The only other idea I can com up with is to have a couple (as needed)
services that will pull the menu selections.
i.e. Say you have a character field with an attached search menu. You
could have another web service that does the same search and returns the
list of choices.

Uh I think your after something like this ( If I understand the goal.)
You would have to expose the data (via a Web Service) so that your
page(or application) could get the menu at the right time and
display it for the user to pick from. If the Menu has a search

Yes. I am trying to expose a drop down menu in the web service.
The client does not want to place mid tier outside the firewall
and the folks that are going to access this form are the general
public outside of the company.
Do you have another solution on how I could present a webpage
