If your library is big enough to hold all tapes for your primary tape pools
then you should use reclamation.
If your library is too small you could use move data because you never know
which tape tsm wants next when you use reclamation.

You can't.
There is no 1:1 relation between stgpool and node.
A node can backup to multiple stgpools depending on the used
management classes.
I have a fileserver where the normal files go to disk and
the MS exchange mail archives go directly to tape.

TSM licensing scheme has changed with version 5.3 : you don't need to
register special licences anymore, like TDP's. The only licence you'll
have to register is the enterprise edition (tsmee.lic) or standard
edition (tsmbasic.lic).

I've checked this on some of our XP Systems with TSM 5.3.2.0. We have the
same strange behaviour : No error during backup, no exclude options of this
files. But : I can't see the file xcopy.exe, neither on TSM-GUI nor on dsmc
commandline (q backup).

You should build an admin schedule, which initiates something like run
Global_script, and then in this global_script, have all of your commands,
like:
run test_query_script wait=yes
run stop_disk_migration wait=yes
run test_query_script

I was first told to put in ionocopy off in my server options file to
resolve one problem and then latter I was told to remove this option as
it cause other problems. When I query ionocopy option it now shows on.
