shutting down WAN does not help on proctorlabs, as you are supposed to have a few Soft Phones connected from your PC. All this ways will take 3 mins, the default value for fallback. You can change SRST timeout parameter in device pool page to 5 sec. I've assumed you wanted to use that command on HQ router! otherwise, if you are putting this command on a particular BR1 or BR2 router, then the result is same as shutting down an interface. Your Soft Phone/IP Phone that you have at home still has access to CCM as it does not really pass through BR1/BR2...
