You forgot: 0. Try to break the cycle for the next minigame by writing endless initial drafts that make people kinda tired of it before it even starts, but doesn't help much because you ultimately need to playtest to get it working. I'm a big proponent of "Tournament with speeded up play = testing it in development, not production" (but you can still offer a win that way as an award to playtesters). Especially as a tournament can be written to give the contestmaster quick authority to adjudicate and correct badly- written stuff. This is exactly what I said nearly a year ago when PAoaM passed. Minigames rarely work the way they are supposed to on their first revision. You decided to jump straight to some edge cases (zombies, weird communication methods) - there's always edge cases that are broken in the first set of rules for something.
