With Asterisk 1.2.7.
I have 3 queues defined, that I want to work as thus.
If there are no agents logged on to that queue, the call gets passed to
another queue, and if that queue has no agents logged on then on to
voicemail.
My queues.conf looks like this:

try leavewhenempty=strict and joinempty=strict
