Is there any way from an admin perspective to know if someone has
tethered a PlayBook to their BB device? Am wondering about both BES
4.1.6 and BES 5.0.2.

I would check the BAS to see if they have installed the BlackBerry Bridge
client on their BlackBerry.

I have had two users come to me today with the same issue and I am not sure how
to correct it. The problem is no matter what setting you have setup for the
profiles the ringer will not ring when a call comes in. We tried rebooting the
phone and changing all the ringer settings with no luck.
That’s what I thought too but when you go into edit the profiles and click try
now it works but when an actual call comes in it doesn’t. I didn’t do a wipe
yet because the users didn’t want me to take the devices from them.

A battery pull should fix the ringer.

You could also delete the service books, as one of them may be corrupt. I had
one user that downloaded something and it messed up the ringers. Even a wipe
didn’t work. Had to do a new software installation to fix it.
