I wouldn't use any chemical solvents. The risk to the insulation on your wires and the possibility of a gooey mess are considerations. You said it was just above halyard exits? If you don't pull the rig, think about modifying a drain snake. They're fairly cheap. Perhaps take a 1/4 inch snake,

We drain the rudder on the 27-3 as follows. Make 3 drain holes, one high up on the trading edge of the rudder, one 3-4 inches from the tip, and one on the bottom of the rudder. We drilled 1/4 in holes and then tapped them to accept hex-head cap screws. Water comes out in the fall, cold weather
