Chlorine does react with SS. I would be careful using it on a boat in high concentrations. Also standard bleach is not a cleaner unless it has some additives. I think the chlorine tablets remain stable for a while but liquid bleach like Clorox breaks down into salt and water even while sealed.

It's just a "choke" cable. You could get one from an auto parts store. I've had a bad experience with T.O.A.D. but they do have these engine stop cable available. You might want to consider removing the original cause when you go to order the new one they will ask for the length.
