I think it's a variation on a UHF bowtie with reflector. Although the
crossed over feeders remind me of a log periodic.

board, the reflectors are mounted to the other surface so they're only seperated
from the V's by 3/4Ths inch. The feeders don't touch because you bend one
up a bit where they cross.
