Assuming the outgoing T1 to the Norstar is a standard T1 that accepts ANI and
DNIS all have to do is
exten = _XXX,1,Dial(Zap/g2/*${CALLERIDNUM}*${EXTEN}*,,r)
This will redial the caller id (ANI) and the 3 digits Dialed (DNIS) to the
Norstar T1 in the formst *ANI*DNIS*

I use to do the same thing with an SX200 digital, and had the same problem.
I could not get the slips to go away no matter what I tried.
My sx200 would go offline once a day in the middle of the night luckily
once the limit was exceded.

Yes the most efficient way would be to put a t1 between your asterisk
system and the sx200 and set up DID 2Way Trunk lines between the two on
those channels.
In asterisk you would set up the dial plan to send 1XX, 2XX, 3XX to the DID
trunks and redial the EXTENSION as the DID number on trunks

I had a simular problem receiveing EM Wink dtmf signals from a MITEL sx200
digital. I had a 10% or so problem with astrisk line timing out before all
the digits were dialed.
I tried all the time outs and even messed with the timing of my MITEL
switch.
It turned out that the problems was

SBC installed a T1 ADTSe (Digital Trunking Service Enhanced) em wink start
with 24 1 way trunks.
The CO says they dial pulse DP the seven digit dnis number.
The channels work now but take long time to answer and get these messages
repeating until I guess the CO stops
