Definitely Windows, you'll have a lot more options for hardware and software that way. Plus you'll more than likely be able to buy new and still stay in budget. Not so easy to do if you decide to go Macintosh, Apple charges way too much

Try JAWS key + space, then O, then W first. It's always possible the control doesn't have anything to OCR. Running the OCR on the whole window will tell you what text is there, if you don't hear anything about the control you are interested in, trying to OCR
