   - Completing analysis and documentation of as-is capabilities
   - Conducting interviews to gather business requirements
   - Conducting industry, competitive and State analyses (strategic,
   financial, operational), business case development, as well as market
   research for benchmarking
   - Supporting required system go-live activities, including conversion,
   support desk, site support, training delivery, logistics management, etc.
   - Supporting change management and communications programs and activities
   - Performing PMO activities related to project time tracking, work plan
   updates, status reporting, service metric reporting, and related project
   administration tasks


*Required Skills:*


   - Strong skills in Business Process analysis requirements development,
   testing and documentation
   - Experience in major computer systems implementation, change management
   and large group facilitation
   - Working knowledge of application development cycle
   - Documented strong analytical and conceptual skills
   - Excellent organizational and presentation skills
   - Microsoft Suite experience (e.g. Word, Excel, PowerPoint, Visio)
   - Experience working on Geographic Information Systems
   - Experience with preparing procurement vehicles and proposal evaluation
   process

The client is seeking a Senior SAP Basis contractor for an approximately 12
month engagement on the Department's SAP Hosting Services transition to
State data centers.  The SAP Basis Administrator will be responsible for
providing comprehensive system support for the Enterprise Resource Planning
(ERP) system utilizing SAP software.  The fiscal accountability and
management of diverse activities is extremely complex and requires a robust
business system that will provide meaningful, accurate, and timely
information for the various needs of public/private end users, the Federal
and State government and departmental and administrative requirements. The
complexity of these businesses requires an expertly managed and staffed
support team.  This support team is responsible for ensuring the users of
these systems can competently perform their jobs and have reached their
full potential as it relates to the use of the various ERP applications.
This requires a skilled and dedicated team to ensure the on-going
operations are not adversely impacted while implementing and integrating
new applications in a cost efficient and appropriate manner.



Responsibilities:


   - Primary responsibilities include SAP Basis administration and support,
   technical support, transport management, batch management and production
   support for SAP environment.
   - Perform system monitoring, troubleshooting and refresh to ensure
   stability, security, recoverability of the SAP and related systems.
   - Management of SAP in FDA regulated and Sarbanes-Oxley controlled
   environment.
   - Perform root-cause-analysis, as well as performance management and
   optimization of SAP Systems.
   - Proactively analyze SAP environment to detect deficiencies and
   recommend solutions for improvement.
   - Develop and maintain policies and procedures relating to information
   systems. Maintain technical infrastructure reference documents such as
   technical architecture, interface references, hardware and software assets.
   - Experience with developing SAP data archive solution using Open Text;
   Ability to analyze problems, troubleshooting and resolving Open Text
   related issues.

*Required Skills:*


   - Excellent technical understanding of SAP across multiple modules
   - Strong technical skills in implementation and support of SAP systems
   in a DB2/AIX environment
   - Willingness to work in a complex and challenging project environment
   with aggressive timeline
   - Experience with Datacenter migration in a SAP environment
   - Three or more full-lifecycle implementations of SAP
   - Ability to work under pressure to meet deadlines, both independently
   and as a team member
   - Must be flexible with work hours to be able to support system
   maintenance and other off hour activities

The client is seeking a contract resource to support the State Laboratory's
Starlims version upgrade with experience in project management and lab
process configuration in a LIMS system. This resource will act as the
project manager for this effort. This temporary position will be a part of
the team and work with Lab supervision/staff as a lab test subject matter
expert and be the liaison back to the Lab information technology team that
supports configuration changes and setups within the Laboratory Information
Management System (LIMS). This technically project manager will allow the
Laboratory to supplement existing Lab staff that must complete a scheduled
LIMS maintenance version upgrade. Description (including, but not limited
to):

1. Work with the different internal laboratory specialists to help complete
their required tasks in the set up and configuration of the lab test
modules within the LIMS supported by the IT staff and LIMS vendor.
2. Aid in the verification of the user data entry screens, workflow steps,
worksheets, label templates, and final reports.
3. With the lab specialists, help review and verify the Electronic Lab
Result messages with appropriate CDC and DPH personnel and information
technology staff to ensure proper compliance to the Lab need.
4. Manage scope, resources, establish and maintain compliance to timelines,
and communications between Lab personnel DHHS PMO, State EPMO, and LIMS
vendor in executing the project plan.
5. Organize, review and verify in LIMS that the lab staff have met the
demographic, test methods, equipment and lab inventory required in their
workflow processes.
6. Responsible to lead the project and ensure successful delivery of the
upgrade.
6. Help outline and document laboratory policy and procedures associated
within the individual lab units.

The NC Department of Health and Human Services (DHHS) is seeking a short
term (approx. 12 month) senior project manager to lead the analyses,
development and subsequent implementation of the plan to meet the
objectives of the SSNRI effort

The overall objective of the Social Security Number Removal Initiative
(SSNRI) is to remove the SSN from Medicare cards and reduce the risk of
identity theft for all Medicare beneficiaries. In order for States to be
fully compliant, policies and systems must be examined and the appropriate
changes identified and modifications tested prior to CMS distributing new
Medicare cards (est. April 2018). New Medicare cards will be issued with a
new MBI to approximately 60 million beneficiaries by April 2019

This lead Project Manager position will manage the day to day activities
for the project and complete all input to the State Project Management
(Touchdown) system. Responsibilities include but are not limited to:
authoring all project management artifacts following the practices and
guidelines from the PMI’s PMBOK, developing the detailed project budget,
monitoring expenditures, developing and maintaining all required State CIO
project documentation, serving as an IT management liaison to the business
client, leading and performing hands-on analysis of the business and
technical environments, supervising implementation activities, ensuring
that project plans and schedules are established and maintained, ensuring
that deliverables are completed timely and accurately, supervising staff
(State and contractual staff), conducting formal presentations,
coordinating with all project stakeholders and ensure that appropriate
project controls are instituted.

The selected candidate must be a results-oriented individual with a very
strong work ethic. The role requires a very strong understanding of
Medicaid business models and Federal CMS expectations. Must be able to
demonstrate excellent IT Project Management, negotiation, communication and
problem-solving skills. This position will be responsible for working with
senior-level business executives, IT personnel, and business program
resources to execute project requirements and manage stakeholder
expectations.

New Bern


*Project Overview:* The City of New Bern is presently soliciting a Business
Analyst to assist withevaluating requirements and assessing software
package(s) and/or upgrades of existing financial system.The City of New
Bern (City) is currently using a combination of Banner - Advantage (an
Oracle-Based Customer Information and Financial software), ESRI GIS
database, CISCO Unified Contact Center Express,and Microsoft Excel to
perform the tasks of: Customer Billing, Account Management/customer
engagement, Purchasing, Contract Management, Inventory Control, Work Order
Management/meter reading, Record Keeping, Over-the- counter and mass
posting/file upload cashiering, Accounting, Accounts Receivable, Accounts
Payable, Budget Development/Management, and Payroll.



[Note: Customer billing utilizes outsourced printing, electronic bill
viewing and payment, electronic loxbox, meter reading/bill calculation, and
prepay billing applications]



These systems serve all governmental financial operations as well as Human
Resources administration and financial functions for the general fund, as
well as operations for electric, water, wastewater, solid waste,
City-leased parking spaces, and stormwater operations. Miscellaneous taxes
and license billings are also administered through these systems. The City
is employing digital meters that will interface with the financial systems
and customer management system.



For Financials, the City is operating Banner version 8.x and is considering
upgrading the Banner system to version 9.x, or pursuing consolidated
software package(s) that can serve all of these functions in a streamlined,
user-friendly manner. For CIS, the City uses Advantage version 3.22 with a
customized delinquency modification and own version 4.0.


*Position Overview:* The selected consultant will be expected to be onsite
in New Bern, NC most days, although there is the potential for some
remote/offsite work throughout the engagement.


*Key functions include:*

- Identify and document functional and technical requirements for
enterprise financial and customer information systems

- Perform gap analysis to existing system and identify potential future
options for replacement or upgrade

- (Possible phase 2 – should the City desire to move away from current
solution and conduct an RFP, the City might pursue RFP drafting and RFP
process support)


*Day-to- Day Responsibilities*

 1. Collect functional and technical requirements across City functions for
use of or interaction with financial and customer information systems. This
will include onsite interviews of the City personnel associated with these
functions to gain an understanding of the processes currently being
utilized to perform these tasks and the future needs of the City.

2. Perform a gap analysis between Banner version 9.x/CIS Advantage version
3.22 with a customized delinquency modification or 4.0. and the
requirements gathered in item 1.

3. Identify “off the shelf” options available should it be determined that
a Banner upgrade will not meet the city’s needs. Financial and utility
staffs wish to look at (at a minimum):

a. NorthStar Utility Solutions (since our electric provider provides a 15%
discount on this platform and other public utility cities use this system)

b. Tyler Technologies’ Incode, Munis, or New World software

c. Other as determined by contractor

4. Perform a feasibility analysis of cloud-based versus locally hosted
systems. This analysis shall address comparative costs, relative support
requirements, security, and other factors deemed relevant based upon the
Consultant’s knowledge and experience.

*Job Summary:*

   - Provides systems administration support, management for large scale
   enterprise storage environment (IBM Storage (IBM XIV arrays, IBM v7000)
   Enterprise disk arrays)
   - Perform all standard storage administration tasks including the
   enhancements/upgrades of the existing storage hardware/software solutions
   - Provisioning of storage, performance analysis of storage arrays as
   well as performing problem diagnostics and resolution in a very diverse
   storage infrastructure
   - Excellent communication skills and the ability to work collaboratively

*Primary Activities and Responsibilities:*

   - Investigate Incidents and Problems that require an in-depth technical
   understanding.
   - Provide in-depth analysis of the data storage environment to assist in
   service Outage investigations and support Availability Management
   processes, in general.
   - Identify opportunities for continual improvement, through Knowledge
   Management and constant skill review.
   - Educate and train the operational staff in the use of analysis tools
   and processes where appropriate.
   - Plan for Changes in Capacity requirements.
   - Participate in annual disaster recovery tests.
   - Installation, configuration, and customization of storage management
   hardware and software infrastructure.
   - Provision storage resources as required to meet business needs.
   - Support Enterprise Storage Area Network (SAN) environment including
   fiber channel directors/switches.
   - Configuration/customization and support of Network Attached Storage
   (NAS) environment.
   - Establish, maintain, and document standards, procedures, and
   configurations. Conduct routine monitoring audits.  Maintain production
   change control schedule and participate in change controls.  Implement
   enhancements to improve the system reliability and performance.
   - Troubleshoot issues and provide resolutions.  Perform complex systems
   tasks.  Debug complex system, application, and user issues.  Dissect
   complex issues/repairs and direct unsolved issues to be resolved. Advise
   users on system usage.
   - Support 24x7 on-call rotation and disaster recovery. Coordinate,
   schedule, and install various supporting software packages.  Assign
   personnel to various projects, direct activities, and evaluate work
   performance.
   - Monitor and maintain continuity with storage systems hardware/software
   licensing and maintenance agreements.
   - Manage vendor relationships and provide a technical interface to other
   managers and vendors.
   - Provide evaluations of new tools and technologies.
   - Establish and maintain the alerting mechanisms and monitoring Systems.
   - Perform testing and benchmarking of new Infrastructure or tools prior
   to deployment into production.
   - Create handover documentation, training, diagnostic scripts, and
   operational procedures for the operations group.
   - Implement performance and configuration tuning of the storage and
   backup Infrastructure in conjunction with Capacity Management and Change
   Management.
   - Establish System tuning and performance processes where necessary.
   - Provide appropriate security measures for the storage and backup
   Infrastructure.
   - Evaluate vendor proposals for new agreements.  Provide hardware and
   systems software recommendations for planning and budgeting.
   - Ensure alignment with long term monitoring strategy and systems
   operation, administration, and overall information systems planning related
   requirements.


*Knowledge and Skills:*

   - 8-10 year of the Experience as Storage Administrator
   - Advanced knowledge of IBM Storage (IBM XIV arrays, IBM v7000)

   - Mid-tier Storage Management skills including management of Storage

implementations. The person will be responsible for SharePoint page design,

This contractor should have extensive experience creating out of the box
SharePoint 2013 solutions. The contractor should also be familiar with
SharePoint Designer, HTML, CSS JavaScript and jQuery, and using these tools

*Candidate's responsibilities include:*
