As it turns out, a complete power of/restart of both my CUCM and the CUC
cleared the problem

Switchover went smoothly.
I stopped CM service before disconnecting the old nodes to try and clear
out tcp sessions out on the ip phones. Still took a few minutes for phones
to all register and settle down on the primary CM.
