You forgot:

0.  Try to break the cycle for the next minigame by writing endless initial
drafts that make people kinda tired of it before it even starts, but
doesn't help much because you ultimately need to playtest to get it working.

I'm a big proponent of "Tournament with speeded up play = testing it in
development, not production" (but you can still offer a win that way as
an award to playtesters).  Especially as a tournament can be written to
give the contestmaster quick authority to adjudicate and correct badly-
written stuff.

No need to exaggerate here - if two non-zombies have a space battle, and
honestly and clearly (without private languages or whatnot) send legal
battle moves privately to the resolver, it seems to work fine (so far),
though we haven't gone through a complete battle yet.

You decided to jump straight to some edge cases (zombies, weird 
communication methods) - there's always edge cases that are broken in

the first set of rules for something.
