I was able to get this resolved by running:
upgrade hw-module location 0/RP0 fpd all force
and then
admin hw-module loc 0/RP0 reload
It took 6 times of doing that before the card reloaded with the right BIOS
version (?) I only kept doing it because I was curious
And
upgrade
admin show alarms brief
