As Snake says, using a 64bit OS will do away with this particular issue.
If you are using Enterprise, then you also have the option of multiple
instances, each of which can have it's own memory allocation so as to make
better usage of your 4GB.

It's kind of odd. If I set the max to 1024 Mb, it fails to start.
Coldfusion-out.log shows the following:
Error occurred during initialization of VM
Could not reserve enough space
for object heap

I'm pretty certain the JVM can only use around 1.6 gigs.
That doesn't really answer your question though...
Which value are you increasing-- minimum or maximum JVM heap size?
Can you check your logs to se why CF isn't starting?
