Since prominent government officials dominate the guest lists of the programs, it is not unusual for the Monday editions of major newspapers to report on interviews done by the Sunday chat shows. But the June 15 edition of NBC's Meet the Press was unusual for the buzz that it didn't generate. Former General Wesley Clark told anchor Tim Russert that Bush administration officials had engaged in a campaign to implicate Saddam Hussein in the September 11 attacks-- starting that very day. Clark said that he'd been called on September 11 and urged to link Baghdad to the terror attacks, but declined to do so because of a lack of evidence. Here is a transcript of the exchange: CLARK: "There was a concerted effort during the fall of 2001, starting immediately after 9/11, to pin 9/11 and the terrorism problem on Saddam Hussein." RUSSERT: "By who? Who did that?" CLARK: "Well, it came from the White House, it came from people around the White House. It came from all over. I got a call on 9/11. I was on CNN, and I got a call at my home saying, 'You got to say this is connected. This is state-sponsored terrorism. This has to be connected to Saddam Hussein.' I said, 'But--I'm willing to say it, but what's your evidence?' And I never got any evidence." Clark's assertion corroborates a little-noted CBS Evening News story that aired on September 4, 2002. As correspondent David Martin reported: "Barely five hours after American Airlines Flight 77 plowed into the Pentagon, the secretary of defense was telling his aides to start thinking about striking Iraq, even though there was no evidence linking Saddam Hussein to the attacks." According to CBS, a Pentagon aide's notes from that day quote Rumsfeld asking for the "best info fast" to "judge whether good enough to hit SH at the same time, not only UBL." (The initials SH and UBL stand for Saddam Hussein and Osama bin Laden.) The notes then quote Rumsfeld as demanding, ominously, that the administration's response "go massive...sweep it all up, things related and not." Despite its implications, Martin's report was greeted largely with silence when it aired. Now, nine months later, media are covering damaging revelations about the Bush administration's intelligence on Iraq, yet still seem strangely reluctant to pursue stories suggesting that the flawed intelligence-- and therefore the war-- may have been a result of deliberate deception, rather than incompetence. A recent ruling by the Federal Communications Commission (FCC) has brought the United States one step closer to having a similar system. By a vote of 3-2, the FCC changed its rules, allowing the media giants to control even more of what we see, hear, and read. Almost no one thinks this is a good idea -- except the media giants and a slim majority of FCC commissioners who have been wined and dined to the tune of millions of dollars by the very corporations they are supposed to be regulating. Judging from our record, public opposition is nearly unanimous, from ultra-conservatives to ultra-liberals and virtually everyone in between. It would have exposed how Bush Senior allowed U.S. money destined for agriculture in Iraq to be used to develop chemical and biological weapons. This would have been the lead story on TV and in the newspapers -- topped off with a picture or video of Donald Rumsfeld shaking hands with his good buddy, Sadaam Hussein. Right now, the Bushs Ministry of Truth is working overtime to drop their main excuse for attacking Iraq down the memory hole. If they are successful, by Election Day no one will remember their lies about weapons of mass destruction, and the war with Iraq will be remembered as our finest hour.

The dinner on June 11, officially marking a new exhibit at the U.S. Holocaust Memorial Museum, became an unofficial chance for Bush to reassure the attendees, many of them political donors, that he remained pro-Israel and that his complaints about an Israeli attack on a Palestinian militant were an aberration. "He and others at the White House recognized that their reaction could be counterproductive," said Malcolm Hoenlein, one of the Jewish leaders who talked privately with Bush that night. "People were taken a little aback by the comments and, from what everyone could tell, the White House was well aware of it." Indeed, by June 15, Bush was putting sole responsibility for Middle East violence on the Palestinian terrorist group Islamic Resistance Movement, or Hamas, leaving Israel blameless and asking the world to "deal harshly" with Hamas. The shift in emphasis came about because of a variety of factors, according to diplomats, administration officials and others involved. The day after Bush's criticism of Israel, a Hamas-orchestrated bus bombing in Jerusalem that killed 17 checked the president's first, visceral reaction to Israel's attack on a Hamas leader. A dossier presented by Israeli intelligence operatives to U.S. officials made a case that the target was legitimate -- while Israeli officials reached a tacit understanding with Bush aides about limiting future assassination attempts. And, not least, Bush faced a wave of protest from Israel's defenders on Capitol Hill and K Street -- including many of those at the dinner on the 11th. According to Republican sources, House Majority Leader Tom DeLay (Tex.), who declared that "America must stand by Israel as it fights its own war on terror," had a private meeting with Bush aides and threatened to promote a congressional resolution in support of Israel's actions if Bush persisted in criticizing Israel. The brief episode illustrates the pressure Bush will be under as he seeks to implement his "road map" to Middle East peace, kicked off earlier this month with a summit meeting in Jordan between the Israeli Prime Minister Ariel Sharon and Palestinian Prime Minister Mahmoud Abbas. The reaction to Bush's rebuke of Israel -- really just a mild _expression_ that he was "troubled" by the attack -- brought Bush grief from his conservative supporters, and his dropping of the criticism served to confirm Arab fears that he would not pressure Israel. "Any president that overuses our relationship with Israel to put their feet to the fire will not be able to do it when the key time comes," said Edward S. Walker, a former ambassador to Israel and now president of the Middle East Institute. "It's something that has to be preserved for the very important decisions, and last week was not one of them." On Tuesday, June 10, Bush reacted angrily to a pair of Israeli attacks. "I am troubled by the recent Israeli helicopter gunship attacks," Bush said, echoing slightly stronger remarks by his aides. "I also don't believe the attacks help the Israeli security," he added, suggesting that Israel had not been exercising "responsible leadership." In Jerusalem, Israeli officials felt the administration's anger in phone calls shortly after the first attack. Israeli officials started to assemble a dossier about Hamas leader Abdul Aziz Rantisi justifying the attack, but this was not made available before Bush spoke. "We could have handled it better," said one Israeli official, calling the response to U.S. inquiries "haphazard." Eventually, Israel's Shin Bet domestic security agency turned over information to the CIA in a series of briefings. Among numerous Israeli officials who flew to Washington were Sharon's chief of staff, Dov Weisglass, Shin Bet Director Avi Dichter and former prime minister Binyamin Netanyahu, who met with Vice President Cheney, Defense Secretary Donald H. Rumsfeld and national security adviser Condoleezza Rice (who is expected to make a Middle East trip later this month). Part of Bush's pique when he criticized Israel came from his assumption that Sharon had promised Israel would limit assassinations to militants who were "ticking time bombs" -- preparing to attack Israelis. Weisglass, according to an Israeli official, delivered the message to Rice and others that the target, Rantisi, was such a threat. After numerous discussions, U.S. and Israeli officials agreed on what would be tolerated in the future. "There's a better understanding with the Israelis of what is and is not a ticking time bomb," a senior Bush aide said.

The Israeli state-run radio quoted Sharon as saying that the Israeli occupation army would continue to kill 'terrorists' and 'ticking bombs' irrespective of any Israeli commitments. The apartheid Israeli regime refers to all Palestinians struggling to end decades of the Nazi-like Israeli Occupation of Palestine as 'terrorists'. Earlier, Israeli sources spoke of an Israeli pledge to refrain from carrying out acts of murder and assassination, including rocket attacks on Palestinian population centers, for three months. Sharon, a certified war criminal for his role in the Sabra and Shatilla massacres in 1982, has so far refused to put an end the policy of assassination, prompting Palestinian resistance groups to insist that their armed struggle will continue unless the Zionist occupation forces agreed to stop attacks on Palestinians. The Israeli army has assassinated hundreds of Palestinian political, religious and resistance leaders in Palestine since the outbreak of the Palestinian uprising against the Israeli occupation nearly 34 months ago. Meanwhile, a Palestinian man was killed by Zionist gunfire in Khan Younis in central Gaza Friday. A second Palestinian, also from Gaza, died of his wounds, Palestinian sources said. Earlier, the military wing of Hamas, the Izzedin al-Kassam Brigades, claimed responsibility for an attack on messianic Jewish terrorists north of Ramallah Friday, in which one Jewish terrorist was killed. The concluding part will be published June 23. Last month the National Archives, formerly known as the Public Record Office, released MI5 Security Service files showing that Zionist terror groups planned to set up cells in London and assassinate the post-war Labour governments British Foreign Secretary Ernest Bevin. Present Trends in Palestine, an MI5 briefing paper written in August 1946, reported on the activities of the Stern Gang. This was the terrorist group that had assassinated Lord Moyne, the British military governor in Egypt in 1944. In recent months it has been reported that they [the Stern Gang] have been training selected members for the purpose of proceeding overseas and assassinating a prominent British personalityspecial reference having been made several times to Mr. Bevin in this connection, the paper noted. One of the leading lights of the Stern Group, which had by this time renamed itself Lehi, was Yitzhak Shamir who became prime minister in 1983 and whose tenure in the highest office in Israel was second only to Ben Gurion. Another paper, Threatened Jewish Activity in the United Kingdom, Palestine and Elsewhere, prepared for the Prime Minister Clement Attlee, focused on the activities of the Irgun. It noted that the Irgun, led by Menachem Beginlater to become prime minister of Israel in 1977who had a 2,000 price on his head, was responsible in the past for the liquidation of members of the police and the military whose activities have been judged especially worthy of Jewish resentment in Palestine. The paper was written in the aftermath of a terrorist bombing by the Irgun that had in the previous month blown up the British headquarters in the King David Hotel in Jerusalem, killing 91 peopleBritons, Arabs and Jewsand injured many more. It said, Our Jerusalem representative has since received information that the Irgun and Stern Group have decided to send 5 cells to London to work along IRA [Irish Republican Army] lines. To use their own words, the terrorists intend to beat the dog in his own kennel. If the 18 Sternists are executed [for their part in the King David bombing] the Irgun have agreed to co-operate with the Stern Group. The intelligence forces believed that if the executions were carried out, there would be at least 100 retaliatory terrorist outrages and indiscriminate shooting of British officers and soldiers on the streets of Palestine must be expected. The files showed that the sentences were in fact reduced to life imprisonment. A briefing note prepared for a meeting between the prime minister and the head of MI5, Peter Sillitoe, also listed precautionary measures to be taken to combat terrorism. Police would monitor Jewish groups in Britain and spy on Jews known to have expressed sympathy with terrorist activity in Palestine, and who might be a point of contact for any terrorist arriving in this country. All applications for UK visas in the Middle East are scrutinised by local security authorities. Immigration officers at UK ports report to Home Office, Special Branch and MI5 the particulars of all Jews, including seamen, arriving from the Middle East. The fact that MI5 claimed it was keeping a close watch through its own sources on UK Zionist groups with sympathy for the terrorists suggests that they had informers working for them inside. Given the British propensity to use such groups for its own purposes to divide and rule, it is not beyond the bounds of possibility that MI5 had agents provocateurs working within them. While it has long been known that these Zionist groups carried out or planned to carry out assassinations, bombings and sabotage against British targets, these papersreleased so long after the normal 30-year ruleare important for a number of reasons. Firstly, the papers provide a timely reminder that the Zionists of all political colours used terrorist methods to achieve statehoodsomething that present-day Zionists seem to have forgotten when they talk about refusing to negotiate with the Palestinians whom they routinely refer to as terrorists. It is not simply that Ariel Sharon and company are a bunch of hypocrites or political amnesiacs about the past. More importantly, the Irgun, led by Menahem Begin, the Stern Group and Lehi, its successor, went on to form the Herut party, forerunner of the Likud party, and the ultra right-wing Moledet party, which form the main coalition partners of the Sharons government. The gang of former generals, ultra-nationalists and religious bigots that run Israel today are the political heirs of terrorists who furthermore had close connections with the fascists. In this, they mirrored some of the Arab nationalists in Palestine, Egypt and Iraq who allied themselves with Germany in order to rid themselves of British

Extraction of neural and force dynamic codes related to patterns of motor or sensory activity required for executing simple to complex motor or sensory activity (e.g., reaching, grasping, manipulating, running, walking, kicking, digging, hearing, seeing, tactile). Accessing sensory activity directly could result in the ability to monitor or transmit communications by the brain (visual, auditory, or other). New methods, processes, and instrumentation for accessing neural codes noninvasively at appropriate spatiotemporal resolution to provide closed loop control of a peripheral device. This could include both fundamental interactions of neural cells, tissue, and brain with energy profiles that could provide noninvasive access to codes (magnetics, light, or other). 4. New materials and device design and fabrication methods that embody compliance and elastic principles, and that capture force dynamics that integrate with neural control commands. These include the use of dynamic materials and designs into working prototypes. 5. Demonstrations of plasticity from the neural system and from an integrated working device or system that result in real time control under relevant conditions of force perturbation and cluttered sensory environments from which tasks must be performed (e.g., recognizing and picking up a target and manipulating it). 6. Biomimetic implementation of controllers (with robotics or other devices and systems) that integrate neural sensory or motor control integrated with force dynamic and sensory feedback from a working device or system. The first phase of the program may include dynamic control of simple and complex motor or sensory activity directly using neural codes integrated into a machine, device, or system. Because the self-styled Mideast warriors at various neoconservative propaganda rags assured the public that there was indeed hard evidence of these WMDs existence, common sense implies that they, or at least their sources, knew where they were and would surely be able to find them well over a month after the invasion. The fact that nobody is able to do so now proves beyond a shadow of a doubt that the neocons were then as throughout their shady careers feeding lies to the American public. When it comes to the countless overblown claims made by the neocons to propagandize their war against Iraq, it should come as no surprise that the Emperor has no clothes. The neoconservative litany of lies and distortions over the past few years contains enough material to fill several encyclopedic volumes (perhaps one day such a set of volumes will be published as a "how too" guide for the self-styled Ilya Ehrenburgs of the future). Elsewhere I have discussed some of the past hypocrisy, rhetorical sleights-of-hand, half-truths, and outright lies that have surrounded other neoconservative crusades, from the first Gulf War to Kosovo to the Israeli-Palestinian conflict. I have also discussed the fact that the public, and for that matter much of the self-congratulatory "watchdog" media, are utterly numb to the fact that neoconservatives habitually lie. Indeed, the mass media organs and their eager viewers still seem ever ready to swallow the newest batch of swill produced by the Kristols and Frums of the world without the slightest hindsight or concern about their past deceptions. Where the neoconservative program of deceit has taken a new and interesting angle this time around is the way in which they are handling the (minimal) extent of discussion and revelation surrounding their nonexistent "evidence" for Husseins WMDs. Knowing perfectly well that they were the agent provocateurs behind these claims, the neocons have quickly moved to cover their flank by effectively pinning whatever blame there might be on those they swindled. Its a strategy all shysters use: find a willing dupe and junior partner for your scam, and then when the effort fails, pin all of the blame on unwitting assistant. In his effort to nip any criticism of WMD lies at the bud, William Kristol began his self-exculpatory memo with the claim "We shouldn't deny, those of us who were hawks, that there could have been misstatements made, I think in good faith," Weekly Standard editor Bill Kristol told "Fox News Sunday. Asked, by whom, the leading Iraq war backer explained, "By the president and the secretary of state, [statements] that will turn out to be erroneous." Ignoring for the moment that Kristol, true to form, uses the euphemism "misstatement" for what most normal people refer to as a "lie," and the fact that he assures us that his lies (oh, pardon, misstatements) are in "good faith," there is nothing new or surprising about the first part of the statement. This is the same tactic Kristol and all of his chattering disciples have been using for decades. The second (bold) portion of the statement is the more interesting and unprecedented part. In a less than subtle manner, Kristol fingers the blame for the "misstatements" on Bush and Powell, when in fact Bush and Powell were simply reading from scripts created for them by individuals such as Kristol himself and his cabal of White House insiders such as Paul Wolfowitz. Along the same line, Kristol also informs us, "People like me, who were hawks, said the war was both just, prudent and urgent," he said. "I think just and prudent - fine. But it is fair to say that if we don't find serious weapons of mass destruction capabilities, the case for urgency, which Bush and Blair certainly articulated, is going to be undercut to some degree." Now just a moment, Billy. Do you mean to tell us that it was only Bush and Blair who "articulated" claims about Husseins WMD capacities, or rather, made "misstatements" about it to project a sense of "urgency" when there was simply no foundation for any of it? Are you implying that these "misstatements" made in the name of "urgency" originated de novo in the minds of Blair, Bush, and Powell? Surely they didnt. In fact, all examination of the neoconservative propaganda mill in the months preceding Bush or Powells call to war tells us that these claims found their beginnings in the scribblings of neoconservative pundits and the babbling of neocon talking heads on major network television.
