I don't know where people are getting their stats from. I do know
that as of today (last update October 26th) the official CCIE Voice
count reads 1,082. On October 8th the count was 1,077.

I also should have added that I think getting your CCIE is an incredible
achievement, I'm just saying spending your time achieving customers
requiremnts and trust is a better way to spend your time then achieving yet
another cert.

In lab 3 all you should be able to do is call from SCCP to SIP and visa
versa.
You might be getting ahead of yourself. Lab 4 is where you setup your PRI
and Dial-Peers for inbound/outbound calls.

codec negotiation vs CCME's early offer codec negotiation.
You will need inbound fast start on CCM for calls from BR2 to HQ.

Try "show dialplan number xxx" where xxx is a number you'd dial / match.
That should show you matches against dial-peers I believe, as well as
preferences if there are multiple matches.
