle Ages were liminal insofar as they were neither
healthy nor sick, and marginal insofar as they are found upon, or
forced to, the edges of society. She recognizes the shortcomings of
liminality theory for disability studies in that the medieval
disabled were permanently liminal whereas in its classic
formulation by Victor Turner (1920-83), liminality was a temporary
status in religious and social rites of passage. Nonetheless, she
alludes frequently in her four chapters to this modified liminality
of medieval disability.

Chapter 1 on law is concerned primarily with judicial maiming, which
Metzler defines broadly (perhaps too much so) as including not only
the corporal punishments of established courts, but also the maiming
of noncombatants after battle, the revenge of petty lords upon
another's peasants, and the unintended loss of limbs in unsanitary
prisons. Most of the chapter is a gruesome catalogue of severed feet,
noses, ears, and testicles, drawn from law codes and actual cases. A
great deal of this material is drawn from Sean McGlynn's _By Sword
and Fire _(2009), which has already provided a thorough study of
cruelty and maiming in the context of medieval warfare. Metzler's
interpretation of this chapter's material is thin, and we get little
sense of how those who were intentionally rendered disabled or
impaired spent their lives afterwards, apart from a few examples of
maimed individuals turning to a life of crime, or of people impaired
by accidents who hoped they would not be mistaken for mutilated
criminals.

In chapter 2, on work, Metzler explores the relationship between
impairment and one's ability to contribute to society in the later
Middle Ages. After a brief review of the impairments and disabled
status of military veterans (her examination of osteological evidence
of healed war injuries is convincing, and a similar approach would
have helped chapter 1), Metzler divides her chapter into three
sections: a review of the industrial accidents of workers such as
carpenters, miners, and weavers; the social and financial aid
provided by craft guilds and religious confraternities to those
disabled by such accidents; and a nuanced modification of Jacque Le
Goff's and Brendan Gleeson's theories on the changing values of time
and work in the later Middle Ages, in light of the evidence of work
performed by and provided to the medieval disabled. Metzler ends

 there is universal access for the disabled and physically challenged
 person, but not so in developing countries, so it was hailed as historic
 when the Medical Council of India (MCI) recently asked all medical
 institutions in India to be disabled-friendly and submit a compliance
 report as soon as possible.

 Accessibility of health care facilities to persons with disabilities is
 abysmally low in India because of architectural barriers, lack of ICT
 facilities and attitudinal barriers. Even medical students, paramedics,
 non-teaching employees and faculty with disabilities face numerous barriers
 in medical institutions. This should change if there is early and proper
 implementation of the MCI-issued directive to the deans and principals of
 all the medical colleges and institutions in India to promptly submit a
 compliance report on accessible institutions to the Ministry of Social
 Justice and Empowerment.

 Welcoming the directive, disability activist Satendra Singh, a medical
 specialist at University College of Medical Sciences (UCMS) in Delhi who is
 himself disabled, said, “This is a significant move, as medical
 institutions are made more accountable, which is in line with Sec 46 of PWD
 Act 1995 and article 9 of the International law UNCRPD, which makes it
 obligatory for India to implement reasonable accommodation. This is not
 something only for disabled because a universally designed ramp or toilet
 will help all, be it disabled, elderly person, or pregnant female.

 Singh had relentlessly advocated to the chief commissioner for persons with
 disabilities (CCPD) to pass directions to MCI to make access audits
 mandatory in all medical inspections; to include persons with disabilities
 in all disability matters; and to de-recognize all such colleges which fail
 accessibility standards. The CCPD, under the Ministry of Social Justice and
 Empowerment, is the highest apex body in India, with the power of a civil
 court and pan-India jurisdiction.

 To me this should have been done long ago and without anybody fighting for
 it. What Dr. Satendra Singh is doing is not only praiseworthy and
 commendable but also a path-breaking move in the establishment of universal
 design, said Abha Khetrapal, counselor for the students with disabilities
 at the University College of Medical Sciences, (UCMS) and GTB Hospital in
 Delhi.

 Singh is the coordinator of the Enabling Unit, which he created under the
 UGC (University Grants Commission) guidelines for ensuring affirmative
 actions concerning persons with disabilities. This is the only such body in
 any medical school in India. Singh also formed an Equality and Diversity
 Committee, which has student, non-teaching staff and faculty members and
 all are persons with disabilities, in line with the mantra Nothing for us,
 without us.

 Khetrapal, who is a non-institutional expert on the committee, said, The
 formation of Equality and Diversity Committee needs to be used as a model
 not only by the medical colleges, but by all the institutions providing
 higher education, as separate counselors for students with disabilities may
 not be found even in many renowned universities of the country. Moreover,
 all the members of this committee are persons with disabilities and they
 can represent themselves better than the non-disabled people.

 Khetrapal urged MCI to take urgent action for the speedy implementation of
 the directive, saying, I now hope that the new chairman of MCI, Dr. R.K.
 Srivastava, brings the required and desired changes. Another move that has
 to be done is to include disability studies as a subject in medical
 education.

 Mincing no words, Khetrapal who is the founder and president of Cross the
 Hurdles, an organization fighting on behalf of the disabled, said, It is
 an irony that those who are getting trained to be the health providers of
 the community have to suffer due to such an inaccessibility. I wonder why
 does MCI have to be directed by the CCPD office? Why couldn't Medical
 Council of India issue such a directive itself? Why do we have to wake up
 the authorities from such a deep slumber to at least give us what our
 rights are?

hi prathusha, here is the solution to your problem.
open the pdf book or file, go to file menu by pressing alt key, select
save as submenu,select save as text  file, press tab, change the name
of the file if you wish, tab untill you land on save button, pres
enter, the file will be saved as a text file.

shivaji university purchased jaws for me on the basis of single
quotation from karishma enterprises.
the dealer has to certify that he is the sole dealer in the state or in india.
not only assistive devices but for the things for which there are no
rate contract are purchased by inviting quotations from different
firms.

 Informatics, is working with several ASU students to develop a way for

 to “see” images of faces on computers.

 “Imagine if a blind user can now get an idea what his [or] her
 Facebook friends ‘look like’ by touching tactile pictures made from
 their photos,” Li said
 in an e-mail.

 When Li came to ASU six years ago, similar research was already
 happening in the Center for Cognitive Ubiquitous Computing (CUbiC), he
 said. Researchers
 in CUbiC, which focuses on different applications for cutting-edge
 research, were developing assistive technologies for the visually
 impaired.

 Li said the researchers narrowed down the list of ways they could make
 social networks more accessible to the blind.

 “Among others, face images were chosen because of their significance
 in a person’s social and emotional life,” he said.

 The concept is similar to text-to-Braille, but differs because unlike
 words, images don’t have a strict alphabet, Li said. It’s challenging
 to print a photograph
 and translate it into an image, but through tactile form, blind
 participants are able to explore the image with their fingertips and
 “see” what an image
 looks like.

 “We developed computer-based image analysis techniques to identify
 major facial landmarks,” Li said.

 The analysis first works to identify the image through major facial
 features, such as the eyes and nose, and then puts them into tactile
 form.

 “A user can then explore the image by touch,” he said.

 Zheshen Wang, a fifth-year doctoral student in computer science and
 engineering, is Li’s key student researcher on the project.

 “Some of the blind participants were very excited in touching a
 graphical human face by hand,” Wang said in an e-mail. “It is a
 rewarding task.”

 Li, Wang and their team are currently working on mastering the
 technology and printing tactile faces for their participants, Li said,
 but actual deployment
 is in the works.

 “We will be seeking different embodiments of this technology,” Li
 said. “Such as its use as software component for tactile printer
 manufacturers … or a
 software package for a user at home.”

 Wang sees the future of tactile printing as affordable for the blind.

 device which costs as much as USD 3,000. I have tried to create a five
 line – 20 characters
 per line – display at a cost of USD 500. It's also the first device
 in 14 years to meet NLS Braille specifications, he says.

 The engineer, who is a college dropout, aims to bring down the price
 further to USD 200 which is much cheaper than the existing models.
 While over 15 million
 people in India fall into the category of the visually impaired, Souza
 says he wants to promote literacy among the blind. While there are
 many say that
 Braille is unnecessary when there are computers which can read out
 text aloud, I think it will make these people illiterate.

 Souza is a finalist shortlisted for the Third Social Innovation
 honours given by the Nasscom Foundation. The honours are a bid to
 recognise innovation
 in the use of information and communication technology for social
 development.

 Like Souza, two undergraduate students from Meerut have developed a
 blind helper - a 7 key keyboard to help the visually challenged
 operate not only
 a computer but also other electrical appliances in their house using
 smart-home extension cables.

 It is difficult for a blind person to operate a normal keyboard with
 104 keys. Blind-helper is a Braille free technology that operates with
 the help of
 e-vision software using dot net technology, says Mohit Khanna, who
 has teamed up with a fellow student at the Bharat Institute of
 Technology.

 The device has 5 navigation keys and the remaining two keys are a
 substitute for the escape and enter keys in a normal keyboard, he
 says. As the system
 does not require Braille, so even a Braille Illiterate blind person
 can also use it. Also, the same system with some minor modifications
 can become useful
 even for paralytic people, or those with Parkinson’s and even
 Alzheimer's diseases, says Khanna.

 Another student team from the VES Institute of Technology in Mumbai
 has designed the project Explore, which aims to enable the
 differently abled to educate
 themselves and discover the virtual world of the computer.

 Our solution helps visually impaired to educate themselves through
 talking textbooks, connect to social networking sites like Facebook
 etc and thus collaborate
 with the world. The software assimilates Braille keys on the keyboard
 and output is provided through speech thereby reducing the need for

handicapped persons.
I am totally blind and receive 1600 tr A and the full amount is exempted

TR A is not a part of income so it is exempted from tax. I am a state
govt employee so have no circular in english or in hindi
it may be available in marathi.
I think the exemption is admisible for all employees irrespective of employer.
you may find the circular on website of income tax department.

while purchasing the policy it has to be mentioned in the application
form whether the applicant has any disability. as a result the company
charges extra premium
a VIP has to undergo medical checkup even if the amount ensured is
less than five lacs while persons withouth disability are exempted
from medical checkup if the amount is less than five lacs

I am not aware of any circular or GR regarding assessment  of papers by VI.
I am an assisstant professor at english department shivaji university
kolhapur. I set the question papers on my PC without any assisstance
by sighted person. but I don't assess the answer papers. at our
department teaching of each paper is shared by two teacher so the
other teacher can assess the papers.
but if no such option is available, I don't see any problem for
visually impaired teacher to assess the papers with the help of a
reader.

I read the news about the dialogue in the dark. but the name 'dialogue
in the dark' is not appropriate. since ages blindness has been
associated with darkness and it will strengthen this association. many
people believe that blind live in perpetual darkness and cannot tell
day from the night.
for many sighted persons darkness also connotes ignorance, evil and feeble mind.
general public and literature some times consider blindness  as
outward manifestation of inner defficiency.
so outwardly this project may educate people about blindness but it
may also strengthen  already prevalent prejudices and stereotypes
about blindness.
some of the members may not agree with me, they have a right to disagree.
to support my argument I am here attaching a speech, Blindness: Is the
