That sounds like a bug in the serializer. I would expect it to produce a

All of the development effort for supporting XML Schema 1.1 has been in
Xerces-J.
I'm not aware of any plans for Xerces-C++. There was a brief discussion
about it in 2010, but nothing came of that and seems no one has discussed
it since then.

One of the Xerces-C developers can correct me if I'm wrong but I don't
think there have ever been plans to do that. Is there a particular reason
why you're interested in a C++ version of XNI?
