Thanks for the advice. This is an Intel Mac,
so I followed the instructions from the PMU reset Knowledge Base
article and unfortunately it didn't make a difference.
It's not a big deal unless this is indicative of a deeper problem.

I established another account and it exhibited the same behavior.
I think this is a hardware issue or something to do with the root
OS. What d'you think?
BTW the battery was just replaced, because the previous one was dying
without much load with no warning. The new battery is otherwise
a year old. Is there a battery or a cap that
remembers settings? Is there something else wrong that I should
worry about?
