Clever, quick and jumping for the throat






MOST deputy secretaries live lives of quiet frustration. They get
stuck with all the grunt work while their bosses swan around in the
limelight. And they have to sit mutely by while their best ideas are
either buried or stolen. Not Paul Wolfowitz, number two at the
Pentagon. Mr Wolfowitz is second-in-command to Washington's biggest
gun, Donald Rumsfeld, in one of the most sensitive areas of
policymaking. Yet his influence seems to grow by the day.

A few days after September 11th Mr Wolfowitz broke two of the cardinal rules of this 
control-obsessed administration. He not only created a media firestorm by raising the 
idea of ending states who sponsor terrorism. He
also found the secretary of state contradicting him, in one of the administration's 
worst public rows. Yet last week it was Mr Wolfowitz's fingerprints, not Colin 
Powell's, that were all over the state-of-the-union speech
. Its commitment to tackling explosively unpredictable dictatorships, alias rogue 
states, its unabashed enthusiasm for asserting American power, its insistence that 
this involves a desperate race against time: all are c
lassic Wolfowitz themes.

Mr Wolfowitz's shy manner and solemn qualifications suggest just another identikit 
member of the global establishment. His career includes spells as head of the Johns 
Hopkins School of Advanced International Studies and a
mbassador to Indonesia. But his views mark him out as a rather more interesting 
creature. He believes in building a missile-defence shield, in preventing China from 
becoming a regional hegemon, in using human rights as a
weapon in foreign policy; in short, he is every timorous European's worst nightmare. 
Hawk doesn't do him justice, says one former colleague. What about velociraptor?

Mr Wolfowitz is the leader of a small group of foreign-policy neo-conservatives who 
have been hanging around Washington since the 1970s. They criticised the realpolitik 
approach to foreign affairs championed by Henry Kiss
inger for accepting the cold war's status quo and for implying that there was a moral 
equivalence between the Soviet Union and the United States. They argued that America 
should be much more willing to champion its values
, insisting that this would advance, not threaten, global security. The biggest 
threats to America's security were regimes based on values that America, and other 
free countries, deplore; change those regimes by advancing
 western values andhey prestoyou strengthen American security.

Mr Wolfowitz's muscular world view was forged in the groves of academia rather than 
the paddyfields of Vietnam, a fact that infuriates Mr Powell. After switching from 
mathematics to political science, he came under the in
fluence of two remarkable mentors. Allan Bloom (later famous as the author of The 
Closing of the American Mind) persuaded him that political regimes play a key role in 
shaping character. Hence his enthusiasm for changin
g governments. (Mr Wolfowitz appears, lightly disguised, in Saul Bellow's novel about 
Mr Bloom, Ravelstein.) Albert Wohlstetter educated him in the arcana of cold-war 
strategic thinking. The result: a political moralist
, with a policy wonk's appetite for the numerology of missiles.

An intense interest in ideas does not make him the most natural member of an 
administration dominated by businessmen and professional politicians (Mr Bellow is not 
the writer of choice in the Texan oil industry). But thre
e things have given Mr Wolfowitz a large amount of influence. The most obvious is 
personal connections. Mr Wolfowitz was Dick Cheney's right-hand man when the latter 
ran the Pentagon. He worked for Mr Rumsfeld twice befor
e moving to his current jobas a foreign-policy strategist when Mr Rumsfeld ran Bob 
Dole's 1996 presidential campaign, and as a member of the 1998 Rumsfeld Commission, 
which gave warning of America's vulnerability to atta
ck by long-range ballistic missiles. Richard Perle, an old friend, is chairman of a 
Pentagon committee. John Bolton, another star warrior, sits in the heart of Powell 
territory, the State Department. Scooter Libby, Mr C
heney's chief-of-staff, is known as Wolfowitz's Wolfowitz. The Weekly Standard 
provides an influential megaphone for Mr Wolfowitz's views. (One of the magazine's 
former writers, David Frum, coined the phrase axis of ev
il.)

The second thing is persistence. Nothing seems to deter Mr Wolfowitz from banging his 
favourite drum. A lengthy series of articles in the Washington Post on the 
administration's response to September 11th presents him as
a man in the grip of an idée fixe, prepared to turn up to meetings that were reserved 
for principals, interrupt his boss, and bring up the subject of Iraq at the drop of a

Red Moneyman Seeks to Take Over U.S. Communications Giant


Global Crossing, the largest telecom company in U.S. history to
seek Chapter 11 bankruptcy protection, has agreed to a buyout by
Hong Kong's Hutchison Whampoa Ltd. and Singapore Technologies
Telemedia Ltd.

Under terms of the agreement, Hutchison and STT would each
invest $375 million in cash in the Bermuda-based company.
Creditors would receive the remaining 21 percent equity of the
firm, $300 million in cash and $800 million in notes, in
exchange for forgiving the company's debt.

According to the agreement, Global's shareholders would receive
nothing.

However, the Global Crossing buyout by Hutchison Whampoa is
drawing fire from inside Capitol Hill. At issue is the role of
billionaire Li Ka-Shing, Hong Kong's most well-known
businessman, whose companies make up 15 percent of the market
capitalization of the Hong Kong stock market.

Li Ka-Shing's empire includes Hutchison Whampoa, Chinese ports,
telecom, energy assets and the Panama Canal.

Rep. Dana Rohrabacher, a California Republican, has sent letters
to President Bush, the attorney general, the Department of
Defense and the investigative arm of Congress demanding an
inquiry into the plan, according to Al Santoli, national
security adviser to Rohrabacher.

The purchase of Global Crossing by Li Ka-Shing is another step
as his role of a stalker for the People's Republic of China,
stated Santoli.

Rep. Rohrabacher claims Li's close connections to the Chinese
government should disqualify him from owning Global Crossing's
network. Li Ka-Shing's ownership also raises national security
issues. Global is a major bidder for U.S. Defense communications
contracts.

Global Crossing recently lost a $400 million U.S. defense
contract to provide secure communications for the U.S. military.
The contract remains a major part of the controversy surrounding
the bankrupt telecommunications giant, which also reportedly
controls 20 percent of all the fiber-optic cable leaving the
United States.

China is gaining access to global communications via [Li's]
acquisitions in air, land and space. There will be a big price
to pay for this if the PRC were to decide to call in its chips
in the event of conflict with the West, noted Santoli.

The Chinese government helps Li Ka-Shing, and his close ties to
PLA intelligence are well known, said Santoli.

Li Ka-Shing's Links to the PLA

There is overwhelming evidence to support the assertions that Li
Ka-Shing is part of the communist Chinese government. According
to documents obtained using the Freedom of Information Act Li's
relationship with senior PRC officials is very strong.

Li is not only in business with PRC President Jiang Zemin's son,
jointly developing property inside Tiananmen Square for the
communist government, but he also is directly in business with
the Chinese military through its vast empire of front companies
such as weapons maker Poly Technologies Inc.

Li Ka-Shing's direct business contacts with the Chinese army
were documented in a 1997 Rand Corporation report on the Chinese
military industry.

According to the 1997 Rand report, Hutchison Whampoa of Hong
Kong, controlled by Hong Kong billionaire Li Ka-Shing, is also
negotiating for PLA wireless system contracts, which would build
upon his equity interest in Poly-owned Yangpu Land Development
Company, which is building infrastructure on China's Hainan
Island.

According to a recent biography entitled Li Ka-Shing, the
billionaire formed a partnership with two leading members of the
Asian Triad organized crime families, Robert Kwok and Henry
Fok, to form the China International Trust Investment Company
(CITIC).

The Rand Corporation report noted that CITIC had acted as a
front for Poly Technologies Inc., the arms manufacturer owned
directly by the Chinese army.

CITIC does enter into business partnerships with and provide
logistical assistance to PLA and defense-industrial companies
like Poly, noted the 1997 Rand report.

Poly Technologies, Ltd., was founded in 1984, ostensibly as a
subsidiary of CITIC, although it was later exposed to be the
primary commercial arm of the PLA General Staff Department's
Equipment Sub-Department, states the Rand report.

Throughout the 1980s, Poly sold hundreds of millions of dollars
of largely surplus arms around the world, exporting to customers
in Thailand, Burma, Iran, Pakistan, and the United States.

Poly's U.S. subsidiaries were abruptly closed in August 1996.
Allegedly, Poly's representative, Robert Ma, conspired with
China North Industries Corporation's (NORINCO) representative,
Richard Chen, and a number of businessmen in California to
illegally import 2000 AK-47s into the United States, states the
Rand report.

WASHINGTON - The FBI (news - web sites) issued an extraordinary
terrorist alert Monday night, asking law enforcement and the American
public to be on the lookout for a Yemeni man and several associates
who might be plotting a terrorist attack as early as Tuesday. The FBI
scrambled to put the warning out after information emerged that one
or more people were involved. Officials said the intelligence, while
deemed credible, was not specific about possible targets. The alert
identified one possible attacker as Fawaz Yahya al-Rabeei, a Yemeni
national born in Saudia Arabia in 1979. It listed about a dozen
associates of al-Rabeei. The bureau planned to put photos and inform-
ation on a Web site to help Americans identify the possible perpetrators.

Recent information indicates a planned attack may occurred in the
United States or against U.S. interests on or around Feb. 12, 2002.
One or more operatives may be involved in the attack, the alert to
18,000 law enforcement agencies said. The alert asked police to
stop and detain any of the named individuals in alert and that all
should be considered extremely dangerous.

Law enforcement officials, speaking on condition of anonymity, said the
alert was prompted by recent information from interviews of detainees
in Afghanistan (news - web sites) and Guantanamo Bay, Cuba, where
several al-Qaida operatives are being held. Law enforcement officials
said there was no evidence that al-Rabeei had entered the United States.
The alert did not say whether the attack was planned or involved Osama
bin Laden (news - web sites)'s al-Qaida network.

Before Monday, FBI and Homeland Security officials had issued three
general alerts urging all Americans to be cautious and on the lookout
for possible terrorist activities.

The last was issued Dec. 3 and was supposed to last through the
holidays. It has since been extended through the Winter Olympics
(news - web sites) in Salt Lake City and is supposed to expire around
March 11. In addition, the FBI has issued numerous narrower alerts to
specific industries when uncorroborated information about threats to
their facilities emerges. In the last month, such alerts went to nuclear
power plant operators and to operators of Internet sites cautioning
about possible threats.

On some occasions, local law enforcement officials have complained
they learned from news media about the warnings before they saw the
alerts over the FBI communications system. Monday's warning was
carefully organized to ensure that police, news media and the public
learned about them at the same time, officials said.

Cheney Should Stop Stalling

BEVERLY HILLS, Calif.
Vice President Dick Cheney's posturing about his energy task force has a familiar ring to someone who served in the Nixon White House. It is the sound of someone who has something to hide.

It was during Watergate that I first came to appreciate the power of the General Accounting Office over the executive branch. H. R. Haldeman, the White House chief of staff, called me to say that the accounting office wanted to examine the White House's books and records. The president didn't want them sniffing around. How could we stop them?

The short answer was we couldn't stop them we could only delay them. And that is precisely what Mr. Cheney is attempting to do with his misguided efforts to prevent the accounting office from seeing some records pertaining to the meetings of his energy task force.

Mr. Cheney says he is refusing to provide the requested information as a matter of principle. But as a matter of law, it is clear that the General Accounting Office has a right to the information.

Some three decades ago, I convinced Mr. Haldeman that the office's auditors were not partisans looking for dirt. And the president relented when I explained that to litigate the G.A.O.'s authority would bring only negative publicity and defeat. The audit proceeded, and nothing whatsoever came of it.

Mr. Cheney has spent enough years on Capitol Hill and in the executive branch to know that the G.A.O.'s auditors and examiners play it straight, and that David M. Walker, the comptroller general of the United States, is no exception. And that's why his snub of the accounting office's request for limited information about the work of his energy task force is surprising. He has said he wants to protect the ability of the president and the vice president to get unvarnished advice from any source we want.

The accounting office, however, has not asked that he disclose the unvarnished advice only the names of those who provided it. The vice president has already revealed he, or members of his staff, met on at least five occasions with Enron officials.

Yet rather than give out any more names, the vice president has challenged the accounting office's authority to request this information. Thus the G.A.O. must sue to resolve the question.

If the vice president does not believe, as a matter of principle, that the General Accounting Office should have oversight power, he should try to sell Congress on changing the statute that empowers it. That he has not done, perhaps because he knows such an effort would be futile.

Richard Nixon was most vocal about maintaining this or that principle of executive authority when he had the most to hide. I cannot but wonder what truly motivates Mr. Cheney's newfound interest in litigating principles of executive versus legislative authority. On the surface it appears he has decided he is better off taking the political fallout from resisting the accounting office's request than he would be if he disclosed the information.

I can only speculate as to why he is stonewalling. But I don't need to speculate about the effect of his stonewalling. It places the vice president, knowingly or not, in cover-up mode.

In fact, much of the Watergate cover-up was simply stalling. The goal was to push any potential problem beyond the 1972 election, and in that we succeeded. Later Mr. Nixon would try to stall until he completed his presidency, but he failed.

The Bush administration's stalling strategy appears to be very simple: Delay disclosing the requested information by contesting the accounting office's authority. It will take months, if not years, for that lawsuit to work its way through the lower federal courts before it can ultimately be resolved by the Supreme Court. Then, after losing in the Supreme Court, the administration can still delay release of the information by mounting another fight over executive privilege which the president has not yet invoked. All this litigation will certainly get the administration safely past the 2004 election.

Of course, there is another possibility. Mr. Cheney may believe that the five conservative justices who put him in his current job will again assist the administration.

Such a remarkable political win in the Supreme Court, effectively neutering the oversight authority of the accounting office and, by extension, that of Congress would amount to a seismic realignment of power in Washington. Before Bush v. Gore, I would have considered such a ruling an impossibility. Now I am not so sure.

My biggest disappointment in President George W. Bush has been in how he
has
allowed himself to be manipulated by Israeli Prime Minister Ariel Sharon.
He
has followed the same failed policy that his predecessor did.

That policy can be summed up as the Israelis are always right, and the
Palestinians are always wrong. That's a very convenient policy for
politicians
who don't want the powerful Israeli lobby on their case. But if the goal
is
peace, the policy is a failure. If the goal is to protect America's
interests,
the policy is a failure. If the goal is to bring stability to the Middle
East,
the policy is a failure. If the goal is to eliminate terrorism, the policy
is a
failure.

Now, when people pursue a policy that has not achieved the goals it was
supposed to, there are three possible reasons. One, the people are stupid.
I
think we can eliminate that. Nobody in the White House is stupid. A second
reason is that they are afraid to change the policy because of domestic
political pressure. A third reason could be that their goals are not the
ones
they publicly espouse.

I never thought I would feel sympathy for Yasser Arafat, but he's been put
into
an untenable position. Imagine a football game. Imagine that you take the
coach
away and lock him up in a room. Imagine that you shoot half his team. And
then
imagine how silly it sounds for you to demand of the coach that he win the
game.

Arafat is under house arrest. He can't walk outside without chipping his
teeth
on the muzzles of Israeli tanks. For weeks, no matter who did what, the
Israelis have bombed and shelled the Palestinian Authority police
stations -
along with their equipment and files. The Israelis have killed and injured
numerous PA policemen. Yet Sharon continues to demand that Arafat stop
terrorism, and no matter what Arafat says or what he does, Sharon scoffs
at it.

Now, to our international shame, the Bush Administration has adopted the
same
pathetic line. Like a flock of parrots, Bush and his people repeat
whatever
Sharon says. It's not just people in the Arab countries who see this sorry
spectacle. People all over the world are wondering how it is that a little
country like Israel can jerk the chain of a powerful nation like the
United
States.

A few facts: The Palestinians are right. The Israeli occupation of East
Jerusalem, the West Bank and Gaza is illegal. When the occupation ends,
peace
follows. As long as the occupation continues, so will the resistance.

Sharon has no intention of ending the occupation or of negotiating in good
faith. Israel's treatment of the Palestinians is a brutal record of human-
rights violations, violations of the Geneva Accords and violations of
United
Nations Security Council resolutions.

It ought to make every American angry that our politicians tell us U.N.
Security Council resolutions are worth the lives of Americans to enforce
against Iraq but are to be vetoed and spit upon when directed at Israel.
Our
policy is an insult to anyone who supports the United Nations, and,
frankly,
people in Europe are getting sick of it.

Israel has hired two public-relations firms, in addition to its American
lobby,
because it is scared to death that Americans are going to wake up and see
the
connection between the Israel First policy and the attacks that occurred
Sept.
11. It need not worry about the Bush Administration or most of the Israel
First
journalists, but I hope the American people have not all lost their
ability to
think and to reason.

In the meantime, the Bush Administration ought to replace the American
eagle
with a parrot clutching an Israeli flag in one claw and a tin cup in the
other.

Jerusalem, Occupied Palestine -- If the state of Israel should ever
become a vehicle for Messianism, and should
it ever come to be regarded as the fulfillment of divine prophecy, it
would be
totally stripped of what was envisioned by our fathers, and that would
ultimately lead to Israels downfall.  These chillingly prophetic words
were
spoken by Gershom Scholem, the late world renowned scholar of Jewish
mysticism.  Probably no one had more authority than Scholem to speak these
words, for it was he who made the first serious study of the messianic
advent
that dominated the study and practice of Kabbalah from the 17th through
the
19th century, the knowledge of which up to that time had been considered
cursed.  Today, this knowledge is most illuminating in explaining the
theological basis for Zionism and its place among Jewish heresies,
especially
as it deals with the mindset of the current leadership of Israel.

The story of this advent begins with the Sabbatian advent which reached
its
climax in September 1666. This advent revolves around the figure of
Sabbatai
Zevi, a Turkish kabbalist rabbi who, after having traveled the entire
Mediterranean and making his teachings and eccentricities known wherever
he
went, declared himself the messiah in May 1665.  A precarious combination
of
circumstances made it so that news of his revelation traveled the entire
Jewish
world and that before all was said and done nearly half the Jewish world
believed that he was indeed the Messiah.  In February 1666, Sabbatai set
sail
to claim the throne of the Ottoman Empire, at which time he was arrested,
but
his life was spared for fear he would be made a martyr and cause unrest
among
the Jews.  He was imprisoned in Gallipoli, although in royal style, and
held
court there for seven months.  In September of that year, Sabbatai was
given
the choice of death or conversion to Islam.  He chose Islam, and died in
1676.

This was far from the end of the Sabbatian advent. The movements
propagandists
came up with a doctrine that was able to rationalize the apostasy of the
messiah: that the messiah had to descend into the Gentile world to
retrieve
those sparks of holiness that existed there before he could return and
reveal
himself in his full glory.  The doctrine that arose from this assertion,
which
still maintains a following to this day, had many positive aspects, that
it drew
the people closer to God and further away from organized religion, a
doctrine
which was finally expounded upon in anti-millenialist form in the early
18th
century and laid the basis for the Hasidic movement.  But there also arose
from
the Sabbatian advent many tendencies of perverse, almost Satanic nihilism.
This tendency reached its peak in the Sabbatian movement and in turn in
the
larger Jewish world in the middle of the 18th century through the
teachings and leadership of Jacob Frank.

Jacob Frank (1726 - 1791) is, by all reasonable historical deductions, the
father of the advent of what has been called Semitic nihilism, that is,
the
basis in Jewish thought of highly destructive philosophies ranging from
Marxist
Statism to Frankfurt School anthropology to neo-conservatism.  Frank
taught
that all existing human institutions were works of the devil meant to
foster
the mortality of man, and that God had sent many incarnations of he who
stands
before the Lord to come and free mankind - Moses, Jesus, Sabbatai Zevi,
and
finally, Frank himself.  He taught that the overthrow and destruction of
society
was the only thing that could save mankind, and that hence man would enter
the
abyss, the deepest realms of evil from which it was said that Sabbatai
Zevi had
to go before he could redeem the world.

Frank made the most radical, and, historically significant (greatly so, as
we
shall see) pronouncements in regard to what was the main theological basis
of
Sabbatian practice, that of redemption through sin, that is, the
fulfillment of
the commandments by violating them - Frank taught that many of Judaisms
most
egregious sins were not only now permitted, as all Sabbatians believed,
but
actually commanded, most notably various forms of incest.  After his
death, his
followers mostly assimilated into Moses Mendelsons Haskalah movement, and
had
a great and profound effect on its political maneuvering.  Throughout the
19th
century at least there was a secret cult of Frankists at the vanguard of
the
Haskalah, indeed, it was the Frankist affinity for illuminated freemasonry
that
gave rise to the secret society of Bnai Brith.  As it was that Zionism
was
largely a creation of the Bnai Brith, it can easily be deduced that
Zionism is
therefore a bastardization of Sabbatianism in which the redemption through
sin
is achieved through the fulfillment of old anti-Semitic myths and legends.

Finally, I am amused to tears by the sudden interest of the world in the
human
rights of the al-Qaeda prisoners being held in Guatanamo Bay by the US.
The
poor lads are being kept in prison cages in the lush tropical warmth and
fed
three square a day, unlike most Cubans living in Cuba.   How amusing that
the
very same people suddenly concerned about the rights of the terrorist
garbage
sacks have never had a caring word to say about any human rights on the
REST of
the Cuban island.  In fact, the ordinary Cuban has fewer rights and a
lower
standard of living than the al-Qaeda prisoners.

Meanwhile, suddenly the question of whether it is ok to torture terrorists
has
suddenly become a hot debating topic in the US.  Alan the Dersh from
Harvard
says it is ok, and others agree, while naturally the caring Left argues
that no
matter how many civilian lives are at risk, one must never speak loudly
into
the face of a captured terrorist or withhold tobacco.

Dersh and the others have proposed the ticking bomb test, that is, where
torture is permitted when there is the equivalent of a ticking bomb that
requires the terrorhoid to spill his guts at once.  Israel has long had
a similar debate, and the Left has been pushing to prohibit any
rough-housing
with terrorists by the security forces.

I, however, would like to propose a DIFFERENT terrorist torture criterion,
one
sharply dissenting from Dershowitz's.

I would like to propose that terrorists be tortured even when there is NOT
a
ticking bomb.   Even when there are NO other lives at risk.

Terrorists should be tortured because it is the moral, proper, correct
thing
to do.  Terrorists who target children and civilians deserve to be
tortured for
its own sake, because they are human garbage.  Because this makes a
statement
to the world, that they are neither military prisoners of war nor common
criminals, and deserving of NONE of the rights of those.   In other words,
the
torture of terrorists criterion should be that terrorists be tortured
whenever
someone finds it fun to do so.

And let us hear nothing about, Well if we torture THEIR captured
terrorists
then they will do the same to our troops.  This is nonsense.

They will torture our troops and civilians ANYWAY (Ron Arad, etc).  This
consideration did not deter the Americans in Afghanistan and should not
deter
them in Iraq and Somalia, nor should it deter Israel.

Turner: 9-11 Was Act of Desperation

PROVIDENCE, R.I.  Media mogul Ted Turner says the Sept. 11 attacks were
an act of desperation, and the hijackers were brave but
probably a little nuts.

Turner, in a lecture at Brown University, also compared President Bush to
Julius Caesar.

In a wide-ranging address Monday, the AOL Time Warner vice chairman said
the attacks on the World Trade Center the Pentagon were an outgrowth of
poverty.

The reason that the World Trade Center got hit is because there are
a lot of people living in abject poverty out there who don't have any
hope for a better life, he said.

He said the attacks were an act of desperation, and that Americans lack
an understanding of a willingness to die for one's country.

I think they were brave at the very least, Turner said of the
19 airliner hijackers believed to have committed the attacks, adding that
they might have been a little nuts.

Turner made the comment during a question and answer session after he
delivered a lecture on international affairs. An attempt to reach him for
comment Tuesday via AOL Time Warner spokeswoman Tricia Primrose was
unsuccessful because she did not immediately return a phone call.

Turner also gave his opinion on the 2000 elections and Al Gore's loss in
the presidential race.

A few more votes in Florida, and we could have had the best
environmental president we ever had, he said. Now we've got
an oil man. He (President Bush) is like another Julius Caesar. Just what
we need.

Asked if he would allow public access to his vast landholdings in
Montana, he replied: Can I live in your home with you? We believe
in private property in this country.

You buy it and you can share it, Turner said.

Turner was expelled from Brown in his junior year in 1960 after he was
caught living with a girlfriend in his dorm room. The Ivy League school
awarded him his undergraduate degree 12 years ago.

The point being that after this schism, there were Pro-Christ Jews and
Anti-Christ Jews. Paul continued to call himself The Jew of Tarsus and
An Israelite of the Tribe of Benjamin. But the Pro-Christ denomination
dropped the appelation, Jew. As the Jewish Alamanac (1980, p. 504) says,
Judaism is one, denominations are many. BTW, if Jesus Christ was a Jew,
is it antisemitic to be an antichrist jew?

X-Ray Vision in Hindsight: Science, Politics and the Mammogram

or decades, it was an article of medical faith: Get a mammogram; it
could save your life.

Now, seemingly overnight, that faith has been shaken. The mammogram 
that yearly ritual for millions of American women  has become the
focus of a bitter and unusually public scientific dispute that is
being fought in the pages of medical journals and the columns of
daily newspapers. Scientists, policy makers and politicians have
scheduled meetings and Congressional hearings.

In the end, though, there is not likely to be a quick answer to the
central question of whether researchers were right when they said
that screening healthy women reduces death from breast cancer or, to
put it another way, whether women should still get that annual
mammogram.

What a mess, what a complete mess, said Cindy Pearson, executive director of the 
Women's National Health Network, an advocacy group that has been flooded in recent 
days with phone calls from anxious women. They want to
 know what is all this based on, is there some sort of sneaky, behind-the-scenes thing 
going on?

How that mess came to be is a story of science and politics and the business of 
medicine, and a war on cancer that seized upon mammography as a central weapon. It 
also is a story of the way science struggles toward an eve
r evolving truth.

The mammogram has always been a modest weapon, with benefits that women must weigh 
against possible risks. It is a screening tool that misses some tumors. At most, 
studies have found, it can cut the breast- cancer death r
ate by 30 percent.

Even when mammograms do work, what they find does not always turn out to be cancer. 
The cancer they find may be growing so slowly that it would never threaten a woman's 
life. The result can be surgery, radiation and che
motherapy that is not medically necessary.

Over the years, scientists and statisticians have quietly debated the merits of 
mammography. Most of the public debate, though, has focused on its effectiveness for 
women in their 40's. That was already in considerable do
ubt when the larger issue broke open last fall with the publication of a study by a 
pair of researchers based in Denmark. They argued that the clinical trials most often 
cited to support mammogram recommendations were too
 flawed to be reliable. Last month, an influential but independent panel of experts at 
the National Cancer Institute agreed and said it could no longer make a recommendation 
about whether women should be screened.

These are huge issues, said Dr. Barnett Kramer, chairman of the panel and associate 
director of disease prevention at the National Institutes of Health. They shake my 
confidence.

For its part, the cancer institute says that after reviewing the matter, it concluded 
that the new analysis did not refute evidence that mammography works, and that it is 
standing by its recommendation that women 40 and o
lder be screened.

Many of those who did the original trials are vigorously defending their work. While 
there are flaws in the studies, they say, the Danish analysis exaggerated their 
significance and misinterpreted facts.

A number of experts agree.

I think the trials have imperfections, said Dr. Steven Woolf, a member of the United 
States Preventive Services Task Force, a panel that reviews scientific evidence about 
disease prevention. But the issue is whether th
ey invalidate the studies. My own view is that they do not rise to that level.

Since a new trial would require tens of thousands of women and a decade for results, 
some scientists are talking about digging deeper and more carefully into the old ones.

Now, mammography supporters, led by the American Cancer Society, worry that the 
uncertainty will weaken the government's resolve. They say mammography is a leading 
reason that the breast-cancer death rate has been droppin
g for the last decade.

Others, including those skeptical of mammography, ask whether the decline is a result 
of better treatments, especially the drug tamoxifen. For them, the furor is an 
opportunity to turn the focus of the war against breast
cancer toward better treatment and the search for a cure.

A leading skeptic is Dr. Donald Berry, a medical statistician at the M. D. Anderson 
Cancer Center in Houston, where techniques were developed in the 1950's that spread 
mammography throughout the nation. Dr. Berry is a mem
ber of the federal advisory panel that is backing away from its support of mammography.

Breast people here think I'm doing a disservice to women, and I think they are doing 
a disservice to women, Dr. Berry says. Who's right?
