Hong Kong Seizes Armored Vehicles Bound for China

SUMMARY

Hong Kong customs officials announced on March 30 the seizure of
five Soviet-era BTR-70 armored personnel carriers (APC) being
smuggled onto the mainland. The armored vehicles were discovered on
board a ship sailing from Naples, Italy to Tianjin, with stops in
Haifa, Israel and Singapore. There are several intriguing aspects
to the attempted smuggling and seizure of the vehicles. Though the
exact purpose remains unclear, Stratfor.com found that the ship's
operator is in fact a Beijing shipping company with close links to
the People's Liberation Army.

ANALYSIS

Hong Kong customs officials announced on March 30 the seizure of
five Soviet-era BTR-70 armored personnel carriers, allegedly bound
for Tianjin municipality, which borders the municipality of
Beijing. The armored vehicles were impounded, as they did not have
the proper import license for strategic commodities, according to
news reports. While on the surface it appears to be a simple case
of Hong Kong blocking the illegal transshipment of military
hardware, several aspects of the incident present intriguing
possibilities.

While the details remain unclear, the seizure is obviously
significant. At the extreme, it could signal preparations for an
attempted rebellion against Beijing, or a move by Hong Kong to
assert its autonomy from Beijing. It could also represent a failed
attempt at secret arms transfers through Italy to North Korea, a
simple crackdown on an already controversial shipping company or a
move by local Tianjin or Shanghai businesses to create their own
private security forces.

According to Hong Kong reports, the BTR-70s arrived in Hong Kong at
8 p.m. local time March 29 on board the Xibohe, a Panamanian-
registered container vessel. The armored vehicles, reportedly sold
by a Ukranian company to a mainland Chinese firm, sailed on board
the Xibohe from Naples, Italy on March 10. The ship stopped in
Haifa, Israel and Singapore before arriving in Hong Kong. The ship
was apparently to travel from Hong Kong to Xingang, Tianjin and
then to Shanghai.

Customs agents found the BTR-70s when one was discovered already
unloaded from the ship at 2 a.m. on March 30; the other four
remained in plain sight on the deck. None of the armored vehicles
were equipped with weapons, and no other military equipment was
found on board the Xibohe, according to reports.

This is not the first case of Hong Kong seizing an armored
personnel carrier being shipped through its port facilities. In
August 1997, just a month after Hong Kong was reunited with
mainland China, Hong Kong authorities impounded a Chinese-made
WZ551 armored personnel carrier that had been on display in
Thailand. The manufacturer, North China Industries (Norinco), had
attempted to ship it through Hong Kong to its factory in China's
southern Guangdong Province without the proper papers. In February
1999, Hong Kong Chief Executive Tung Chee-Hwa denied the company's
requests for the return of the APC.

The most recent incident comes less than a month after U.S.
Undersecretary of State for East Asian Affairs Stanley Roth met
with Tung in part to discuss efforts to end arms smuggling through
Hong Kong. Following the announcement of the seizure of the five
armored personnel carriers, a spokesman for the Hong Kong Customs
and Excise Department told reporters, "The discovery...proves that
Hong Kong is totally committed to the implementation of an
effective and comprehensive strategic controls."

While Hong Kong is portraying the seizure of the BTR-70s as a
demonstration that it will not allow any form of smuggling,
particularly arms shipments, there remain two important questions:
who was importing the BTR-70s, and why? Ronald Au Yee-Leung, head
of Hong Kong Customs Ship Search and Cargo Command, refused to
identify to the press the operator of the Xibohe, telling the Hong
Kong Standard only that it was "a well-established company ... not
known to be involved in military transportation." In an interview
with Reuters, he again refused to name the shipping company.

Upon investigation by Stratfor.com, however, the ship's operator
was found to be COSCO Container Line Agencies Limited, a Hong Kong
branch of China Ocean Shipping (COSCO). COSCO is in fact a Beijing
shipping company with close links to the People's Liberation Army
(PLA). While Au refused to name the operator of the Xibohe, he did
nothing to hide the name of the ship, making it easy to discover

Echelon Illegal, European Union Says


If the UK spies with America, is it part of Europe?

THE European Union condemned Britain's role in an Anglo-American espionage
network as illegal yesterday, vowing to confront the Government over the
controversy at the next EU justice ministers' meeting.

Fernando Gomez, the Portuguese Interior Minister, on behalf of EU
governments, said: "The Council cannot accept the existence of this kind of
system, which does not respect the legal requirements of the member states."

European MPs amassed enough votes this week to demand a parliamentary
investigation into the Echelon eavesdropping capability, arguing that Britain
was in violation of Article 11 of the Amsterdam Treaty obliging member states
to "refrain from any action which is contrary to the interests of the Union".

Anger has been deepening among European Parliament members in recent days.
During the deabte Jean-Claude Martinez, a French Euro-MP, said: "We're told
that the European Union is threatened by Jörg Haider's Austria, but it's the
Great Britain of Tony Blair that is the real threat."
The involvement of the Council of Ministers takes the dispute to a new level,
suggesting that the Prime Minister can no longer count on acquiescence from
other European leaders over Britain's divided loyalties on intelligence
issues. Mr Gomez said matters had been brought to a head by recent comments
by James Woolsey, the former director of the CIA, who confirmed that the
eaves dropping capability had been used to intercept the electronic
communications of European companies.

In an interview with the French newspaper Le Figaro this week, Mr Woolsey
said: "Yes, the United States secretly collects information on European
firms; and, yes, I believe it is totally justified. It is not a question of
industrial espionage for the benefit of American companies. That is something
the US absolutely doesn't do. Our objective is to monitor companies that
break UN or US government sanctions, to track 'dual use' technology, and to
watch for corruption in international commerce." Mr Woolsey accused France of
having used bribery to promote the interests of its companies abroad.

The European Commission has also intervened in the affair, requesting formal
clarification from the British and American governments. Yesterday it
released a letter from Sir Stephen Wall, Britain's permanent representative
in Brussels, who explained that the country's spy services operate under
strict guidelines regulated by Parliament and conform with the European
Commission on Human Rights.

In the letter he wrote: "Like other member states' agencies, the UK security
and intelligence Agencies co-operate with counterparts overseas, both in the
EU member states and elsewhere including the United States. We do not,
however, allow other nations to use UK facilities, including interception
from any site in the UK, for commercial advantage."

The American government said it does "not collect proprietary commercial,
technical, or financial information for the benefit of private firms". The
Commission has taken a cautious stance so far. Erkki Liikanen, the
Commissioner for the Information Society, told Euro-MPs yesterday that his
hands were tied because the "activities of intelligence agencies of member
states fall outside the scope of community law".

The Commission can act only on a specific complaint alleging that individual
interests have been damaged in some way by Anglo-American espionage. This has
not yet happened, but it is almost certain to do so soon.

UPDATE: THE RED CHINESE SECRET POLICE IN THE UNITED STATES,
Part One of a Series

In the Opium Wars, Great Britain was determined to subdue China by flooding
them with dope, which also financed British worldwide interests. It was
likewise a great ongoing profit to the British Monarchy. Now American Big
Business wants to merge some of their doings with Red China. So IBM, Boeing,
and other multi-national Big Feet want to tap into Red China's large pool of
low-cost labor. To conceal what is going on, the American monopoly press
seldom tell us what is necessary to know to understand all this.

Here are some items, to be dealt with in this series, that the pressfakers do
not tell US, the common people of the United States:

H I S T O R Y
When the Korean War ended, 1953, the U.S. made a peace accord, of sorts, with
North Korea. There were no surrender terms, however, apparently with mainland
China which had intervened in that war. The Red Chinese Secret Police, one of
the most accomplished in the world, had a score to settle with the United
States. After all, the Beijing government was disgruntled in that the U.S.
Military, supposedly acting for the U.N., under Gen. Douglas MacArthur, had
caused Red China to intervene in the war. How? MacArthur ordered U.S. troops
to continue their penetration of North Korea all the way to the Yalu River,
the North Korea/Red China boundary line.

The result: waves and waves of Red Chinese troops, in the dead of winter,
attacked U.S. troops. There were heavy casualties on both sides. Young
Americans, ordered into this, froze to death. Those that survived remember
the cold horror all the days of their lives. Some like MacArthur wanted to
retaliate with massive force, such as nuclear bombs. Setting off a backlash
and a furor, President Harry S Truman recalled Gen.MacArthur who was greeted
in America with huge ticker tape parades.

Some of what happened thereafter was more or less concealed for most of the
balance of the 20th Century. How and what happened requires a short lesson in
seldom discussed past events.

The Chinese Secret Police have a long history, going back to 550 B.C. They
have always been highly skilled at their work. By the 20th Century they were
called Te-Wu and they use a clandestine dialect almost impossible even for
professionals to get into and understand. How could the American CIA and
FBI---the Secret Police and Counter-Intelligence of the U.S.---deal with such
a situation? With only one exception, there have been no defectors to the
West from the Red Chinese Secret Police.

The American Secret Political Police either were stymied by all this or did
not want to deal with it at all. Certainly not effectively.

Half-heartedly, the American CIA used U.S. espionage experts left over from
World War Two. Those who left the CIA predecessor group, OSS, and were
supposedly out of service. Quietly, the then-young CIA asked these
spy-chasers supposedly to track Te-Wu here. By 1956, the Red Chinese Secret
Police launched a massive effort to infiltrate the U.S. and to punish
Americans ON THEIR OWN SOIL.

To counter this, only a small number of American spooks were used. And they
were not well encouraged or respected by the CIA bosses. The CIA's rationale:
the Korean War was OVER, leave well enough alone. The team of trackers were
puzzled and startled by what they were finding out. What were the Red Chinese
doing here? They were suspected of strange bombings and murders---an on-going
campaign to punish the U.S. on their OWN SOIL for causing Red China to
intervene in the Korean War and suffer huge casualties.

With the coming of Chairman Mao, a wave of young, clever Chinese supposedly
ran away to the U.S. They were ordered to penetrate. Many were from families
that became wealthy in the dope traffic through major cities like Shanghai.
To counter the dopers, Chairman Mao did not bother with legalities. He
claimed the ruling families and their crimes were already too well known.

On the Internet, being first to market with a recognizable product name or
service - or simply an idea - can mean instant riches. This creates a
unique
conflict of interest for regulatory officials who sometimes decide who
gets
this vital first-mover advantage, or in some instances, go private
themselves and move to the head of the line.

Take the case of former Postmaster General Marvin Runyon, who oversaw the
regulatory process for online postage. Mr. Runyon decided which companies
could bring products to market, and then conveniently dealt himself stock
options worth a cool $3.8 million after leaving the U.S. Postal Service to
become a director of Stamps.com .

The instant wealth of public officials who become dot-com millionaires
should alarm taxpayers. We rejoice in the success of true entrepreneurs
who
legally and honorably apply skills and name recognition gained in public
service to make their fortunes. But the possibility of self-dealing
privatizations as the Internet economy forces independent government
agencies and public corporations to undertake radical changes could mean
that taxpayers - who capitalized these agencies and are effectively the
shareholders - could get the short end of the stick.

In Russia, politically appointed officials have all too often looted
formerly state-run corporations denying these enterprises both the capital
and the responsible executive leadership they need to remake themselves.
Most Americans believe such a thing could never happen here. They are
wrong.

The U.S. Postal Service (USPS) is first and foremost among public
corporations that must evolve to exist in a world where e-mail and
electronic payments are essential tools of business. Under Mr. Runyon, the
USPS was cleaned up but was not radically restructured.
The USPS has a labor problem. It cannot survive without ongoing taxpayer
subsidies, both direct and indirect, unless it finds some way to reduce
the
labor subsidies that represent some 75 to 80 percent of its cost
structure.

It must streamline the antiquated work rules that constrict it. It must
realign itself to handle the flood of new delivery tasks that are
supplanting, though by no means eliminating, traditional first-class mail.
In short, the USPS must become more like a business.

This transition is unlikely to occur while the USPS remains a
quasi-governmental enterprise that regulates and competes with private
companies offering delivery-related e-commerce services. The case of Mr.
Runyon and Stamps.com is an unseemly, even if currently legal, example of
the treacherous conflicts of interest inherent in regulating the e-world.

More worrisome, though, are plans the USPS is quietly floating to move
into
competitive e-commerce and electronic payment services through a private
subsidiary, which it would own and could eventually float, on the IPO
market. Real privatization of the USPS is a good thing. But a Runyon-style
privatization in which managers walk off with valuable properties and the
unreformed company becomes a moribund wreck without the means to revive
itself would be a disaster. Taxpayers, consumers, and the public have too
much at stake to let this happen.

The recently announced postal rate increase is a scandal in itself and one
more case of how the USPS wishes to have its cake and eat it, too when
market forces are concerned. Calculations by economist Thomas Duesterberg
show that the price of a first-class stamp has quadrupled in nominal terms
(a-real increase of about 10 percent) since 1970 while the cost of other
communications technologies has plummeted.

To the extent technology has improved efficiency at the USPS, a study by
Professor Rick Geddes of Fordham University and the Hoover Institution
shows
that due to lack of competition, economic gains have been retained within
the USPS in the form or higher wages and benefits rather than passed on as
savings to the consumer.

If the Postal Service is ever to become a dot-com company, exposure to
competition without special privileges should be one of the ground rules.
Another should be that postal privatization does not mean wealth for
managers and political insiders while postal workers performing an
essential
service remain wards of the state.

Postal reform legislation now in Congress makes good headway on the
problem
of USPS competition with the private sector. It also explains what a
private
law corporation owned by the USPS should look like and what protections
must
be in place for the taxpayer. Taxpayers should give these reforms two
cheers
but keep close scrutiny on the process. Over the years, taxpayers have
invested countless billions in the USPS. They must not permit this
investment to be undercut by a dot-com offering that leverages the USPS
name
but leaves the underlying reality unchanged.

 New Futures Ahead: Genetics or Microvita?

The future might be just what we think it will be.



 The conventional view of the future assumes that life will keep getting
better. Income will go up, houses will increase in value, new technologies
will make life better for all, even if in the short run some of us have to
retrain. To be sure, there will be difficult times, but problems will be
solved, either through government or business. OECD nations will remain fair
societies, which take care of their most vulnerable members.

This incremental view of the future is challenged by some who say we are
coming into a post-industrial post-modern, knowledge economy. Indeed, this
is a time of many posts, meaning that the new era is being created, its
outlines not yet clear, the institutional arrangements (what will government
look like, who will watch over whom) still being sorted out.

Deeper changes

But perhaps the transformation is even deeper, challenging not just
industrialism, but the entire rise of capitalism and of Western
civilization, the Colombian era.

Nano-technologies and artificial intelligence might make production on a
scale never before possible. Of course, these technologies are not yet
on-line but we are seeing hints of a society that challenges the idea that
poverty will always be with us (well at least because of technological
reasons).

Smarter markets will soon be possible. Here all products can be bar-coded
with complete pricing details (how much the Indonesian worker was paid, how
many trees were cut down, how much the middle-man made), allowing consumers
to vote with their dollars. Standards will not just be the products
physical quality (what it looks like, is it safe and safely made) but also
its functional quality (how well it does what it claims to do) and its
ethical quality.

In this way, the Internet could level the inequalities of capitalism,
creating a giant peoples market. Capitalism could also transform through
anotherglobaldepression, once the speculative bubble of the financial
markets bursts.

Multiculturalism will also play an important role, perhaps shattering any
notion of one culture, one state, one knowledge system, one view of science.
How will nations organize this gaia of civilizations; this ecology of
different world-views?

The nation-state as the sole holder of power has entered a terminal process
(even if the passport office retains its power to deport). Whether it will
take 50 years or a hundred, we know well that revolutions from below
(non-governmental organizations), revolutions from above (international
institutions), revolutions from capital (globalism), revolutions of culture
(new ways of seeing self and other, of boundaries) and revolutions of
technology (air travel, the Net) all make the nation-state deeply
problematic. Of course, the Milosevics, the brahmins and mullahs wont
disappear. With no place to hold onto, they will fight until the bitter end,
hoping that enough of us will retain our patriotism (and be willing to kill
for it). They will hope to transform the quite legitimate concerns of
individuals fearing change, corporate control, foreigners and loss of jobs
into a politics of exclusion, of attacking the other.

Governance

What world might result from these historical revolutions in governance?
There is a range of possibilities. One alternative is that one religious
system dominates, creating a world church, temple or mosque. A second option
is that one nation dominates, creating a world empire. The former is
unlikely, as reality has become too fragmented. Neither Christians nor
Muslims (or Buddhists) are likely to convert en masse tomorrow, even if
Jesus, the Madhi, or Amida Buddha return. The problem of recognizing God is
not likely to be solved in the year 2000, even if the Redeemer does return.

The second option, world empire, is difficult given the democratic impulse.
The only nation currently vying for the job is caught by its own democratic
language. Disney and Microsoft are more likely victors than the US State
Department, despite what conspiracy theorists in Belgrade, Baghdad, Beijing
and Kuala Lumpur believe.

But can the world capitalist economythe third alternativedefine identity?
It has flourished because the economy has been global, expanding, while
identity has been national, fixed, as has politics. With the nation in deep
trouble, can a world economy with national politics continue? Localist

the "American Beauty" got a lot of oscars - I don't know if the film had
earned them - I (as a German) enjoyed the film very much but it has a lot to
do with the death penalty. I sat at the end in my chair in the cinema and
wondered who would get the death penalty: Let me give a short summary -
The man told the last 10 months of his life. He spoke about his pseudo
perfect home, his wife, who refused to make love with him at the 4000 $
sofa - there could come "dirt" on this perfect thing ...
His teenager daughter refused to speak with him ... his chief at work told
him he's not efficient enough - and than he started to throw away his
perfect home - he started to jog again, he threw he's work away by telling
his chief what he really is - ... - and he got a lot of money from the chief
because he knew that the chief spent a lot of his work time in a whorehouse
...
he started to work by selling pommes in Mr. Smiley's  - the best was that
they sold the pommes with smiley ketchup  - he started to smoke grass and so
on, but he developed himself a lot - he learned to talk with the people, he
had fun ...
his wife, too, she found a new lover, but unfortunately they both decided to
buy pommes at Mr. Smiley's ... and after that nice meeting - the lover
decided his love was gone ... the poor wife sat in her car and listened to a
cassette on which somebody told her what she should do to be never a victim.
She had bought a pistol and now she sat in tears in her car and tried to
decide if she should kill her husband or not (capital murder for sure,
because planned ...)
The dealer who sold the grass to the husband was the neighbors son and his
father was checking him day and night - and because he didn't want to tell
his father (an Army officer) that he uses drugs he told him that he made
love with the neighbor for money - the Army officer couldn't deal with it
and hurt his son very hard and threw him out of the house. Then he went to
the neighbor - and tried to kiss him by himself (the American pseudo moral -
seeing Clinton and his doing in his office) and the neighbor told him - I
don't like it - he went back at home - and came back with a gun and shot him
in the head - but the main actor, the narrator was so peaceful as he died
and without any revenge after the death and just in the moment the trembling
wife came in and recognized that somebody else had committed the crime - she
thought so much about ...

whom of the actors they'll send afterwards to death row - the wife, the
dealer, his daughter because there exists a video about her asking for
killing her dad ...

  about alien life.

  Even a discussion of the blunders of Hollywood screenwriters, who often
  completely ignore obvious science and common sense, can be instructive
  for guiding our thoughts about extraterrestrial life.

  We'll sample images of aliens from science fiction books and movies and
  see how these compare to the changing ideas of scientists involved in
  astrobiology and SETI (The Search for Extraterrestrial Intelligence).

  This look at our evolving ideas about aliens provides a window on the
  history of human conceptions about the universe and our role within it.

I guess you could say better late than never. I would also like to think
it may have been motivated by my earlier post. This same timing occurred
last month on a similar event. Who knows, we're all just kind of guessing.

A "halo" type CME occurred yesterday at approximently 06:36 UTC. Could
this have been the cause of the many reports of disturbance with cell and
land base phones, televisions, satellites, radios, and computers? My guess
is a resounding YES!

Flares and CMEs Report

*A total of 5 C flares were recorded on March 29. Region 8936 produced a
C4.4 flare at 18:47 UTC.

*A full halo coronal mass ejection with a backside origin was observed
after 11h UTC in LASCO movies.

*The background x-ray flux is at the class C1 level.

Aurora Watch Cancelled: Conditions for high-latitude aurora were favorable
during the midnight hours of March 29-30 (Universal Time). For more than 5
hours on March 29 the interplanetary magnetic field in Earth's vicinity
developed a southward component, creating a weak point in Earth's
magnetospheric defenses against the solar wind. Also on March 29 the solar
wind velocity rose from 300 km/s to more than 600 km/s. These factors
combined to trigger high levels of geomagnetic activity. However, the
interplanetary magnetic field has turned northward again and NOAA space
environment satellites show that auroral activity is declining.

Solar Spotlight: On March 29, 2000, the orbiting SOHO spacecraft recorded
a "full-halo" coronal mass ejection (CME). Full-halo CMEs are massive
bubbles of hot gas that travel either directly toward or away from Earth.
As the eruption expands
it appears to completely envelope the Sun like a halo.

When CMEs hit Earth's magnetosphere they sometimes trigger spectacular
aurora. Today's CME  exploded on the back side of the Sun -- it is not
headed for our planet.

Japan's Mount Usu Erupts...03/30/00

Date, Japan  - Hot rock rained down and a column of ash and smoke rose
over the snowy countryside as the Mount Usu volcano erupted Friday on
Japan's northernmost main island. There were no immediate reports of
injury.

Experts monitoring seismic activity had predicted the eruption, and had
already evacuated more than 11,000 residents from homes at its base.

Roughly 51,000 people live in this town and two others near the 2,416-foot
mountain, 475 miles north of Tokyo. The eruption came just hours after
roads began cracking from growing fissures on the flanks of the
snow-capped mountain, early signs of the magma swelling below the earth.

Experts had warned residents that a major eruption could come at any time.
The magnitude of this eruption wasn't immediately clear. The appearance of
fissures was seen as particularly ominous. The meteorological agency
issued an emergency warning earlier Friday to announce that cracks on the
mountain are increasing in number and growing in length, splitting roads
in some cases.

Intense earthquake activity went into a fourth day Friday. Thousands of
quakes have been registered around the montain..

On Thursday, observers aboard a military helicopter found that magma had
pushed open cracks on the volcano's western
slope and near its base Thursday. One fissure on the western slope
stretched 100 yards.

Worried that an eruption would melt the snow on the volcano's flanks and
cause mudslides, authorities ordered the evacuation of 4,137 homes in this
town at the volcano's base and two others - Sobetsu and Abuta. Together,
the towns have a population of 51,300.

Sanitation was becoming a problem as residents taken to shelters were
unable to take baths, and everyday necessities were running low, said
Yoshio Nagasaki, mayor of Abuta.

"The longer the duration of the wait, the harder it becomes," he said.

The area is known for a scenic lake and hot spring resorts, but hotel
owners began turning tourists away Wednesday.
Residential areas near the volcano were deserted except for police cars
blocking the roads, town officials checking for stragglers and abandoned
dogs scampering about the streets.

In Tokyo, an emergency task force was set up at Prime Minister Keizo
Obuchi's residence. Some 3,000 army troops in Hokkaido were on standby.

Japan is one of the world's most eruption-prone countries, with 86 active
volcanoes, according to Japan's meteorological agency. The agency
describes an active volcano as one that has erupted at least once over the
last 2,000 years.

Mount Usu last erupted in 1977 and mudslides caused by eruptions that
continued into the following year left two people dead and destroyed
nearly 200 homes.

Experts said earlier that an eruption of Usu would probably be similar to
Mount Unzen in southern Japan in 1991, when several eruptions sent
avalanches of hot rocks sweeping down, killing 43 people and leaving
nearly 2,300 homeless.

Greenpeace Protests Proposed Route of the Baltic Pipeline System

Local Greenpeace supporters are warning that the long-awaited Baltic
Pipeline System, which is planned to pass north of St. Petersburg on
its way to the Gulf of Finland, will destroy an already ecologically
sensitive region and threaten the water supplies of the city if its
course is not changed. Greenpeace, whose local activists held a
protest in front of the headquarters of the federal government's St.
Petersburg offices on Tuesday, believes that an alternate route for
the pipeline, or BPS, should be chosen so that the fragile ecosystem
of the Karelian isthmus is not turned into an industrial zone, and so
that local rivers and forests are not endangered in the pipeline's
construction and use.

The 2,400-kilometer BPS is set to run between St. Petersburg and Lake
Ladoga on its way north, passing underneath the Neva, Volkhov, Mga and
Chyornaya rivers on its way to Primorsk, 150 kilometers from the city.
A port is due to be constructed there beginning in April, officials
from the Leningrad Oblast administration said Thursday, Interfax
reported. The start of construction of the BPS, which had been slated
for the end of March or early April, will be announced within a week,
said Fuel and Energy Minister Viktor Kalyuzhny on Tuesday. The
pipeline will give Russian oil direct access to the Baltic Sea for the
first time since the Soviet Union broke up in 1991, keeping inside
Russia revenues currently paid to foreign ports.

But Greenpeace says that the location of Primorsk was a bad choice
because of high winds, winter ice, a jagged coastline and shallow
waters, making it difficult for tankers to navigate safely. "We're not
against the project as a whole - we understand that for economic
reasons Russia needs to export its oil and gas through Russia and not
the Baltics," said Oganes Targulian, a member of Greenpeace's Moscow
office. "What we're against is that the pipeline will be built close
to local water supplies, directly endangering the city in the event of
an accident.

But Greenpeace may be too late to affect the pipeline's construction.
St. Petersburg officials deny that the project will be harmful to the
environment, citing their own ecological study attesting to its
feasibility, and questioning the late involvement of Greenpeace in an
approval process that has already lasted three years. "Any project
will always have an environmental impact, regardless of what it is,"
said Sergei Ermolov, deputy head of the State Environmental Committee
of St. Petersburg and the Leningrad Oblast. "If Greenpeace doesn't
like the pipeline, it should have gotten involved a long time ago and
come to our monthly meetings when we started discussing it."
Greenpeace maintains, however, that the government has been
particularly close-fisted in the last year with information about the
project, and has been trying to ram the BPS through its last stages
without public consent so as to avoid any outcry against the plan.

"Whenever we ask people what they think about the pipeline, the
majority of them answer that they know absolutely nothing about it.
Then when we explain it to them, they usually are astonished that
something so environmentally dangerous will be built," said Dmitry
Artamonov, chairman of the St. Petersburg Society of Greenpeace
Supporters, an independent group separate from Greenpeace
international. He also pointed out that officials have ignored the
State Environmental Protection Committee's 1999 impact study of the
pipeline, in which it recommended that alternative routes for the
pipeline be found. But local officials pointed out that the route
chosen for the pipeline was the best and most environmentally sound,
according to their studies. "The Leningrad Oceanic Research Institute
studied the plan for several years and concluded that Primorsk was the
most convenient for use as a port," said Sergei Gorbunev head of the
City Sanitary Control and Expertise Department, or Sanepidnadzor.
Construction of the BPS has been mired in difficulty since 1997 when
the initial decision to build it was made. The government only gave

Hong Kong Seizes Armored Vehicles Bound for China

SUMMARY

Hong Kong customs officials announced on March 30 the seizure of
five Soviet-era BTR-70 armored personnel carriers (APC) being
smuggled onto the mainland. The armored vehicles were discovered
on board a ship sailing from Naples, Italy to Tianjin, with stops
in Haifa, Israel and Singapore. There are several intriguing
aspects to the attempted smuggling and seizure of the vehicles.
Though the exact purpose remains unclear, Stratfor.com found that
the ship's operator is in fact a Beijing shipping company with
close links to the People's Liberation Army.

ANALYSIS

Hong Kong customs officials announced on March 30 the seizure of
five Soviet-era BTR-70 armored personnel carriers, allegedly
bound for Tianjin municipality, which borders the municipality of
Beijing. The armored vehicles were impounded, as they did not
have the proper import license for strategic commodities,
according to news reports. While on the surface it appears to be
a simple case of Hong Kong blocking the illegal transshipment of
military hardware, several aspects of the incident present
intriguing possibilities.

While the details remain unclear, the seizure is obviously
significant. At the extreme, it could signal preparations for an
attempted rebellion against Beijing, or a move by Hong Kong to
assert its autonomy from Beijing. It could also represent a
failed attempt at secret arms transfers through Italy to North
Korea, a simple crackdown on an already controversial shipping
company or a move by local Tianjin or Shanghai businesses to
create their own private security forces.

According to Hong Kong reports, the BTR-70s arrived in Hong Kong
at 8 p.m. local time March 29 on board the Xibohe, a Panamanian-
registered container vessel. The armored vehicles, reportedly
sold by a Ukranian company to a mainland Chinese firm, sailed on
board the Xibohe from Naples, Italy on March 10. The ship stopped
in Haifa, Israel and Singapore before arriving in Hong Kong. The
ship was apparently to travel from Hong Kong to Xingang, Tianjin
and then to Shanghai.

Customs agents found the BTR-70s when one was discovered already
unloaded from the ship at 2 a.m. on March 30; the other four
remained in plain sight on the deck. None of the armored vehicles
were equipped with weapons, and no other military equipment was
found on board the Xibohe, according to reports.

This is not the first case of Hong Kong seizing an armored
personnel carrier being shipped through its port facilities. In
August 1997, just a month after Hong Kong was reunited with
mainland China, Hong Kong authorities impounded a Chinese-made
WZ551 armored personnel carrier that had been on display in
Thailand. The manufacturer, North China Industries (Norinco), had
attempted to ship it through Hong Kong to its factory in China's
southern Guangdong Province without the proper papers. In
February 1999, Hong Kong Chief Executive Tung Chee-Hwa denied the
company's requests for the return of the APC.

The most recent incident comes less than a month after U.S.
Undersecretary of State for East Asian Affairs Stanley Roth met
with Tung in part to discuss efforts to end arms smuggling
through Hong Kong. Following the announcement of the seizure of
the five armored personnel carriers, a spokesman for the Hong
Kong Customs and Excise Department told reporters, "The
discovery...proves that Hong Kong is totally committed to the
implementation of an effective and comprehensive strategic
controls."

While Hong Kong is portraying the seizure of the BTR-70s as a
demonstration that it will not allow any form of smuggling,
particularly arms shipments, there remain two important
questions: who was importing the BTR-70s, and why? Ronald Au
Yee-Leung, head of Hong Kong Customs Ship Search and Cargo
Command, refused to identify to the press the operator of the
Xibohe, telling the Hong Kong Standard only that it was "a
well-established company ... not known to be involved in military
transportation." In an interview with Reuters, he again refused
to name the shipping company.

Upon investigation by Stratfor.com, however, the ship's operator
was found to be COSCO Container Line Agencies Limited, a Hong
Kong branch of China Ocean Shipping (COSCO). COSCO is in fact a
Beijing shipping company with close links to the People's
Liberation Army (PLA). While Au refused to name the operator of
the Xibohe, he did nothing

Depression and trauma await Elian in Cuba The following are
edited excerpts from an affidavit by Dr. Marta Molina, a
psychologist who worked in Palmira, Cuba, for 20 years. It was
filed in Elian Gonzalez's federal case.

I arrived to the United States in 1999 after soliciting political
asylum at the Cuban Interests Section in Cuba.

During my tenure as a psychologist at the Policlinico Docente de
Palmira, I counseled and treated hundreds of patients with
psychological problems that were directly related to, or affected
by, the mandates of the Cuban government. Many of my patients had
emotionally traumatic experiences as a result of their resistance
to the communist-ideology indoctrination.

My superiors routinely advised me that any problems involving
resistance to the communist ideology should be treated in such a
manner as to support the regime, regardless of the effect on the
patient. I did not adhere to this policy and whenever possible
counseled clients based upon recognized psychological methods.
Thus my superiors severely criticized me and kept me under
constant scrutiny.

I saw more than 500 children under the age of 16 who had serious
psychological problems as a result of their own disagreement
with, or their parents' refusal to indoctrinate the children in,
the communist ideology. These children's thinking was repressed,
and statements contrary to such ideology led to serious
discipline.

The form of discipline used by teachers and other authority
figures was that the children were silenced and reprimanded for
im- proper comments or behavior. This, in most cases, led the
children to regress and become inhibited, doubting their own
freedom of thought. As a direct result of disciplining and the
lack of proper counseling outside the mandates of the government,
the children often became depressed and underachievers. Children
who did not follow the communist ideology or had acted in-
appropriately toward the Cuban regime routinely were denied
permission to attend college or any other education institution
past the 12th grade.

Based upon my knowledge of the indoctrination policies and the
psychological counseling practices in Cuba, my professional
opinion is that if 6-year-old Elian Gonzalez is forced to return
to Cuba:

He immediately will be taken into seclusion to reindoctrinate him
in the ways of the communist ideology.

A blue bandanna will be placed around his neck, and he will be
ordered to swear allegiance to los Pioneros, the youth group to
which all children age 6 and above are required to attend and
undergo formal indoctrination. He will be ordered to swear this
allegiance: ``Pioneers for communism, we will be like Che.''

He will be counseled as to the sights and occurrences that he
witnessed in the United States, and he will be told that he
cannot recount to any person, whether a minor or an adult, the
things that he saw.

He will be indoctrinated to believe that in the United States he
was very unhappy and that the things he saw and did were not real
and were, in essence, a scheme to confuse him.

In school and other activities, he will be assigned a monitor (a
teacher or other authority figure) who will be by his side at all
times to control his statements and to correct him if he falls
out of sync with the communist ideology. If he does not
cooperate, he again will be secluded until further indoctrination
erases all memories of his stay in the United States.

He will be told that his mother was a traitor, commonly referred
to as a gusano (a worm), because she left Cuba illegally, and he
will be forced to repudiate her memory as a traitor to the
regime.

As with all of the other children whom I treated in Cuba -- and
because Elian has been exposed to the United States's way of life
for such a long period of time -- the indoctrination and
silencing of his thoughts and memories of the United States will
lead to depression and psychological confusion. This in turn will
result in severe psychological trauma, which will never be
properly dealt with, due to the instructions given to
psychologists in Cuba.

Elian May be a Pawn in Clinton-Castro Deal: Anchorman

Greg Craig, the high-priced Washington lawyer who came to
national attention defending President Clinton against Sexgate
impeachment charges last year, is now representing Juan Gonzales,
the father of six-year-old Cuban raft boy Elian Gonzales.

Some smell a rat, wondering if Clinton himself pulled some
strings to arrange for his pricey attorney to jump into the fray
-- on the side of Communist despot Fidel Castro, no less -- who
demands that the boy be returned to his dad.

Previously Clinton had taken an arms length approach in the
Gonzales dispute, assigning his Justice Department and
Immigration Bureau to the job of wresting the boy from his Miami
relatives.  But the sudden appearance of Clinton's personal
impeachment attorney suggests more direct presidential
involvement and raises a few questions.

Who's paying for Mr.  Craig's services, for instance?
(Certainly not the impoverished Mr.  Gonzales.)

Fox News Sunday anchorman Tony Snow says Castro himself is likely
picking up the tab -- and speculates that Craig's involvement is
part of an overall deal with the Cuban tyrant to help burnish
Bill Clinton's legacy.

Filling in for talk radio's Rush Limbaugh on Friday, Snow
theorized that Clinton supports Elian's return because the boy's
presence in America has thrown a monkey wrench into the plan:

"Remember when Nixon went to China," Snow told a caller.  "Maybe
Clinton is thinking, 'You know what I need to do?  I think maybe
it's time to do outreach to Cuba.'"

Snow observed that a spate of pro-Cuba stories appeared in the
press last year, suggesting that they may have been part of a
White House plan to rehabilliate Castro's image -- thereby
setting the stage for a diplomatic breakthrough, perhaps even
normalization of relations.

"All of a sudden along comes this kid, six year-old Elian
Gonzales, floating around on a makeshift boat off Ft.
Lauderdale and everything goes kerflooey," Snow said.  "So it
falls apart and the President says, 'Oh man, legacy; the legacy's
going away.  We've got to do something to get this problem out of
the way.  We got to get this kid back to Cuba -- so I can get my
ambitions back on track.'"

That explains Greg Craig's involvement, said the Fox News
anchorman:

"Maybe somebody just gets in touch with somebody at the Cuban
interest section here in Washington and says, 'We know you got
some problems. We're trying to work out these things.  Maybe you
ought to call (Greg Craig).  Maybe your government ought to pay
for it.'"

Tom Brokaw introduced the segment and Jim Avila reported.

NBC did report that at age 7 children lose their milk ration.
They get beef or chicken just once a month -- a food source
adults do without.

Still, no mention of children being taken -- forcibly -- into the
sugar fields to work on Fidel's plantation.  No mention of
Castro's massive abuse of rights -- imprisonment of political and
religious dissidents -- even journalists.

It's all OK, NBC'Avila tells us, because, quoting a Cuban mother,
"Material possessions don't mean anything without love."

Surely Uncle Fidel has much love for his plantation workers.

Avila did a fine job detailing how little money Cubans make --
something like $10 a month -- but then spent most of his program
explaining just how cheap it is to live in Cuba.  Bread is only a
cent a loaf!

But there were good things about Cuba.  Avila reports that Cuba's
educational system is the "envy of Latin America." No wonder
everyone is trying to send their kids to boarding school there!

There are so many applicants seeking to go to Cuban schools -- no
doubt -- students who don't get into Castro's Academy go to
Vietnam for prep school.

Of course, we are joking, but it is sad when a major American
news network shamelessly does Castro's public relations.

Avila ended his segment that in Cuba "life is hard, but not
impossible."

A fairer assessment might have been "Life is dismal and unfree.
Is this any place to send a young 6-year-old?"

ANOTHER CRIME FROM AMERICA'S TOP LAW-ENFORCEMENT OFFICER

IF there were one simple idea that saved Bill Clinton from being
expelled from office, it was the one he expressed in his angry
speech on Aug.17, 1998, after testifying before Kenneth Starr's
grand jury: The Lewinsky matter "is nobody's business but ours.
Even presidents have private lives. It is time to stop the
pursuit of personal destruction and the prying into private
lives."

On Wednesday, in a Washington courtroom, President Clinton was
found guilty of violating the private life of somebody else -- an
act he committed as part of his role in the "politics of personal
destruction" that so offended him when he felt himself its
target.

What the president and the White House did was release private
correspondence sent to him by Kathleen Willey, the woman who had
gone on "60 Minutes" to say the president had groped her in the
Oval Office in 1993. The letters were sent after the alleged
incident, a period during which Willey was recovering from the
suicide of her husband and was in desperate financial straits. In
one of them, she referred to herself as "your number-one fan."

Their release went a long way to killing the effect of the Willey
story, which had shocked the nation upon its broadcast in March
1998. It was a brilliant political move, but now U.S. District
Court Judge Royce Lamberth has said in no uncertain terms that it
was illegal. "The release of the Willey letters was a criminal
violation of the Privacy Act," Lamberth said.

Perhaps it goes without saying, but I'll say it anyway: This man
Bill Clinton is the chief law-enforcement officer of the United
States. So now, a year after Judge Susan Webber Wright fined
Clinton $90,000 for perjuring himself in the civil depositions to
which he swore in the Paula Jones sexual-harassment suit -- a
finding that will almost certainly lead to the disbarment in the
state of Arkansas of the chief law-enforcement officer of the
United States -- another judge has determined that he is guilty
of a misdemeanor violation of federal law.

The White House, of course, insists it did nothing wrong --
because it never does anything wrong, in case you haven't
noticed. These are the same legal eagles who told Al Gore that
the Pendleton Act of 1883 had "no controlling legal authority"
over him (possibly because they believe the vice president is
actually SuperLiar, a strange visitor from another planet with
powers and abilities to elude truth, justice and the American way
far beyond those of mortal men). Now these folks insist that the
Privacy Act doesn't apply to the White House either.

This is novel thinking. It is true that the Constitution features
a separation of powers between the executive and legislative
branches, but the laws that govern the nation govern the White
House and its personnel as well -- that's why they're signed into
law by the president.

The only way the Privacy Act doesn't apply to the White House is
if every piece of legislation passed by Congress and signed by
the president simply doesn't apply to the White House. That
would, of course, be just fine with the Clinton White House,
which believes it has unlimited power to slander, vilify, use
private detectives and lie without consequence.

Clearly, Bill Clinton believes himself beyond the law; he
practically said as much in response to the Lamberth ruling.
Releasing the Willey letters "was the only way I knew to refute
allegations that were made against me that were untrue. And I
think they plainly did that. And I would not have done it
otherwise."

Well, why wouldn't he have done it otherwise? He wouldn't have
done it otherwise because it was illegal, and he knew it was
illegal -- but he just didn't care.

And now the Clinton White House is going to run out the clock.
The Supreme Court will, almost certainly, declare that, yes, the
Privacy Act covers the White House. But that won't happen until
Bill Clinton is off groping somebody else. And by then he'll just
be a disbarred ex-president -- you know, just-plain-folks scum.

[CTRL] Movie review: The Skulls

Well, I saw this movie today, and was ready to expect either of two scenarios.  One 
was that they would paint the idea of secret societies as SO powerful and SO insidious 
that you simply could NOT believe they could be real and exert the power they do.  The 
other was a total whitewashing in the other direction whereby they really don't have 
the power people think they do.  It was more the former than the latter.
The movie was, of course, based upon the Skull and Bones, as you all know.  The 
allusions were obvious and everywhere.  There was even some mention of other secret 
societies, also with changed names, to protect the innocent no doubt.
I found very interesting the connections that were put forward.  The inherent nature 
of the thing, and that it was a life long obligation, were also interesting tidbits.
There was a subplot in the movie which was also of note (which I shall not talk about 
so as not to ruin it for those who want to see it).  The subplot has a bearing on 
things we discuss here daily and on plotics in general.
Overall I'd say the movie was pretty entertaining, and was not over the top, at least 
not too much.  I feel that people seeing this movie might be moved to accept that such 
societies exist and that they are powerful and capable of much.  It should hopefully 
shed some light where there is nothing but darkness and secrecy, and that can't be a 
bad thing in the end.

Why did the actions against the Serbs, especially those taken by NATO,
coincide
with important dates of Hitler's life How did the English betray Churchull,

The evidence is increasingly clear that the currents having Hitler as a
special
model in the campaign of conquering the world prevailed in the West. As a
confirmation of this assumption we will cite some of the impressive
examples of
manipulation with his ideas and name. The point is as follow: Important
events
directed against the Serbs recurred according to a plan precisely on the
dates
important for Hitler's cult of war and blood. Here are just a few cases
from a
multitude of these examples, recorded in the files of the Group 69.
 Under German pressure, European Union recognized BiH as an independent
country
on April 6 1992. On the same day(1941) Hitler began the attack on the
Kingdom of
Yugoslavia by bombing Belgrade.
 Germans began their first military actions after the World War Two by an
air
raid on Serbs, on September 1 1995. The paradox is in that being a socalled
antiwar day, marking the date from 1939, when Hitler began, by attacking
Poland, the bloodiest conflict in history The World War Two...
We expect that the examples we cite in the following text stir the publics
in
the West too. However, they will probably be even more upset by the
reasonable
and clear messages having began to arrive also from that another
supersensory
and spiritual side of reality. Those signs and portents show evidently who
moves
the hidden hand that supports and does the evil in the world.

The Cult of Hitler

The dark coincidences of the dates we spoke about reach eloquently their
black
climax right on the most important days in Hitler's life. The things are as
follows:
 The attack on Republic of Srpska Krajina (western Slavonia) began on April
30
1995. On the same day, on April 30 1945 (the Witch Day), Hitler committed
suicide.
 The results of the imposed elections in the eastern Slavonia and Croat
victory
in Vukovar were announced by the administrator Klein on April 19 1997,
right on
the eve of Hitler's birthday (on April 20).
So the Rebublic of Srpska Krajina ceased to exist. It was bitten into
tapped by
the occupation of the Western Slavonia, and finished by the disappearance
of the
eastern Slavonia. So the solution of the Serbian question began in the
night
of Hitler's death,(the Witch Night), and ended on the eve of Hitler's
birthday
(on Lazar's Saturday).
Like a mystical message from the higher levels, that thrilling way of
Hitler's
reviving went in a unnatural, reverse sequence from the night of his death
to
the date of his birth. With all the thisside and thatside consequences,
Which
are still to be manifested according to the heavenly justice, one thing is
certain: the West has solved the question of the state of Srpska Krajina
under
the black cloak of the greatest Antichrist the world saw so far Hitler!
But, this is just a beginning of the breathtaking surprises. After Krajina,
the
venomous sting proceeded to reach Kosmet. And it happens that one of the
cruelest frauds ever is taking place, but also a final disguising of that
unclean mind that stands behind the mundane crimes.

On the same day when the official end of the Srpska Krajina was publicly
announced, April 19 1997, Lazar's Saturday, the question of Kosovo was
raised on
an international meeting in Wiena. And this is the already known day on the
eve
of Hitler's birth. I was on the eve of the Witch Night and anniversary of
Hitler's death, on April 29 1998, that a decision was made in Roma,
regarding
Kosovo, about new introduction of the sanctions against the Serbs. The
sanctions
began to be applied on May 9 1998, the day of victory over fascism.
And now comes a climax of the black mass the West and NATO celebrated to
the
glory of Antichrist Hitler.
On the March 24 1999, the western politicians began the war against the
Serbs
because of Kosmet, and so began publicly the Third World War and the First
World
AntiChristian War.
The secret of this date, its connection with the cult of Hitler and
obsession by
the mark of the beast is revealed by Winston Churchill(1) in his memoirs
(Vol.
I). Look carefully at this beyondtime proof that in addition to the
tangible
plans and planners, the influences from the spiritual world also copy
themselves
onto the earth. On the page 66 Churchill writes:

re your last point as to who might be the REAL Israelites? Well, that
depends on which group of Jews is allowed to excommunicate the
other. Paul/Saul continued to call himself the "Jew of Tarsus". After the
crucifixion of Jesus Christ there was an immediate schism among the
Jews. Some were Pro-Christ and some were Anti-Christ. Jesus Christ,
Himself allowed no middle ground, saying, "You are for me or against me".
You have posted yourself, J2, that this differentiation of Pro-Christ and
Anti-Christ Jews is valid and that it is Anti-Christ Jews who dominate
Israel etc. So I didn't make this up or infer it. You agree that
Anti-Christ Jews is a self-description of a segment of the "global
village". I guess it is pretty obvious. I mean just ask Barak et al if
they are Pro-Christ or Anti-Christ Jews and what will they say?
   Over time, the Pro-Christ Jews stopped calling themselves Jews. By
analogy few Englishmen today call themselves Anglo-Saxon. The phrase
evolves into disuse. But the Pro-Christ vs. Anti-Christ Jews issue
resurfaces (history repeats itself) with "Jews for Jesus" and similar
converts who say they are 100% Jewish still and 100% Christian. Which side
do the Grahams, Falwells, Robertsons and Van Imps weigh in on mindful that
Jesus Christ Himself disallowed fence sitting? I think it is becoming ever
more clear that these are supporters, not only of Anti-Christ Jews but THE
Anti-Christ because they have willingness to spell out the culture x
(society/nation/civilization) which does "all for the glory of God". (I

MASTERS OF DECEIT: KOSOVO AND THE MEDIA
The media told us that a reenactment of the Holocaust was going on in Kosovo,
with the Serbs in the role of the Nazis and the Kosovar Albanians standing in
for the Jews  and that was a lie. For it turned out that approximately 2,108
persons from both sides were killed in the pre-bombing phase of the Kosovo
conflict  approximately the number of Serbs who have been kidnapped and killed
since the "liberation" of Kosovo. The media told us that the Kosovo Liberation
Army (KLA) was the Albanian equivalent of George Washington and the Founding
Fathers, who were waging a righteous war against their Serb oppressors  and
that, too, was a lie. Now even American reporters  during the war willing
instruments played expertly by NATO  are forced to report the truth: that the
KLA is now engaged in "cleansing" the last Serb from what is now an almost
ethnically and religiously "pure" Albanian Muslim state. The media told us that
the Serbs had developed a systematic "plan," enigmatically known as "Operation
Horseshoe," to eliminate all Albanians from Kosovo, either by killing them
outright or else driving them out of the country, which the media  in this
country and abroad  reported as fact. Now we know that this tall tale should
have been called "Operation Horseshit," because there was no such plan. While
our own legislators in Congress haven't got the smarts or the balls to raise
the issue of "who sold us on Kosovo?", German deputies are calling the NATO-
crats on it, including some from the pro-government pro-war Green Party.

AUTHOR, AUTHOR!
The media did not simply allow itself to be deceived  they were active
participants and the authors of this deception. Journalists were not only
willing instruments of NATO but functioned as a kind of Greek chorus for the
most extreme wing of the War Party: during the latter stages of the conflict,
they ceaselessly and shamelessly bombarded officials with different variations
of a single question: "Isn't it time to bring in the ground troops?" Now that
the truth, or at least some of it, is beginning to come out, are they fessing
up to their role as the courtier press, and beating their breasts with a
thousand mea culpas? Of course not.

THE NERVE
Not only are they refusing to acknowledge their pernicious role as frontline
soldiers in NATO's war on the truth, but they actually have the nerve to take
umbrage at their postwar critics, such as Philip Knightley, who has called the
Kosovo war "a disaster for journalism." During the war, Knightley  the author
of The First Casualty: The War Correspondent as Hero and Myth-maker, which has
just come out in a new edition including sections on the Gulf War and Kosovo 
saw through the barrage of propaganda and predicted that we would arrive at
precisely this pass:

"The theory at briefings is simply (to) appear open, transparent and eager to
help. Never go in for summary repression or direct control; nullify rather than
conceal undesirable news; control the emphasis rather than the facts; balance
bad news with good and lie directly only when you are certain the lie won't be
found out during the course of the war. Looking back on history we see that
these sorts of lies often don't surface until too late to make any difference
to the outcome. Five, 10 years or 20 years later you suddenly discover the
people you trusted to tell you what was happening were lying to you."

DOWN THE MEMORY HOLE
Knightley recently appeared before the Freedom Forum, a gathering of
journalists sponsored by a group devoted to maintaining the integrity of the
news media and its independence from governments, where he made his "disaster"
comment  to a storm of protests from a mob of government toadies masquerading
as the Fourth Estate. "I'm afraid truth was the first casualty in the reporting
of the war in Kosovo, as it is in every war," said Knightley, warning that
unless journalists developed some form of institutional memory to remind them
of the lessons learned in previous wars, his was a "gloomy assessment of the
future of war reporting." Michael Jermey of Britain's ITN had the temerity to
stand up and declare: "I think, in the Kosovo conflict, television journalists
from a lot of organizations did some very good work trying to get at the
truth." This from the representative of a "news" organization that not only
falsified reports of an alleged Bosnian "concentration camp" with its infamous
"Photo that Fooled the World," but launched a malicious campaign to silence its
critics and cover-up its own complicity in the selling of an immoral and
increasingly disastrous war. Are we to be spared nothing? The report did not
mention whether Jermey said it with a straight face. But I am willing to bet

  Director, Stephen Strauss, an NIH virologist, is reputed to be a serious
  researcher.  In addition to such CAM gurus as Dean Ornish and Andrew Weil,
  there was the usual parade of grateful patients: "I was a shattered woman"
  one testified, "angry at God."  Then she discovered Herbert Benson's Mind-
  Body Institute and had a baby. Benson wants studies of the placebo effect,
  to show how the mind heals the body, but Harkin wants to discard the term
  "placebo effect."  "It's real medicine," he insisted.  The next Specter-
  Harkin goal?  Complementary and alternative medicine in the curriculum of

Let's pull the plug on the SEC's
automated Web snooping scheme

WASHINGTON, DC -- A plan by the Securities and Exchange
Commission to scan the Internet for "suspicious" words and phrases --
and maintain a secret database of the results -- is an electronic
"stop-and-frisk" that will treat innocent Americans like financial
felons, the Libertarian Party warned today.

"Under this plan, anything you say electronically can and will
be used against you in a government database," said Steve Dasbach, the
party's national director. "The SEC says it has 'zero tolerance' for
financial fraud, but this proposal proves that the commission has zero
tolerance for privacy, Constitutional protections, and the concept of
being innocent until proven guilty."

This week, the SEC admitted that it was in the process of
creating a multi-million-dollar surveillance system that will
automatically scan websites, Internet message boards, and online forums
for language that could indicate financial or stock fraud.

The SEC's automated web "crawler" would search for up to 40
words or phrases like "get rich quick" or "make money now," collect the
e-mail addresses and names of people posting such messages, and then
store that information in a database for possible investigation and
civil action.

Such a surveillance scheme is allowable, argued SEC assistant
general counsel George C. Browne, because "the Constitution doesn't
give people the right to use the Internet to commit fraud."

But, countered Dasbach, "The Constitution doesn't give the
federal government the right to scoop up information about individuals
without reasonable suspicion of wrongdoing, and dump that information
in a secret database without their knowledge or consent."

Libertarians oppose the SEC scheme for several reasons, he
said:

* It secretly monitors the lawful actions of millions of
innocent Americans in an effort to catch a few crooks.

"A basic premise of American law is that you are innocent until
proven guilty," said Dasbach. "Under this SEC plan, you could be
monitored and investigated without any search warrant, suspicion of
wrongdoing, or criminal charges. For example, if you mention on an
Internet forum that you bought a government lottery ticket in an effort
to 'get rich quick,' you could be tagged by the SEC as a potential
swindler."

* It may constitute an unconstitutional "search."

"The law is murky on this topic, because the courts have not
decided exactly what the Internet is, or what constitutes a digital
search," admitted Dasbach. "Is it like a telephone, in which case the
SEC would need a warrant to spy on you? Or is it like a discussion in a
public square, in which case the SEC can eavesdrop at will? But given
the government's long history of violating civil rights and privacy,
Libertarians would argue that the Internet deserves the most robust
Fourth Amendment protection possible -- and the SEC's plan deserves
zero tolerance from the courts."

* It may violate the federal government's own Privacy Act.

"Under the Privacy Act, Americans have the legal right to
correct false information about themselves in a government database,"
noted Dasbach. "But under this SEC plan, you won't be informed that
information has been collected about you and put into the SEC's
investigative database. You could be in their files as a potential
financial felon -- and not even know it."

For all these reasons, the SEC should scrap its automated
snooping scheme, said Dasbach.

"SEC bureaucrats should pull the plug on this automated
webcrawler, and let it crawl off and die," he said. "Instead of spying
on innocent Americans who want to get rich quick, this high-tech
surveillance scheme should get canceled quick."

that if they want anything, need anything, acquire anything or
capitalize on anything that they are not efficient- to not be
efficient is to be less than perfect.  That they
should feel guilty about doing so - unless they are willing to
give it to someone else.  At the same time they are required to
support the state and that supporting the state means that
no one else can  be ahead of them - which means that a
communist state will devolve and stagnate on it's own -
it has to take from outside sources to stay alive.
Communism is an ant type society that has to have a
large number of workers to keep each queen alive.
The difference is that the queen is productive and
the workers are self sufficient.

A King, Queen, or Emperor has to be willing to
fight on the front line and in some wars if
the countries head person was taken or killed
that country lost.  Why?  Because they represented
the country.
Would Hitler or Clinton or Bush be such that
independent people that knew them well would
follow them, trust them?
The only ones that would willingly follow
these kind of people are the ones that are/were
afraid of getting screwed by

STAMFORD, Conn. Business machines giant Xerox Corp. said
today it was cutting 5,200 jobs, or 5 percent of its work force,
saying it can "no longer operate business as usual and expect to
win."
Struggling with stiff competition and a difficult reorganization
of its sales force, Xerox said it was narrowing its focus to two
core markets: business machines such as copiers for home and
medium-sized offices, and larger documents systems for big
corporations.
It plans to charge $625 million against earnings in the first
quarter as a result of the restructuring.
Xerox president Rick Thoman said the marketplace has changed
from the days when Xerox was a leader in photocopying technology.
"While these are difficult actions for our people, Xerox can no
longer operate business as usual and expect to win,'' he said.
"We're intensifying our drive to become a faster, leaner and more
flexible enterprise."
The cuts were not unexpected. Xerox said in January that an
overhaul was coming, and analysts this week had predicted job cuts
and a restructuring charge in the neighborhood of $500 million to
$900 million.
Today's announcement is Xerox's fourth major restructuring in
the last decade. In 1998, the company took a $1.1 billion charge
and cut about 9,000 jobs in another reorganization.
Xerox said none of the cuts in the latest overhaul will affect
its sales or research and development efforts. The charge includes
about $175 million for closing facilities and scrapping some of its
inventory.
The company said the cuts would affect all levels and geographic
areas. Details will need to be hashed out among business groups,
unions, government and local leadership, the company said.
"Over the past two years, we have made progress in improving
productivity and reducing general and administrative expenses. But
we need to go further," Thoman said.
The company's profits fell 52 percent in the fourth quarter, to
$294 million, or 41 cents per share, compared with $615 million, or
84 cents per share, a year earlier.
Revenues in the quarter fell 6 percent to $5.44 billion from
$5.79 billion a year ago.
The company has said it expects to see another decline in
earnings in the first quarter, which ends today.
Specific steps the company plans to take include:
Streamlining production, including moving factories to areas
where certain products are most in demand.
Consolidating warehouses and distribution centers and
eliminating backed-up inventory.
Improved customer service.
Combining support services for marketing, finance and human
resources.
Improving Internet-based communications and support both
inside the company and for customers.

MiD-EasT RealitieS - Washington - 3/30:

The Minister of Education -- from the liberal Meretz Party -- wants to allow
the teaching of a well-known Palestinian poet in Israeli schools.  He is declared
a traitor by the leading Rabbi of Shas, another major party in the same coalition
goverment of former General Ehud Barak.  Then the Attorney General of the same
government opens a criminal investigation against the Rabbi for possible "incitement".

In another development the Israeli Supreme Court issues a narrow ruling saying
"Israeli Arabs" can live in a place where only "Israeli Jews" were allowed to
live before.  But of course this is the same Supreme Court that claims to have
outlawed "torture" in the past; yet somehow those in charge always find loopholes
and in the end things haven't changed nearly as much as some would like the world
to think.

Now one more "amazing admission" in a sense form the Israelis themselves -- that
some land should be given back to the villagers who formerly owned it back in
the time when Israel was created.  The following article appeared this week in
the New York Times about a decision by Israeli Interior Minister Natan Sharansky
to "restore" to the Arab village of Kufr Qasim 250 acres of land expropriated
for the exclusive use of Jews in the 1950s.  Kufr Qasim is well-known to historians
-- it was the site of a notorious massacre of dozens of villagers by Israeli
forces led by the current leader of the Likud Party, Ariel Sharon, in 1956.

Objecting to this possibly precedent-setting decision, the mayor of the Jewish
town to which the land was given spoke more truth than perhaps he intended.
Of the Palestinians who never gave up the struggle to return their land, the
mayor said:

"They're asserting historic rights, but if we accept this claim the whole country
will be theirsThe whole ideological basis of setting up a Jewish state is
slipping away."

If there ever was an admission that the Zionist "ideological" basis for Israel
is the theft of land from its original owners, this simple quotation seems to
be it.   And it's all the more ironic when Israelis themselves object to someone
asserting their "historic rights" when in fact Zionism itself is grounded on
claims precisely based in "historic rights."

Of course the history of the past half-century also is such that the prospects
for basic changes in how Israel operates are not very substantial, even when
a government official steps forward to address one particular wrong or a legal
decision is handed down that seems to contradict the very fabric of Israeli laws
and regulations. Israel has a long history of attention grabbing announcements
which never materialize in reality or which are put into effect in extremely
marginal and limited ways more for "show" than anything else.

Additionally, none of this should obscure the basic fact that the ongoing "peace
process" with its Jews-only "by-pass roads", Arabs-only "free-passage roads",
and hodge-podge of zones this and that and restrictions for here and there is
designed to legitimize the overall dispossession of the Palestinians of most
of their lands and resources; and that Israeli settlement "thickening" and "normal
growth" throughout the occupied territories still actually continues to this
day.

But even so, the contradictions and cracks in the very fabric of how Israeli
law and custom currently define right and wrong in the area once known as "The
Holy Land" (the actual expression Ehud Barak used upon first greeting the Pope
earlier this month") should be understood and appreciated.

ADJUSTING AMERICA
The Structural Adjusment Programs Imposed by the IMF  the
World Bank Are Hitting the U.S. too!


There is enough evidence on how policies of the World Bank, International
Monetary Fund (IMF) and the World Trade Organization (WTO) have come to
connote colonialism and a dominating world capitalist system for the Third
World. The unregulated flow of global capital has placed the fate of
developing economies at the mercy of Wall Street traders. However, nations
of the South are not the only victims of this process. There is also a
"South" in the North-right here in the United States, that is being harmed
by domestic policies of the U.S. government, such as the 'Contract With
America' and the 'welfare reform.' These policies are part of the same
package of policies imposed by the World Bank and the IMF on developing
countries.

With the rise of "neoliberalism" on a worldwide scale, the Third World
countries have faced rampant privatization and the removal of barriers to
trade via structural adjustment programs imposed by the World Bank and the
IMF. In the U.S., supply-side economics, or 'Reaganomics' have continued
unimterrupted under Bush and Clinton administration. In England it was
called "Thatcherism" but has continued virtually uninterrupted under the
"new Labor" government. Regardless of where it has taken place, the
onslaught has been remarkably similar: debts and deficits accumulated
through military overspending and tax cuts to the rich are being repaid on
the backs of the poor, women, immigrants, people of color and workers.

Though a triumphant view dominates media coverage of the U.S. economy, but
never before poor working families have been forced to wage their daily
struggles amid pervasive chatter about unprecedented prosperity. In both
rich and poor nations, dislocations from economic and corporate
restructuring, and from dismantling the institutions of social protection,
have resulted in greater insecurity in jobs and incomes.


The 'Third Worldization' of America

The double squeeze by corporate America and a U.S. government catering to
corporate interest, has forced Americans to give back quite a bit. For
example:

. Despite glowing media reports on our booming economy, as estimated 46
million Americans, nearly 17% of the population, live below the poverty
line.

. The top 2.7 million people have as much income as the bottom 100 million.
In other words, the richest 1 percent of Americans is projected to have as
much income as the bottom 38 percent. Wealth is even more concentrated, with
the wealthiest 1 percent of households owning nearly 40 percent of the
nation's wealth. The bottom 80 percent own just 16 percent of the nation's
wealth. To further widen this inequality, CEOs of U.S. corporations pocketed
419 times the average wage of a blue collar worker in 1998.
 . According to the Report on Household Food Security put out by the USDA in
1999, an estimated 36 million Americans in 10.5 million households do not
have access to adequate food.

.  The strong economy, celebrated by administration is not reducing hunger
because even though more households are in workforce, their take-home pay is
not enough to feed their families. A full-time worker at minimum wage earns
$9,512 a year. For a family of four, that puts the family income well below
the federal poverty line of $17,072.

. A survey of 26 cities released in December 1999 by the U.S. Conference of
Mayors shows that hunger and homelessness has grown unabated, despite an
expanding national economy. Among 2 key findings of the 1999 Status Report
on Hunger and Homelessness in America's cities, demand for emergency food
related assistance during 1999 grew at the highest level since 1992 (18
percent over the previous year), and demand for emergency housing related
assistance grew at the highest level since 1994. 21 percent of requests for
food are estimated to have gone unmet.

. The government has responded to this crisis by passing legislation such as
welfare reform which has resulted in 11 million families, including 8
million with children, losing their income. This happened when total federal
spending for food programs before welfare reform was only 2.5 percent of the
federal budget. More than half of the $54 billion in welfare cuts are coming
from food stamps that 25 million poor Americans depended upon. Over 80
percent of food stamps go to families with children. This has resulted in
increased hunger.

. In 1997, Second Harvest, the country's largest chain of food banks
provided food for almost 26 million people, nearly 10 percent of America's
population. Even then it had to turn away 2.3 million people. To compensate
fully for the government cuts, each of the 350,000 churches in the U.S.
would have to contribute an additional $150,000 and many churches do not
have a budget this big. To make up for the shortfall, the non-profit sector

 MER EDITORIAL:  ISRAELI REPARATIONS FOR LEBANON?

Once again, the Americans keep fronting for the Israelis.  Bill Clinton might
as well be a paid lobbyist for the Israelis the way he conducts U.S. policies
in the Middle East.

Now the Americans are joining the Israelis more than ever in pretending that
it is the Syrians who are holding things up.  Indeed, the Americans are already
letting it be known that they will back the Israelis in attacks on Lebanon and
even on Syria unless everyone plays ball and lets the Israelis leave their occupation
zone in Lebanon as if nothing has happened these past 20 years.  And let's not
forget Iranthe Israelis still have it in mind to take down Iran's nuclear
and ballistic missile programs if they can just find an excuse and a way.

The fact that the Syrians are simply insisting, as they always consistently have,
on fulfillment of U.N. Security Council Resolution 242; and the fact that the
U.S. deceived the Syrians back in 1967 which lead to Israel's capture of the
Golan Heights in the first place; and that fact that today's Israeli Prime Minster
secretly pushed for war to destroy Syria back in the 80s -- well it seems nobody
is too eager to discuss these matters.  It's a lot easier to just blame it all
on Hafez Assad for not being "flexible" -- which translated from the diplomatese
means for not caving in, so far, to American/Israeli pressures and threats.

  PITY THE ARABS

Of course the Arabs have themselves to blame for so much.  Their public relations
efforts remain primitive.  They remain divided from each other and infiltrated
by their enemies.  They are everywhere led by corrupt, repressive, dictatorial
and barely competent regimes, many of which have been Western client-regimes
on the take for decades -- especially the Saudis and the Jordanians.  And at
the end of the day the Arabs collectively are as bad at political manueverings
as they are at warfare -- the very situation that has made it possible for the
small Israeli nation to come to dominate an entire Arab world and to now have
eight times the military might of all the Arab armies combined!

And most of all, it's the Arab themselves that have allowed long life to this
rather ridiculous charade that has gone on for so long now that the US is a fair
and to-be-trusted intermediary, when in fact all along the Arabs could have and
should have kept these matters at the very least under the auspices of the U.N.
or of their own Arab League, however pitiful it too has become.

As a result, just in recent years Lebanon has been battered, Iraq destroyed,
Algeria traumatized, Palestine chopped to pieces, and Saudi Arabia with Kuwait
occupied.  And that's all before going into details about client-regimes in the
pay of Western intelligence agencies, gross corruption, legendary ineptitude,
and secret police repression.

   BACK TO THE ISRAELIS

Getting back to the Israelis though, they've now got the chutzpah to tell the
Lebanese they're leaving their little "security zone" and going back to their
1948 border -- thank you...it's been nice knowing you.  Trouble is it seems the
Israelis want everyone, most especially the Lebanese, to simply forget everything
they have done these past 25 years -- which includes upwards of tens of thousands
of civilian deaths, a list of horrendous massacres stretching from Sabra and
Shatilla in 1982 to Qana in 1996, a whole lot of  bombing, many assassinations,
creation of a client army, and billions of dollars of property damage.

It seems the Israelis expect everybody else in the world to pay them reparations,
but never do think they owe anyone anything.   Meanwhile, even if one turns to
U.N. resolutions for the contours of a acceptable peace -- an institution itself
dominated by the U.S. and the West and which itself carved Israel out of the
Arab world against Arab wishes and rights in the first place -- its hardly the
Arabs that are holding things up.  Indeed most of the Arab regimes have pleaded
with Israel since

No, but I find it AMAZING that EVERY DAY since Dec., 98 (except
for several national holidays and VERY BAD weather) there has
been AT LEAST TWO tankers SPRAYING in the shy here, but that they
have been pretty much nonexistent here in central AZ between Phnx
and Flagstaff for the last several weeks?!?!?

Maybe we have the desired concentrations of WHATEVER in us by
now?

And, I am not exagerating when I say virtually EVERY DAY since
Dec. 98!  I just got a digital camera over the net and wouldn't
ya know it...Chemtrails no-more here in the high desert:(

The following critique of the present state of our nation and 
what the author (Joseph Sobran) refers to as "post-Constitutional America" is 
one of the best articles I have ever seen. It is quite long, 13 pages, but I 
found it such an excellent explanation of where we stand today that I 
down-loaded it, printed it out and have read it three times. I am going to make 
copies for each of my children and grandchildren, and a few extra for my 
friends. 
 It may not mean a thing to those that are 
already "brain-dead" and think we are still living in a free society governed by 
our Constitution, however, to those who still have at least READ THE 
CONSTITUTION at least once, I think it will serve as a wake-up call. Perhaps, 
just perhaps, the message set forth in the article will remind us that we are 
not a free people and the individual rights and states rights mentioned in the 
Constitution are no longer in effect. As Mr. Sobran emphasizes, our basic rights 
are God-given and do not come from the state, although Big Brother government 
would have you believe otherwise.
 I have never found a better critique of the 
present state of affairs in America than this article. I would encourage you to 
print it out and make copies. Give them to your children, neighbors, government 
officials, teachers, and anyone else who may be receptive to learning the true 
intent of the Founding Fathers, and how the intent has been subverted and powers 
usurped by successive layers of government.
 I share the belief stated by the author in 
the last two paragraphs of the article. My only reservation is, "Do we have the 
will to abandon the handouts being doled out by government to buy our freedom 
and keep ussubservient, and do what is necessary to restore individual 
liberty and freedom in America?"

How Tyranny Came to 
America

One of the great goals of education is to initiate the 
young into the conversation of their ancestors; to enable them to understand the 
language of that conversation, in all its subtlety, and maybe even, in their 
maturity, to add to it some wisdom of their own.The modern American 
educational system no longer teaches us the political language of our 
ancestors. In fact our schooling helps widen the gulf of time between 
our ancestors and ourselves, because much of what we are taught in the name of 
civics, political science, or American history is really modern liberal propaganda. Sometimes this is 
deliberate. Worse yet, sometimes it isnt. Our ancestral 
voices have come to sound alien to us, and therefore our own moral 
and political language is impoverished. Its as if the people of England could 
no longer understand Shakespeare, or Germans couldnt comprehend Mozart and 
Beethoven.So to most Americans, even 
those who feel oppressed by what they call big government,it must 
sound strange to hear it said, in the past tense, that tyranny came to 
America. After all, we have a constitution, dont we? Weve abolished slavery 
and segregation. We won two world wars and the Cold War. We still congratulate 
ourselves before every ballgame on being the Land of the Free. And we arent 
ruled by some fanatic with a funny mustache who likes big parades with thousands 
of soldiers goose-stepping past huge pictures of himself.For all that, we no longer 
fully have what our ancestors, who framed and ratified our Constitution, thought 
of as freedom  a careful division of power that prevents power from becoming 
concentrated and unlimited. The word they usually used for 
concentrated power was consolidated a rough synonym for 
fascist.And the words they used for any 
excessive powers claimed or exercised by the state were usurpedand 
tyrannical.They would consider the modern liberal 
state tyrannical in principle; they would see in it not the opposite of the 
fascist, communist, and socialist states, but their sister.If Washington and Jefferson, Madison, and Hamilton 
could come back, the first thing theyd notice would be 
that the federal government now routinely assumes thousands of powers never 
assigned to it  powers never granted,never 
delegated,never enumerated.These were the words they used, 
and its a good idea for us to learn

Mike,
I cannot recall which one, but a Congressman from AZ or NM has recently
called for Congressional investigations of the chemtrails.  Of course there
is a conspiracy to the chemtrails disappearing grin so it could be so that
this Congressman cannot see them at the time he is asking for
investigations. Makes it easier to pretend they do not exist.

 No, but I find it AMAZING that EVERY DAY since Dec., 98 (except
 for several national holidays and VERY BAD weather) there has
 been AT LEAST TWO tankers SPRAYING in the shy here, but that they
 have been pretty much nonexistent here in central AZ between Phnx
 and Flagstaff for the last several weeks?!?!?

 Maybe we have the desired concentrations of WHATEVER in us by
 now?

 And, I am not exagerating when I say virtually EVERY DAY since
 Dec. 98!  I just got a digital camera over the net and wouldn't
