It turns out I did not have CONFIG_USB_SUSPEND active, so the problem described
here is different to mine. For completeness I applied the v3 patch but it made
no differ

It's a little late but I too have a laptop which fails to power off after
shutdown. 2.6.19 worked, 2.6.20 does not. I shall try the final version of the
